Board accepts the withdrawal of the Astec Corporation headed by Mr. William

Mr. LaVerne Cole comes before the Board representing the firm of Allen and
Cole for a Use Permit to construct a Bank and Office building on the southwest'
intersection of Cogbill Road and Hopkins Road, and there appearing to be some
technicalities which need further investigation, it is on motion of Mr. Apperson,
seconded by Mr. O'Neill, resolved that Case 72-16U be deferred to October 11,1972
at 2:30 P.M.

Mr. Jay Rowe, representing Mr. Robert D. Vieno, comes before the Board again
requesting the rezoning from Agricultural (A) to General Business (C-2) of
a parcel of land of irregular shape fronting approximately 350 feet on the
Midlothian Turnpike (Route 60) extending northwardly to a depth of approximately
940 feet and being located approximately 550 feet west of the intersection of
Midlothian Turnpike and Fairwood Drive in Midlothian Magisterial District.
Refer to Tax Map Sec. 28-3 (1) parcel 4, and the planning Commission recommended
that the property be zoned to a depth of 385 feet plus the granting of a Use
Permit for parking on that part extending north of the 385 foot line to the
branch as shown on the plats of the property.
Upon consideration whereof and on motion of Mr. Krepela, seconded by Mr.
Apperson, it is resolved that the aforedescribed parcel of land be and it
hereby is rezoned northwardly from Route 60 for a depth of 385 feet and a
Use Permit to park cars be permitted north of the zoning line to the branch
across this property.

again comes before the Board in the request for multi-family housing in a
portion of Quail Oaks Sub(~ivision and states that they wish to withdraw the
request and apply for a Use Permit for duplexes before the Board of Zoning
AppealS.
Upon consideration whereof, and on motion of Mr. Myers, seconded by Mr. O'Neill
it is resolved that the withdrawal of this application be accepted.

On motion of Mr. Krepela, seconded by Mr. Apperson, it is resolved that the
following resolution be and it hereby is adopted:
WHEREAS, Secondary Route 653, from Sra. 9+00 to Sta. 30+00, a distance of
0.40 miles, and from Sta. 214+50 to Sta. 253+41.24, a distance of 0.74 miles,
have been altered and a new road has been constructed and approved by the Sta~e
Highway Commissioner, which new road serves the same citizens as the road so
altered ~ and
W/qEREAS, certain sections of this new road follow new locations, these
being shown on the attached sketch, "Changes in Secondary System due to Relocation
and Construction on Route 653, Progect 0653-020-030-C501, dated at Richmond,
Virginia July 7, 1972.
NOW, THEREFORE, BE IT RESOLVED, that the portions of Secondary Route 653,
i. e. ~ections 5 and 6, shown in red on the sketch titled, "Changes in
Secondary Systems Due to Relocation and Construction on Route 653, Project
0653-020-030, C501,dated at Richmond, Virginia, July 7, 1972, a total distance
of 1.14 miles, be and it hereby is added to the Secondary System of State
Highways, pursuant to Section 33-141 of the Code of Virginia of 1950, as amended.
AND FURTHER, that sections of old location, i.e. Sections 2 and 3, shown
in blue on the aforementioned sketch, a total distance of 0.13 miles, be and
the same hereby is abandoned as a public road, pursuant to Section 33-76.12
of the Code of Virginia 1950, as amended
AND FURTHER, Sections 1 & 4, a total distance of 1.02 miles to remain in
Secondary System as shown in green.
AND FURTHER, Section 7 as shown in Brown, a total distance of 0.01 miles
to be added to the Secondary System.

On motion of Mr. Apperson, seconded by Mr. Myers, it is resolved that this
Board of Supervisors warmly commends Mr. Everett L. Covington, Resident
Engineer, of the Highway Department in Chesterfield County for his early
completion of the improvements at the intersection of Route 150 and 1 which
improvements add greatly to the relief of the flow of traffic at this busy
intersection.

There was read a letter describing the Recreational Program for the County of
Chesterfield for the coming winter as proposed by Carl Wise, Recreation Director.
On motion of Mr. Apperson, seconded by Mr. Krepela, it is resolved that the
proposed programs be and they hereby are approved.

.Mr. Claude Bonham comes before the Board complaining about the recent raise
in sewer rates and states that the Board should get Federal funds to improve
llthe sewer system and promises some help in this direction.
~.There was a brief explanation of the request of the Bonny Kay Bus Lines made
~ito the State CoDporation Commission which request includes the County of
il hesterfleld and specifically that it will be for a special charter party carrier.

Highway Department be authorized to improve the drainage on Rochelle Road,
Route 1588, at a price not to exceed $480.00 in accordance with the estimate
submitted by the Highway Department on August 17, 1972.

Treasurer of the County be and he hereby is authorized to borrow up to
$1,500,000 in prospect of the Real Estate taxes due in December, 1972.
On motion of Mr. Myers, seconded by Mr. O'Neill, it is resolved that a
contract be awarded to the Stamie E. Lyttle Construction Company, who submitted
the low bid of $59,818.00 for the installation of 2,200 ft. of sewer line into
the main line at the Airport.

Executive Secretary be authorized to write to the Guardian Sanitary Systems,
Inc. denying the offer to put a solid waste system in the County, since the
County cannot guarantee 1,000 TPD.

On motion of Mr. O'Neill, seconded by Mr. kpperson, it is resOlved that the
Judge of Circuit Court, the Honorabl~ Ernest P. Gates, be requested to
appoint Thomas Madison Mabe and Robert Max McCulloch as Police Officers for
the County of Chesterfield from September 1, 1972 through October 31, 1973.

Certain bids were received for the contract on T-hangars and the maintenance
shop at the Airport and it was generally agreed that these bids be referred
to the Airport Advisory Committee for review and to make recommendations to
the Board.
WHEREAS, it would benefit the Chesterfield Airport to extend the present
runway 700 feet~ and
WHEREAS, the extension of ?~00 feet could be accomplished much cheaper
now than at any time in the future[ and
WHEREAS, the extension of the runway might aid in attracting the officers
of the Branch of the FAA to locate at the airport:
NOW, THEREFORE, BE IT RESOLVED, on motion of Mr. O'Neill, seconded by
Mr. Myers, that the length of the runway be extended 700 feet if suitable
guarantees are given that the Federal Government will pay its 50% share of
the cost of this extension at this time.

On motion of Mr. Apperson, seconded by ~r. O'Neill, the following ordinance
is adopted:
AN ORDINANCE, to vacate a 16 foot alley easement and turn-around in the
subdivision of Amphill Heights, a plat of which made by J. W. Pugh, C.P·E.,
Petersburg, Virginma, dated November 12, 1937, and recorded January 11, 1938,
in the Clerk's office of the Circuit Cour~ of Chesterfield County, Virginia
in Plat Book 7, Pages 68 and 69, styled Ampthill Heights Subdivision, Bermuda
District, Chesterfield County, Virginia, the said 16 foot alley easement and
turn-a-round being unimproved and not used for public purposes and and being
more particularly shown on a compiled plat of a-portion of the aforesaid
subdivision plat, dated August 10, 1972, shaded in red, a copy of which is
attached hereto and made a part hereof by this reference.
WHEREAS, the Trustees of the Full Gospel Church of Jesus Christ has
petitioned the Board of Supervisors of Chesterfield County, Virginia, to
vacate the 16 foot wide unimproved alley easement and turn-a-round in 'the
subdivision of Ampthill Heights as shown shaded in red on a compiled plat of
a portion of the Ampthill Heights Subdivision dated August 10, 1972, a copy
of which is attached hereto and made a part hereto and made a part hereof
by this reference.
WHEREAS, notice of the adoption of this Ordinance has been given in
accordance with Section 15.1-431 of the Code of Virginia, 1950, as amended~
NOW, THEREFORE, BE IT ORDAINED, by the Board of Supervisors of the County
of Chesterfield, Virginia:
1. That pursuant to Section 15.1-482, of the Code of Virginia, 1950,
as amended that the unimproved 16 foot alley easement and turn-a-round
described above and shown shaded in red on the aforesaid plat be and they
are hereby vacated. ' '
2. This Ordinance shall be in. full force and effect in accordance with
Section 15.1-482 of the Code of Virginia, 1950, as amended, and a Certified
Copy thereof together with the plat attached shall be recorded in the Clerk's
Office of the Circuit Court of Chesterfield County, Virginia.

On motion of Mr. Apperson, seconded by Mr. O'Neill, it is resolved by the
Board of Supervisors of Ch~sterfield County that M. W. Burnett, Executive
Secretary, is hereby authorized to execute for and on behalf of Chesterfield
~County, Virginia, a public entity established under the laws of the State
of Virginia, this application and to file it in the appropriate State Office
for the purpose of ol]taining certain Federal financial assistance under the
Disaster Relief Act (Public Law 606 - 91st Congress).

Haversham Drive in Olde Coach Village, Section '~B" in Midlothian Magisterial
District.
Upon consideration whereof, and on motion of ~'[r. Krepela, it is resolved that
Charterhouse Drive, Olde Coach Drive, Charrington Drive, Featherstone Drive,
Warminster Drive and Haversham Drive in Olde Coach Village, Section "B" in
Midlothian Magisterial District be and they hereby are established as public

intersection with Olde Coach Drive and from the same intersection with Charter-
house Drive, n6rtheastwardly .03 mile; Warminster Drive beginning .03 mile
south of its intersection with Route 1209, southwardly .20 mile to intersection
with Route 677: Haversham Drive from its intersection with Featherstone Drive,
westwardly..13 mile to its intersection with Olde Coach Drive. These roads
serve 81 houses.
And be it further resolved, that the Board of Supervisors guarantees to the
Virginia Department of Highways a 60 ft. right-of-way on Old Coach and a 50 ft.
right-of-way on Charterhouse Drive, Charrington Drive, Featherstone Drive,
Warminster Drive and Haversham Drive. Plat recorded in Plat Book 17 pages

On motion of Mr. Apperson, seconded by Mr. KreDela, it is resolved that the
Chairman and Clerk of this Board be authorized-to sign an agreement between
the County of Chesterfield, the Department of Highways, J. K. Timmons and
Associates and Consolidated Sales Company, Inc., which agreement describes
the duties of each party in relation to draJ. nage in the vicinity of Route 147,
711 and Route 675. -

On motion of Mr. Horner, seconded by Mr. Apperson, it is resolved that a
Variance be granted to Mrs. Rebecca A. Wood for the demolition of a home at
6503 Cabin Creek Drive and ~o construct a new home on said lot with the firm
understanding that the County has no responsibility in the construction or
maintenance of Cabin Creek Drive.

On motion of Mr. Horner, seconded by Mr. Myers, it is resolved that Shoosmith
Bros. be authorized to re-construct the Marks Road at a cost of ~,400.00
~o be paid from the 3¢ Road Fund of Clover Hill District, provided the State
Highway Department will notify the County that the Highway Department cannot
do the work and that same is a reasonable price.

Mr. Michael Ritz speaks on his proposal for hiring a new senior Planner and
explains the need for this employee in his Department. It was generally
agreed that this matter would be studied further.
On motion of Mr. Myers, seconded by Mr. O'Neill, it is resolved that the
following resolution be and it hereby is adopted:
WHEREAS, the showing of lewd and pornographic films has caused great
consternation i.n some localities[ and
WHEREAS, the owners of theaters in the County of Chesterfield have not
seen fit to resort to showing "X" rated films[ and
WHEREAS, it is the hope of the governing body of Chesterfield County
that this area will be spared the harmful effects on our citizens generated
by the showing of such films~
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors warmly commends
the owners of theaters in the County of Chesterfield for keeping film
presentations comparatively clean and fervently hopes that all theater owners
will continue to follow this practice in the future.
