Sanderlin, President 7833 Lakeshore Drive Richmond, Virginia 23235 The citizens of Rock Creek Park are concerned that the proposed extension of th~ Powhite Expressway will have serious detrimental effects on our neighborhood, our ~ke and its environs. [ Therefore we are requesting that you, the County Board of Supervisors, assist us in conveying the following ideas to the State Highway Department so that thes~ ideas can be incorporated in the initial cost estimates being made by the High~ay Department. We are opposed to the expressway coming by Rock Creek Park Lake because we know the road cannot Be Buik without doing serious damage to the lake, the lake shoreline, and the esthetic value of the homes in this area. There will be siltation, filling of portions of the lake for the roadbed, and destruction of wildlife habitat. We feel that this portion of open space should be left undisturbed by a major highway. As Chester- field County continues to develop this lake and its shoreline will be one of the few remaining open areas. We want to know the factual reasons why the proposed expressway cannot follow one of the following routes: From Chippenham Parkway along the Southern Railroad right-of- way to the Bon Air School for Girls property and continuing through this property to Route 60 east of Robious Road. In the area of the Rock Creek Park Lake the road could be shifted approximately 200 feet north of its present map location. This would require the purchasing of nine homes; the cost of which would be more than offset by the cost of filling approximately two acres of lake for the road bed. Board WES:L Supervisors of Chesterfield County - 2 - March 23, 1972 If no alternative route is found, we offer the following suggestions for your consideration: 1. The proposed interchange of the expressway and Buford Road should be eliminated completely. This would allow Buford Road to remain two lanes. This would allow residences along Buford to remain in their present state and would reduce pressure for undeveloped land to be rezoned "commercial." An earthen dike should be bulk between the expressway and the lake's edge, wherever there is less than a 150 foot natural buffer of trees. These dikes should be built so that the residents of Rock Creek-Park are shielded from the sight and sound of the expressway. As the road is now proposed the residents at the lower end and the upper end of the lake are directly exposed to the expressway. 3. Landscaping along the highway and the dikes is a must. .4. The proposed road should be a parkway on which all tra.ck traffic is prohibited, This road is to be primarily for moving commuters back and forth from Chesterfield and Richmond° Very little truck traffic will be originating along the proposed road, Most truck traffic will be coming in from Routes 360 and 60, These trucks can continue along 360 and 60 for an additional few miles to Chippenham, This would prevent the disturbance of a lot of residences along the proposed highway, e The ecology of this area should be kept in' mind at ail times while this road is being 'designed and built. The lake must be protected from siltation and other foreign matter during and after construction and any silt which enters the lake must be removed. Highway 60, or lan Pike, is already overcrowded. My letter to you is not to condemn ressway but rather to express my feeling that a certain portion of it ~e rerouted. As you know, ~his proposed expressway is to be extended present Chippenham Parkway to and extending beyond Route 60. It is these two points that my interest lies. ~tate Highway Department's present proposal, this expressway will run the dam end of a 26-acre lake on which my home is located. This lake and should continue to be an asset to the community. The lake is a haven for wildlife. Many wild ducks and geese and an egret as 11 of our own tame ducks live on this lake. We use the lake for boating and swimming in the summer months and for ice-skating in the ~onths. I truly believe this to :he most dangerous intersection in our area, and maybe even the county. ou can see in these pictures taken from the view of the driver of a enger car and the view of the driver of a school bus, you can hardly the fire truck until it is right on top of you. In fact, it is 201 from the spot you can first see the fire truck to the beginning of intersection. At the posted rate of 45 miles per hour, a car ~Ltravel feet before it can stop under normal weather conditions. We have to come of Reams Road in all kinds of weather. Let me show you ~ additional :utes. This is a school bus must come to a halt. As you can the front of the bus is in the yard on the left and the rear is still ~eams. When a driver comes to the rsection on Sharpstead and if he pulls the front end to the very edge 'rovidence, he can see a car when it is 224 feet away. There is a high on each side of Sharpstead and it completely blocks your view. We have shown you an intersection - a blind intersection - that must be use by the fire department trucks as well as school buses loaded with chi dren. An intersection with a road only 21 feet wide coming into a roa only 22 feet wide. We have shown you an intersection that has the completely obstructed by high banks on each side. These are the are s that we feel need attention at once. This does not mean that the roats do not also need attention. Later at another meeting, the Wagstaff ¥ol~nteer Fire Department will present some facts and figures concerning the roads in this area. This would have been a joint presentation; however, th~ are busy selling license plates today. They are aware of our presenta- tic today and join us in urging that the areas we have shown be improved in he very near future. Clayton for lots 1,2,3 Block G, Bon Air Subdivision March 22, 1972 Research of this reqUest indicates that lot 1 of above is a r lot fronting on McRae Street and siding to West Bon View. ~r street is improved to state standards but both streets have ~te right-a-way for eventual construction. Ownership patterns area indicate that Bon View Drive probably should be improved aced in the State system at some future time. (I suggest that hey might be used here.) McRae Street is a different situation. ,~ present time lots 1 through 5 and part of 6 are owned by Mr. ~y Hundley of 8528 Hazen Road, Richmond, Virginia. Evidently ~layton is going to purchase 3 of those lots from Mr. Hundley. is occurs then lots 4,5 and half of 6 will have no frontage improved State road. It is my understanding that McRae Street eventually be vacated between Larkspur and West Bon View if Mr. ~y does not break up his single ownership of the several lots. ~erefore, the decision is this: if Mrs. Clayton is permitted a ~ce it would seem McRae will not be vacated and will have to ~roved at County cost at a later date if Mr. Hundley requests [ding permit on lots 4,5 and part of 6 and fails to obtain a ~ce therefore. My recommendation: West Bon View Road should be improved in the near future between Rockcrest and McRae Street. Mrs. Clayton thus would not need a variance unless she tends to build now but we could grant the variance now if__ Mr. Hundley will include all of his holdings in this sale to Mrs. Clayton.
