08-30-1973 MinutesVIRGINIA: At an adjourned meeting of the Board of Supervisors of Chesterfield County, held at the Courthouse on August 30, 1973 at 5:00 P.M. Present: Also Present: Mr. Irvin G. Limerick, Jr. Mr. Tom Daniel, representing the Chester Jaycees, comes before the Board requestin, the use of the County Fair grounds for the operation of a circus and states that the Jaycees will be responsible for cleaning the grounds, furnishing insurance and handling traffic problems. He states further that the ~rofits accruing to the J~nees will be spent in the County. He presents Mr. Bowen from the Hoxie Company, the owner of the Circus. Upon cOnsideration whereof, and on motion, of Mr, Myers, seconded by Mr. Apperson, it is resolved that approval be granted for the operation of a circus on the Courthouse grounds and that no license fee be charged with the firm understanding that the Chester Jaycees will be responsible for cleaning up after this operation. Ayes: Mr. Homer, Mr. Myers, Mr. Apperson and Mr. Krepela, Mr. Painter, Co. Engineer, presents the problems of connecting the'sewer mains from the lagoons in Bon Air to the City of Richmond. After consideration of this matter, it is on motion of Mr. Krepela, seconded by ~. Apperson, resolved that the Buford legoon, the Brighton Green Lagoon and the Girl Scout Lagoon all be closed down as soon as convenient and the sewage be channeled to the trunk line on the Powhite Creek in the City of Richmond. Ayes: Mr. Horner, Mr. Myers, Mr. Apperson and Mr. Krepela. On motion of Mr. Apperson, seconded by Mr. Krepela, it is resolved that the Right-of-Way Department be authorized to purchase the Sinclair property involving some 62.7 acres for the Proctors Creek sewerage plant site. And be it further resolved, that the Judge of Circuit Court be requested to appoint counsel to examine the title of said property. Ayes: Mr. Horner, Mr. Myers, Mr. Apperson and Mr. Krepela. On motion of Mr. Apperson, seconded by Mr. Krepela, it is resolved that a contract for the force main into the City of Richmond and owned by the County of Chesterfield, along the Pocoshock Creek to be used by the COMMUNITY METHODS, INC. as a gravity sewer, be and it hereby is approved on the advice of the County Engineer. Ayes: Mr. Horner, Mr. Myers, Mr. Apperson and Mr. Krepela. On motion of Mr. Krepela, seconded by Mr. Apperson, it is resolved that Change Order No. 3 on contract 7032-1 with the G.'L. Howard Company in the amount- of $16,149.00 be and it hereby is approved. Ayes: Mr. Horner, Mr. Myers, Mr. Apperson and Mr. Krepela. On motion of Mr. Krepela, seconded by Mr. Myers, it is resolved that a 120-day extension of time be awarded to R. A. Chakles and Associates, on sewer contract 7032-3 and 7032-1B, due to extenuating circumstances. Ayes: Mr. Homer, Mr. Myers, Mr. Apperson and Mr. Krepela. On motion of Mr. HOmer, seconded by Mr. Apperson, it is resolved that the County.s sewer consultants be authorized to study the proposed relocation of sewer mains at the intersection of Belmont and Chippenham to accommodate the new interchange to be constructed at this location. Ayes: Mr. Homer, Mr. Myers, Mr. Apperson and Mr. Krepela. 'On motion of Mr. Apperson, seconded by Mr. Myers, it is resolved that this Board authorize the.purchase of a trencher and back-hoe combination from the Case Power and Equipment Company for $15,563.00. Ayes: Mr. Hornet, Mr. Myers, Mr. Apperson and Mr. Krepela. On motion of Mr. Krepela, seconded by Mr. Myers, it is resolved that the salary ~f Emil S. Young be continued through September 12, 1973 and an assessment at hat time will be made of the prognosis of his return to work. A~es: Mr. Horner, Mr. Myers, Mr. Apperson and Mr. Krepela. This-day the County Road Engineer, in accordance with directions from this Board, made report in writing upon his examination of Traway Drive, Traway Court, Queen Scot Drive', and Elmart Road in Parkwood, Section 1 and 2 in Clover Hill Magisterial District. Upon consideration whereof, and on motion of Mr. Hornet, it is resolved that Trayway Drive, Traway Court, Queen Scot.Drive and Elmart Road in Parkwood, Sectlons 1 and 2 in Clover Hill Magisterial District, be and they are established as public roads. ~nd be it further resolved, that the Virginia Department of Highways, be and it hereby is requested to take into the Secondary System, Trayway Drive from existing State maintenance southerly 0.18 mile to its intersection with Queen Scot Road: TraywaF Court beginning at its intersection with Traway Drive 0.05 mile easterly to a cul-de-sac; Queen Scot Drive beginning at its intersection with Traway Drive westerly 0.07 mile to its intersection with Elmart Road and from its intersection with Traway Drive Easterly 0.11 mile to a cul-de-sac~ Elmart Road from the existing State Maintenance southerly 0.10 mile to its intersection with Queen Scot.Drive, thence 0.03 mile to a dead end. These roads serve 40 lots. And be it further resolved, that the Board of Supervisors guarantees to the Virginia Department of Highways a 50' right-of-way for each of these roads. Section 1 recorded in Plat Book 19, Page 87 dated December 12, 1972. Section 2 recorded in Plat Book 20, Page 58 dated June 1, 1973. This day the COunty Road Engineer,in accordance with directions from this Board, ~ade report in writing upon his examination of Buxton Court, Ivy Road and Buxton Drive in Lakewood Farms, Section B, in Bermuda Magisterial District. Upon consideration whereof, and on motion of Mr. Myers, it is resolved that Buxton Court, Ivywood Road and Buxton Drive in Lakewood Farms, Section B, in Bermuda Magisterial District, be and they are established as public Roads~ And be it further resolved, that the Virginia Department of Highways, be and it hereby is requested to take into the Secondary System, Buxton Court beginning at its intersection with Ivywood Road eastwardly 0.06 mile, thene southwardly 0.12 mile to a cul-de-sac; Ivywood Road beginning at its intersection with Buxton Court 0.05 mile northwardly to a cul-de-sac, thence 0.09 mile south from its intersection with Buxton Court to a cul-de-sac; Buxton Drive beginning at its intersection with Ivywood Road 0.04 mile west to State Maintenamce. These roads serve 39 lots. nd be it further resolved, that the Board of Supervisors guarantees to the irginia Department of Highways a 50' right-of-way for each of these roads. Plat recorded in Plat Book 19 Page 52 dated September 1, 1972. Ayes: Mr. Horner, Mr. Myers, Mr. Apperson, Mr. Krepela and Mr. O'Neill. On motion of Mr. O'Neill, seconded by Mr, Krepela, it is resolved that the County Administrator be authorized to apply for $5,974.80 in Federal and State Grants to pay for dictating equipment for the Police Department. Ayes: Mr. Horner, Mr. M~ers, Mr. Apperson, Mr. Krepela and Mr. O'Neill. On motion of Mr. O'Neill, seconded by Mr. Krepela, it is resolved that the County Administrator be authorized to apply for $8,650.00 in Federal and State Grants to pay for a Power Card File system in the Poli'ce Department. Ayes: Mr. Horner, Mr. Myers, Mr. Apperson, Mr. Krepela and Mr. O'Neill. There arose a general discussion concerning the progress of the Airport construc- tion and the County Administrator cit~ that a meeting would be held with Mr. Hendrick, %he owner of the construction compan¥~ during the coming week. The problems of the contractor and the County were reviewed in detail and it was generally condeded that a solution to the problem of completing the Airport construction be accelerated~ On motion of Mr. Krepela, seconded by Mr, O'Neill, it is resolved that this Board adjourn at 11:15 p.m. to 9:00 A,M. on September 12, 1973.
