iSeptember 24, 1970 and determined that 2000 fish had died
!in an area 1/2 mile above the Falling Creek Marina at the
ifall line. The data collected revealed that the dissolved.

!On the scene observations and laboratory analysis identified
!the cause of the fish kill to be low dissolved oxygen due to
ithe excessive organic loading of Grindall Creek from the
discharge of improperly treated sewage from the Chesterfield
iCounty Sewage Treatment Plant, at normal ebb tide. The
iestimated value of the fish killed is $900.00 and the cost

You will recall that Mr. R. E. Bowles and I visited with your Board on
January 26, 1972, to discuss settlement for a fish kill which occurred
in Falling Creek and which was caused by the County's Falling Creek sewage
treatment facility. At that meeting, your Board requested that it have
seve.Yal weeks to consider whether it wished to remit to the Water Control
Boar~ the cost of the fish killed and the cost of the investigation. These
cost~ amount to $1132,46. The staff requests that the decision of the
Boar~l of Supervisors in this matter be communicated to the staff at your
earliest convenience.

Recently, the Virginia Department of Highways has been

The question arises as to how these easements will 'be
· ined. We have only one construction and maintenance crew at
cesent time. If this practice continues, the County will most
inly have to increase the number of right of way and drainage

Another problem involved is whether the easements will be
~d properly on adjacent property so that it can be developed
future without easement vacations and re-dedications. Also
considered is whether the County should use its power of
m~ation for Obtaining easements which are required only by
the Highway Department. All these questions need to 'be considered
befor~ the County accepts thousands of feet of easement which are
not nbeded now.
~ The County needs off-site easements if the developer has
to lower the outfall in order to drain his property properly. We
do no: need easements through undeveloped property when the outfall
remai[s unchanged 'because these easements will *be Obtained as the
prope:ty develops.

As an alternate solution, it is suggested that the Board
,ervisors request the Virginia Department of Highways to require

the health department has approved the site for a septic tank.
check by our Zoning Inspector reveals that Walker Avenue,
Drive, and Peachtree Street are public street rights of way

There are about ten to twelve home sites in this area which
under the same conditions as this request. Because of the
requests that could result herefrom, I recommend that the

Museum Advisory Committee would be appueciated.
Our Board of Trustees is developing plans for a
statewide museum system to include 3 or more regional
facilities. Local advisory committees can be most
helpful adjuncts in determining such matters as site
selection, type of facility and innovative program~ that
would be desirable.

The fifteen to twenty-five trucks referred to will be five axle
tractor trailer rigs. Primarily flat bed or half side trailers
with a very limited number of enclosed van trailers. Trucks to be
loaded to near legal limit (Approx. 40,000 lb. net).
Roofing products will be manufactured. Specifically, roofing shingles,
roll roofing and asphalt saturated felts.
The building use is as follows (see attached plan):
a. Manufacturing & Raw Material Storage - 40,000 sq. ft.
b. Finished Goods Warehouse - 12,000 sq. ft.
c. Plant Office - 2700 sq. ft.
d. Total area under roof - 54,700 sq. ft.
