Summary of Information: Mr. George Levis Crump, a lifetime resident of Moseley in the Matoaca District, will celebrate his 100th birthday on January 27, 2016. Mr. Crump is a retiree of the U.S. Postal Service and also served as a member of Chesterfield County School Board. GEORGE LEVIS CRUMP ON HIS 100TH BIRTHDAY WHEREAS, Mr. George Levis Crump was born on January 27, 1916; and WHEREAS, Mr. Crump was one of eight children born to Otis and Gertrude Crump; and WHEREAS, Mr. Crump had a twin brother, James Willard, and other siblings, Joyce, Raymond, Esther, Ethel, Earle, and Floyd; and WHEREAS, Mr. Crump graduated from Grange Hall School; and WHEREAS, Mr. Crump married Frances Russell on October 7, 1939, and had two daughters, Georgia Lee and Karin Frances; and WHEREAS, in addition to his two daughters, Mr. Crump has a foster son, Edward O'Neill, six grandchildren, one foster grandchild, 14 great- grandchildren, and two great -great grandchildren; and WHEREAS, in 1949, Mr. Crump and his wife built a home in Chesterfield County on family land, where he lived with his wife of 75 years, until her death in April 2015; and WHEREAS, Mr. Crump continues to live in this family home in Moseley with his family members; and WHEREAS, Mr. Crump was employed by the U.S. Post Office from 1941 until his retirement in 1973, aside from a stint in the U.S. Navy from 1945-1946; and WHEREAS, Mr. Crump was a valued member of Chesterfield County School Board from 1950-1970, served as President of the Virginia School Boards Association in 1968, and in 1970, was selected as the School Board Member of the Year by the Virginia Teachers Association; and WHEREAS, Mr. Crump has been a lifelong member of Mount Hermon Baptist Church, serving as a Deacon and Deacon Emeritus; and WHEREAS, Mr. Crump enjoys watching all sports on television, and especially golf; and WHEREAS, Mr. Crump and his wife enjoyed traveling and visited all 48 contiguous states, in addition to taking a cruise to Alaska with four of his siblings, and a niece and her husband when he was 90 years old; and WHEREAS, Mr. Crump will observe his 100th birthday on January 27, 2016; and WHEREAS, Chesterfield County is proud to have Mr. Crump as a resident. f"' NOW, THEREFORE, BE IT RESOLVED that the Chesterfield County Board of Supervisors congratulates Mr. George Levis Crump on the occasion of his 100th birthday, thanks him for his long service to the community as a School Board member and U.S. Postal worker, recognizes him as one of Chesterfield County's noteworthy individuals, and wishes him continued health and happiness. Summary of Information: The purpose of Virginia's Gateway Region Board is to assist the Counties of Chesterfield, Dinwiddie, Prince George, Surry and Sussex and the Cities of Colonial Heights, Hopewell and Petersburg in their efforts to enhance the economic development opportunities for participating communities within the Virginia's Gateway Region service area. The Jefferson Davis Highway corridor has had a net loss of 145 housing units from 2001 to 2010, a loss of nearly 500 manufactured homes over the past 15 years, and from 2000 to 2014, cost -burdened households in this corridor increased from 26 percent to 43 percent. With the loss of affordable housing and a high percentage of cost -burdened housing, there is a need to provide additional affordable housing in the corridor, notably for lower income adult workers over 55, as well as retirees. For the developer to obtain this financing, the Chesterfield County Board of Supervisors must by resolution make a determination that providing residential housing that serves people of low to moderate income at the location of the Bermuda Crossroads Marketplace Shopping Center will support the revitalization and economic development of this portion of the Jefferson Davis Highway corridor. This item requests that the Board adopt a resolution supporting the construction of the Bermuda Crossings Apartments using proceeds from tax- exempt bonds issued by the Virginia Housing Development Authority (VHDA) under their revitalization area designation. There are no direct costs to the county associated with supporting the VHDA financing for these senior (55+) apartments, nor will any county debt be created through the VHDA financing applied for by the developer. Prescription drug and heroin overdoses claimed more lives in 2014 in Virginia than did car accidents. Chesterfield County police saw an 83 percent increase in heroin overdoses in the first six months of 2015 over the prior year and have seen greater than 20 percent increases year over year continually since 2011. Chesterfield 12th graders ranked above the national average for lifetime and 30 day prescription abuse of amphetamines, sedatives and tranquilizers. SAFE has been working to implement programs to build capacity and sustainable prevention strategies. The Chesterfield Community Services Board was awarded funds to implement the SAMHSA strategic prevention framework (PSF SPF) to prevent prescription drug abuse and heroin overdoses within a target population of 12 - 25 year olds. This framework will be implemented in partnership with SAFE and will include: 1. Assessment - Gather and review data to define what the substance abuse related problems are, what resources are in place, and what resources are needed. 2. Capacity - Identify capacities to address prioritized problems identified in the assessment, mobilize community capacity, strengthen and develop partnerships and create a brand and messaging for the framework. 3. Planning - Create and follow a logic model as part of a strategic plan to address the problems identified in the assessment. Careful consideration will be taken to ensure the framework is culturally competent and sustainable. 4. Implementation - Carry out planned services and environmental approaches, analyze and evaluate the implementation processes making any necessary corrections along the way and document the processes used. 5. Evaluation - Measure the effect of the SPF process and the effect of what was implemented, taking into consideration the future and sustainability by collecting and analyzing data and reporting outcomes. The Chesterfield CSB will serve as the fiscal agent for the funds. The CSB plans to hire one part time grant funded employee to work closely with the SAFE in implementing this SAMHSA grant program. SAFE will also hire one part time grant funded employee for this project. Summary of Information: The Chesterfield County Parks and Recreation Department is sponsoring older adult activities at satellite locations in order to better serve the recreation needs of senior citizens. Since July 2008, successful programs have been operated at The Episcopal Church of Our Saviour four days per week. Activities include classes in aerobics and arts and crafts as well as special events, such as brown bag education series and potluck luncheons. The program is co-sponsored by the nonprofit group Chesterfield Senior Center. They work with Parks and Recreation staff to program the activities and manage the site. The current lease expires on January 31, 2016. This lease shall be for two years commencing February 1, 2016, and will be for use of facilities Monday, Tuesday, Thursday and Friday from 9 a.m. to 4 p.m. and for special events as mutually agreed. The rent is $675 per month with a 4 percent escalation the second year. Funds are available in the Parks and Recreation Department budget.
