The applicant indicates that currently med-flight helicopters use a grassy area on hospital property (identified on Map 3, page 4). The proposed helipad location is closer to the emergency room and further away from public roads (Exhibits A –D). In addition, proposed flight paths will be over commercial properties and other medical facilities, away from residential uses (Exhibit A). The applicant indicates that, on average, the hospital receives patients by helicopter 10 to 15 times per year. If the total disturbed area exceeds 2,500 square feet, the project is Stormwater subject to Part IIB of the Virginia Stormwater Management Program Management Regulationsfor redevelopment. The raised helipad structure is proposed within an existing 20 foot drainage easement, which includes several existing large storm sewer structures. Evaluating offsite buffer to address requirements Commission Discussion Mr. Waller noted the important community service provided with this proposal. He concluded that given the anticipated number of flights, the amended flight pattern, and the applicant’s commitment to resolve the offsite buffer, he did not see an increased impact on area residential uses.
