Summary of Actions Taken by the Board on January 27, 2016
3:00 P.M. SESSION
COUNTY ADMINISTRATOR'S COMMENTS
Loy Senter, Fire Chief and Ms. Emily Ashley, Emergency Management Coordinator, provided
an update to the Board relative to the recent winter storm and recovery efforts.
Mr. Stegmaier stated one of the county's key objectives is to attract and retain businesses
that provide a diverse economic base. One of many areas in the county that has been
focused on is the Midlothian Corridor from Eastern Midlothian redevelopment to
continuing to promote strong business growth in the western corridor. This has included
development of the Stonebridge site where the former Cloverleaf Mall stood along with
efforts to partner with the business community to beautify the medians along Midlothian
Turnpike and attract new businesses as well as road improvements for Route 60.
Mr. Stegmaier noted Ms. Mary Ann Curtin was scheduled to be at the meeting today to
provide an update; however, an important subcommittee meeting in the House on a
proffer bill was scheduled for this afternoon that she needed to attend.
RESOLUTIONS
Adopted Resolution recognizing Mr. George Lewis Crump on his 100' birthday.
WORK SESSIONS
A Work Session was held regarding the proposed FY2017-2021 Capital Improvement Program
and an update on the mandated Stormwater Initiative — Chesapeake Bay TMDL.
APPOINTMENTS
Approved Nomination/appointment of Ms. Gloria Freye to serve on the Richmond
Regional Planning District Commission.
Approved Nomination/reappointment of Mr. Jim Daniels and Ms. Dorothy Jaeckle
to serve on the Virginia's Gateway Region Board.
Approved Nomination/appointment of Mr. Alfred Dillard to serve on the Airport
Advisory Board.
CONSENT ITEMS
Adopted Resolution recognizing Ms. Robin E. Redmond, Building Inspection
Department, upon her retirement.
Adopted Resolution recognizing Mr. Douglas W. Salyers, Parks and Recreation,
upon his retirement.
Adopted Resolution recognizing Lieutenant William G. Marsiglio, Jr., Fire and
Emergency Medical Services, upon his retirement.
Adopted Resolution recognizing Lieutenant Donald W. Houtsma, Fire and
Emergency Medical Services Department, upon his retirement.
Adopted Resolution recognizing Sergeant Elizabeth Ruth Baker, Police
Department, upon her retirement.
Adopted Resolution supporting construction of apartments at the Bermuda
Crossroads Marketplace Shopping Center using proceeds from tax-
exempt bonds issued by the Virginia Housing Development Authority
under their revitalization area designation.
Adopted Resolution declaring the existence of a local emergency in Chesterfield
County as a result of a major winter storm.
Approved Appropriation of funds awarded to the Chesterfield Community
Services Board to prevent prescription drug abuse and heroin overdoses.
Approved Renewal of lease of The Episcopal Church of Our Saviour to provide
senior citizen programs.
REPORTS
Accepted Report on Developer Water and Sewer Contracts.
Accepted Report on Status of General Fund Balance, Reserve for Future Capital
Projects, District Improvement Funds and Lease Purchases.
CITIZEN COMMENT PERIOD
Ms. Debra Gannaway, representing the Metro Richmond Clergy Committee for Rapid
Transit, stated the committee is prayerfully committed to cultivating civic friendships rooted
in faith in order to coordinate congregational involvement and broad-based witness for a
metropolitan -wide bus rapid transit system.
Mr. Nelson Reveley, representing the Metro Richmond Clergy Committee for Rapid Transit,
provided copies of a clergy statement of support for rapid transit in metropolitan Richmond.

A Closed Session was held pursuant to Section 2.2-3711(A) (1), Code of Virginia, 1950, as
amended, relating to the performance of a specific county employee.

Ms. Dorothy Jaeckle, Vice Chairman of the Board of Supervisors, gave the invocation.
Sergeant First Class Raymond Martin, Commandant led the Pledge of Allegiance to the Flag of
the United States of America.

Special recognition of Colonel Thierry Dupuis and Dale District
Supervisor for their support of the Manchester Middle School JJROTC
Program and Manchester Middle School.
REQUESTS FOR MANUFACTURED HOME PERMITS AND REZONING
15SNO656 In Midlothian Magisterial District, request of Marc Greenberg and
Remanded to the Midlothian Land Partnership, LLC for rezoning from Community
Planning Business (C-3) to Community Business (C-3) with conditional use
Commission planned development to permit exceptions to ordinance requirements
and amendment of zoning district map on 25.4 acres fronting 1450 feet
on the north line of Midlothian Turnpike, 330 feet west of Winterfield
Road; also fronting 230 feet on the west line of Winterfield Road, 315

(C-5) Districts on 7.1 acres fronting 350 feet on the west line of
Jefferson Davis Highway, 175 feet north of Whitehouse Road, also
fronting 620 feet on the north line of Whitehouse Road, 285 feet west of
Jefferson Davis Highway. Density will be controlled by zoning
conditions or ordinance standards. The Comprehensive Plan suggests

16CW0166 In Midlothian Magisterial District, request of Midlothian Towne Center
Approved with Apartments, LLC for an exception to Section 19.1-524 of the
conditions Chesapeake Bay Preservation Act requirements of the Zoning
Ordinance to permit encroachment into the Resource Protection Area
(RPA) buffer along an unnamed tributary to Michaux Creek as a result
of grading and construction related to the construction of a proposed
apartment building and its associated appurtenances. The properties are
located at 1200 and 1300 Winterfield Road which is within the Michaux
