Stegmaier Summary of Actions Taken by the Board on February 10, 2016 3:00 P.M. SESSION COUNTY ADMINISTRATOR'S COMMENTS Mr. Stegmaier highlighted progress to the Village of Ettrick and efforts to partner with Virginia State University and the local community to revitalize the area. He shared a short video which highlighted several projects in the area such as the new Multipurpose Center, the Ettrick Train Station, the East River Road Widening project and the Water Tank and Pump Station project. Ms. Mary Ann Curtin presented a brief update to the Board of Supervisors on the status of several bills before the General Assembly and from the county's legislative program. WORK SESSIONS A Work Session was held regarding the proposed FY2017 projected revenues. NEW BUSINESS Approved Advertisement of tax rates for tax year 2016 and advertisement of the proposed FY2017 budget, the FY2017-FY2021 proposed Capital Improvement Program, the Community Development Block Grant Program and other ordinance changes. APPOINTMENTS Approved Nomination/reappointment of Colonel Thierry G. Dupuis to serve on the John Tyler Alcohol Safety Action Program Policy Board. CONSENT ITEMS Approved Request for permission from Ricardo Ribera and Paola Valencia for a concrete driveway to encroach within an eight -foot easement across Lot 5, Brookcreek Crossing Resubdivision. Approved State road acceptance of roads in Oaklake Business Center and Martinet Crossing. REPORTS Accepted Report on Status of General Fund Balance, Reserve for Future Capital Projects, District Improvement Funds and Lease Purchases. CLOSED SESSION A Closed Session was held 1) pursuant to § 2.2-3711 (A)(7), Code of Virginia, 1950, as amended, for consultation with legal counsel regarding specific legal matters requiring the provision of legal advice relating to the lease for the Chesterfield County Airport, 2) pursuant to § 2.2-3711 (A)(3), Code of Virginia, 1950, as amended, to discuss the disposition of publicly held real property, and 3) pursuant to § 2.2-3711(A)(3), Code of Virginia, 1950, as amended, to discuss the acquisition by the county of real estate for a public purpose where discussion in an open meeting would adversely affect the bargaining position and negotiating strategy of the public body. 6:30 P.M. SESSION Mr. Chris Winslow, Clover Hill District Supervisor, gave the invocation. Eagle Scout Hunter Zawislak led the Pledge of Allegiance to the Flag of the United States of America. RESOLUTIONS Adopted Recognizing Boy Scouts Mr. Hunter John Zawislak, Mr. Benjamin B. James, Mr. Dilwyn J. Piner, Mr. Sam A. Wickstrom, Mr. Grant T. Hutchins, Mr. Dakota Boychuck and Mr. William H. Koob upon attaining the rank of Eagle Scout. Adopted Recognizing February 2016 as "Children's Dental Health Month" in Chesterfield County. PUBLIC HEARINGS Adopted Ordinance to vacate and quitclaim a fifty -foot unimproved county right of way dedicated with Sunview Subdivision. The meeting adjourned at 6:57 p.m. until February 19, 2016 at 5 p.m. at the Chesterfield Technical Center at Hull Street for a Board of Supervisors retreat. 2
