PROPOSAL
The applicant is seeking renewal of the manufactured home permit for an additional seven (7)
years.A manufactured home has been located on the property since 1973, with the existing
home located on the property since approximately 1978. Mrs. Wade has been the sole
owner/occupant of the manufactured home since her husband, Horace Wade, passedin the
early 1990s.
The request property is located within the Chesterfield Manor Subdivision which was recorded
in 1933. Single family dwellings in the vicinity of the manufactured home were built on average
in the mid-1990’s, with the earliest home built in 1930 and the most recent built in 2000.
The manufactured home is in fair condition. There are two (2) existing porch additions, not
attached to the manufactured home. These porches would be permitted to remain; however,
no permanent living space would be permitted to be added to the home. Renovations are being
made to the home, to include exterior improvements such as repairing the front porch and
roof, painting, and replacinga storm door.
Access to the manufactured home is provided across an approximately 15 foot wide hard-
surfaced driveway from Appomattox Street that ismaintained in good condition.
OCCUPANCY AND DISCARDED MATERIAL
Mrs. Wade filed the application to renew the permit in May 2015, before its expiration in
October. In June 2015, a zoning complaint was received alleging that Mrs. Wade did not live in
the home.

Upon investigation, staff determined that Mrs. Wade had been displaced but had not
purposefully abandoned the home. It was discovered that power to the home had been cut-
off at a pole on the property by an unknown source, not due to an action by Dominion Power or
by Mrs. Wade. Unaware of the cause of the outage, Mrs. Wade continued to pay Dominion
Power for the past 3 years in hopes that the power would be restored enabling her to return to
her home. Staff from the Department of Social Services assisted Mrs. Wade in obtaining the
refund due to her over-payment. Mrs. Wade will continue to own the home and will occupy it
now that repairs resulting from the power-outage are being made.
While there had been no other complaints on the property according to county records,
volunteers worked with Mrs. Wade to improve the appearance of the property by removing
discarded material accumulated over a 20-year period by the late Horace Wade.
Staff suggests conditions in Attachment 1 be imposed with approval of this request. An overview

ATTACHMENT 1
CONDITIONS
1.The applicant shall be the ownerand occupant of the manufactured home. (P)
2.No additional permanent-type living space may be added to the manufactured home.
The manufactured home shall be skirted but shall not be placed on a permanent
foundation. (P)
3. A single row of evergreen plantings shall be installed along the front property boundary
in line with the manufactured home to soften view of the home. Such plantings shall
include a minimum of two (2) privets being a minimum of a 3-gallon plant at the time of
planting and a minimum of three (3) eastern cedars with a minimum initial height of
three (3) feet. These plantings shall be permitted to be staggered and shall be planted
ten (10) feet on center. A plan depicting the landscaping shall be submitted to the
Planning Department within ninety (90) days of the approval of this request and
vegetation shall be installed within ninety (90) days of the approval of such plan. (P)
