A manufactured home has been located on the subject property since 1976. Approvals in 1976
and 1978 were for various applicants. The initial request for thecurrentapplicant was approved by
the Board of Supervisors on September 28, 1983. In June 1994 the manufactured home was
replaced with a new model upon obtaining necessary permits.On December 13, 1995, the Board
approved the most recentpermit (96SR0138) for seven (7) years, expiring December 2002.

AREA DEVELOPMENT TRENDS
While Rayon Park subdivision was recorded in September 1928 as a single-family
neighborhood, through the years temporary manufactured home permits have been approved
by the Board. Ms. Payne originally applied for a temporary manufactured home permit in 1983.
At that time, staff identifiedfive (5)other manufactured homes located within a quarter mile of
her request. In1996, at the time of her permit renewal,staff noted the number of
manufactured home permits in this area had increased to seven(7); however, currently, there
are four (4).
Over the last ten (10) years, Rayon Park subdivision has experienced a significant increase in the
construction of new single family dwellings, some of which replaced temporary manufactured
homes approved by the Board. Within this period of time, forty-five (45) new single-family
dwellings have been constructed, credited, in part, to the provision of public sewer(Map 3).
Recognizing this change in area development and character, and the importance of
revitalizationin aged communities, Staff would not be supportive of a manufactured home
permit for a newapplicant asa first time owner/occupant. Staff is, however, supportive of
renewalsfor previously-approved applicantsasowners/occupants of the manufactured home,
and the manufactured home and property continue to be well-maintained and in compliance
with conditions of their previous permit approval.

PROPOSAL
The applicant is seeking renewal of the temporary manufactured home permit for an additional
seven (7) years.
Since 1983, Ms. Payne has been the occupant of the manufactured home. Ms. Payne is in
compliance with conditions imposed by the Board of Supervisors in 1995. Staff’s inspection of the
property revealed the property and manufactured home to be maintained in good condition.
Should this request be approved, the following conditions should be imposed.
