PROPOSAL
The applicant has been parkinga single item of recreational equipment on his property since 2007
without the required zoning. The recreational equipment, a tow-behind camper, is parked on an
asphalt driveway within a portion of the front and side yards.
In November of 2015, the Planning Department received a proactive enforcement complaint
relative to the parking of recreational vehicle within the side and front yards of the property.
Upon investigation, staff determined that the recreational vehicle did not meet the use restrictions
of the Ordinance.
The Zoning Ordinance permits the parking and storage of recreational equipment within a
residential district with specified restrictions. These restrictions are designed to minimize impacts
of these larger vehicles and equipment on area residential development and the streetscapeby
preventing overcrowding of land and creating a convenient, attractive and harmonious
community. If any of these restrictions cannot be met, the use may be allowed by conditional use.

ALTERNATIVE PARKING & STORAGE LOCATION
An alternative location for the recreational vehicle was recommended by staff to the applicant.
This alternate location is highlighted in Map 4. By locating the recreational vehicle along the
western side property line, visibility to adjoining property owners and the street would be
significantly reduced by the applicant’s home and existing privacy fence along the side property
line. This alternate location would require the removal of landscaping and expansion of the
driveway to park it along the western property line.

(CPC) 1. Non-Transferable Ownership. This Conditional Use approval shall be granted
exclusively to Jeffrey J. Appling, and shall not be transferable nor run with the land.

(CPC) 2. Use.This Conditional Use approval shall be for the parking of one (1) recreational
vehicle having no more than two (2) axels and no greater than twenty-six (26) feet
in length. (P)
(CPC) 3. Location of Recreational Vehicle. Except for loading and unloading, the recreational
vehicle shall be parked within the side yard, as shown on Exhibit A.
a.The parked recreational vehicle shall be setback a minimum of one (1) foot
from the side property line.
b.The towing hitch of the recreational vehicle may encroach into the front
yard. The remainder of the recreational vehicle shall be located within the
side yard. (P)
(CPC) 4. Fence. Within sixty (60) days of approval, a fence shall be constructed along the
east property line. The fence shall screen the recreational vehicle from the street
and adjacent property owner and be constructed as shown on Exhibit A with the
following requirements:
a.A seven (7) foot tall privacy fence shall be constructed in the side yard. This
fence segment shall be constructed parallel to the side of the recreational
vehicle.
b. A four (4) foot tall privacy fence shall be constructed within the front yard.
This fence segment shall be constructed to be a minimum of ten (10) feet in
