PROPOSAL
In October 2014, Swift Creek Community Church located on the property. A building permit for
interior work was released for the church without the zoning issue being identified. In January
2016, Swift Creek Community Church merged with Powhatan Community Church (the applicant).
The applicant proposes to expand the existing church facilities within the existing multi-tenant
building. Prior to filing a new building permit, it was discovered by the applicant that zoning for the
request property did not permit a church use.
The Light Industrial (I-1) District does not permit church uses by right. The applicant requests the
addition of a “church” use as a permitted use for the request property. The following chart
