On May 27, 2009, the Board approved the most recent permit (09SN0159) for seven(7) years, expiring May 2016. In 2009, the Board also approved a conditional use to permit the Virginia State University Booster Club to operate at this location. AREA DEVELOPMENT TRENDS Since the placement of the manufactured home in 2000, the anticipated development pattern of Ettrick has changed from residential use (4.0 units per acre or less) to Institutional. On April 15, 2015 the Board of Supervisors adopted the Special Area Plan for Ettrick which promotes Virginia State University and associated uses. Virginia State University bordersthe subject property on three (3) sides and is anticipated to continue its expansion, generating additional demand for services surrounding the campus. The manufactured homeis maintained for use by the Virginia StateUniversity Booster Club and fits with the character of this campus environment. PROPOSAL The applicantis seeking renewal of the temporary manufactured home permit for an additional seven (7) years. Since 2000, Virginia State Booster Club has been the owner of the manufactured home for the benefit of the club’s use. The applicant is in compliance with conditions imposed by the Board of Supervisors in 2009 with the exception that the manufactured home has been placed on a permanent block foundation.While standard conditions typically require the manufactured home to be placed on a temporary foundation, this unit appears to have beenplaced on a permanent foundationfrom the original permit. The permanent foundation does not appear to have an impact on the area development as the surrounding uses are non-residential. The manufactured home continues to be used for meetings and functions associated with the Virginia State University Booster Club.Staff’s inspection of the property revealed the property and manufactured home to be maintained in good condition. Should this request be approved, the following conditions should be imposed.
