PROPOSAL
The applicant plans to incorporate an electronic message center (EMC) sign into a freestanding
identification sign for the school (Attachment 2). The sign will be located as generally shown and is
planned to comply with Ordinance requirements for a free-standing sign (maximum area of 40
square feet and 15 feet in height).
The County’s EMC Policy includes measures suggested for the placement of EMCs. The applicant’s
request would comply with the EMC Policy except that the sign would be visible from a Residential
(R) zoning district and located closer than 1,000 feet from such properties. EMCshave been
approved for similarly situated public schools where the message changes only once daily, as
proposed, with no known adverse impacts.
The EMC Policy includes additional measures intended to reduce visual impacts of such signs. The
following chart provides an overview of the conditions recommended by staff to mitigate the
impact of the sign on area properties:

ATTACHMENT 1
CONDITIONS
1.The free-standing sign shall be located as generally depicted on Exhibit A, prepared by
Moore Sign Company and dated 2-19-16. (P)
2.Electronic Sign. In addition to Ordinance requirements, any computer-controlled,
variable message, electronic sign shall conform to the following standards:
a.Copy shall be limited to a maximum of three (3) lines and shall not move but may
fade;
b. The message or display shall be programmed to change no more than once every
twenty-four (24) hours.
c. Sequential messaging shall be prohibited;
d. Flashing and traveling messages shall be prohibited;
e. Bijou lighting and animation effects shall be prohibited;
f.The electronic message center shall be incorporated into an architecturally
designed sign structure that is compatible and complimentary to the building it
serves; and
g. Brightness shall be limited so as not to exceed 0.3 foot candles above ambient
light as measured using a foot candle meter at a distance of 63feet. The
computer-controlled, variable message, electronic sign shall have a photocell
that automatically adjusts the brightness according to ambient light conditions.
