Mr. Elswick and Ms. Smith called the retreat to order, on
behalf of their respective boards, at 8:35 a.m. at Virginia
State University's Gateway Dining/Event Center.
Mr. Elswick called on the Clerk to the Board of Supervisors
to complete the 15 -day Closed Session certification of the
Board of Supervisors.
Ms. Blakley stated at the May 12 meeting, Mr. Winslow made a
motion, seconded by Mr. Holland, for the Board to certify the
15 -day Closed Session that the Board entered into on April 27
Pursuant to Section 2.2-3711(A)(1), Code of Virginia, 1950,
as Amended, for discussion and consideration of prospective
candidates for employment as County Administrator. She
further stated Ms. Jaeckle was unable to attend the May 12
meeting due to an unexpected out-of-town commitment and at
this time she needs to certify the Closed Session.
Ms. Jaeckle: Aye.
Ms. St. Clair welcomed everyone and provided an overview of
the session and led a teambuilding exercise. She then led a
discussion to assist the Board of Supervisors and School
Board members in creating a shared vision of public education
in the county.
Following a brief session, the boards recessed for lunch.

Reconvening:
Ms. St. Clair led discussions related to developing plans for
target areas and board relationships, and Board members
identified and discussed strategies and commitments for an
effective partnership.
After a discussion related to next steps for the two boards,
it was generally agreed that the Board of Supervisors and the
School Board adjourn at 5 p.m. until May 18, 2016, at 12:30
p.m. for a joint closed session of the Board of Supervisors,
School Board and the Capital Construction Goals and
Accountability Committee in Room 502 at the County
Administration Building. Each board voted to adjourn to this
time and place.
