SESSION COUNTY ADMINISTRATOR'S COMMENTS Ms. Kathryn Owens, Deputy Refuge Manager for the United States Fish and Wildlife Service, presented the county with a $5,338 check in Refuge Revenue Sharing Act payments for use at the Presquile National Wildlife Refuge. Ms. Joan Salvati, Water Quality Administrator, provided an updated report regarding test results for Methyl Tertiary-Butyl Ether (MTBE) in Lake Chesdin. Mr. Chris Winstead, Virginia Department of Transportation's (VDOT) Resident Engineer for Chesterfield County, provided information to the Board regarding VDOT's mowing efforts in county medians. RESOLUTIONS AND SPECIAL RECOGNITIONS Adopted Resolution recognizing Ms. Rose Minner by naming the children's playground at the Lowe's Soccer Complex in her honor. Adopted Resolution recognizing Master Police Officer H. O. "Hank" Holland, Ilk Police Department, upon his retirement. Recognition of 2003 NACo Achievement Award winners. NEW BUSINESS Adopted on emergency basis Ordinance and resolution exempting concession operations of certain youth athletic organizations from state food handling laws, and set public hearing date of September 17, 2003 to consider readoption of the ordinance. APPOINTMENTS Approved Appointment of Mr. John C. Marsh to serve on the Airport Advisory Board. Approved Appointment of Mr. Wendell Roberts, Ms. Xuan Pham and Ms. Billie Tebbens to serve on the Youth Services Citizen Board. Approved Appointment of Ms. Gayle K. Skibinski and Mr. A. James Kauffman to serve on the Chesterfield Community Services Board. Approved Appointment of Ms. Margie Dickinson Davis to serve on the Health Center Commission. Approved Public hearing date of September 17, 2003 to consider amending the county's unsafe structures ordinance to include a civil penalty. Approved Public hearing date of September 17, 2003 to consider amending the County Code to eliminate the sunset provision relating to jail processing fees. Approved Transfer of District Improvement Funds from the Matoaca District Improvement Fund to the School Board to purchase and install a message board at Grange Hall Elementary School. Approved Transfer of District Improvement Funds from the Matoaca District Improvement Fund to the Chesterfield County Department of Environmental Engineering for the purchase of a turbidity curtain to be installed in the Swift Creek Reservoir at Route 360 and Dry Creek. Approved Transfer of District Improvement Funds from the Midlothian District Improvement Fund to the Police and Parks and Recreation Departments and to the School Board to defray the costs of the Midlothian Village Day Festival. Approved Transfer of District Improvement Funds from the Bermuda, Clover Hill, Dale, Midlothian and Matoaca District Improvement Funds to the Department of General Services to erect a memorial wall to honor police officers who have died in the line of duty. Approved Transfer of District Improvement Funds from the Bermuda, Clover Hill, Dale, Midlothian and Matoaca District Improvement Funds to the Chesterfield County School Board to renovate Watkins Elementary Annex for classroom instruction for senior citizens. Approved Conveyance of easement to Columbia Gas Transmission Corporation for a cathodic protection system to prevent deterioration of its pipeline through Chesterfield County. Approved Acceptance of a parcel of land along the west right of way line of Otterdale Road from Henry L. Gill, Jr. and Nancy G. Gill. Approved Acceptance of a parcel of land for the extension of Branders Creek Drive from River Oaks Development Company, LLC. Approved Acceptance of parcels of land for Coxendale Road from Virginia Electric and Power Company.
