The County Engineer read certain sections of a Special >;ater Contract for the
installation of water mains in Section"A" of the Subdivision of Shenandoah.
Upon consideration whereof, and on motion of Mr. Britton, seconded by Mt. Hornet, it is
resolved that Contract AC-349 in the amount of $9,898.50, be, and it hereby is
approved, with the special provisions.
On motion of Rir.Briltton, seconded by Mr.Horner, it is resolved that Contract
A-236B for the installation of water mains in Holiday Plaza Subdivision in the
amount of $.559.50, be andit hereby is approved.
On motion of Mr.Britton, seconded by Mr.ADperson, it is resolved that the
combination contract AR-597C for the installation of water and gas mains in the
subdivision of Deerbourne, in the amount of ~20~287.45, be, and it hereby is
approved.
On motion of ~r.Britton, seconded by Mr.Aoperson, it is resolved that the contrac~
for the installation of water and gas mains in the Deerbourne Subdivision be ~nd it
hereby is awarded to Lyttle & Barnes Construction Company who submitted the ow
bid of $20,61&.45.
On, motion of Mr. Horner, seconded by Mr. Apperson, it is resolved that Contract
6102-30 for, the installtion of sewer mains in the Raleigh Court Subdivision be
awarded to the Luck Construction Company, who submitted the low bid of $110,~49.9~,
which bid is based on the uae of concretepipe.
O5 motion of Mr.~artin, seconded by M~.Apperson, it is resolved that Contract
61~2-2 for the installation of sewer ~ains in the S~erbourne-Bensley area be
awarded to F.L.Showalter in the amount of $139,954.40, which provides for the
use of cement asbestos pipe.
On motion of Mr. Aoperson, seconded by Mr. Browning, it is resolved that Contracts
S-64-22D for the installation of sewers in BusinessAcres and S-64-32D for the
installation of sewers in Holiday Plaza be and they hereby are approved.
On motion of Mr. Britton, seconded by Mr. Apperson, it is resolved that Contract
S-6~3-5D, providing for the installation of sewers in the Branchwood Subdivision,
be, a~nd it hereby is aoproved with the stipulation that the time limit begins
January, 1964.
O~ motion of Mr. Britton, seconded by Mt.Martin, it is resolved that this Board
furnish a free sewer connection for the ~anchester Rescue Squad.
On motion of Mr. Britton, seconded by ~ir.Apoerson, it is resolved that the
Agreement between the County of Chesterfield and the U.S.Department of the Interior
for the operation of a gauging station on Falling Creek, be and it hereby is
approved.
On motion of Mt.Browning, seconded by Mr.A~person, it is resolved that this Board
receive the proposed contract between the County of Chesterfield and the Appomattox
Water Authorit~ and to investigate certain aspects of the contract fo~ further
discussion on August 27, 1964.
On motion of Mr .Browning , seconded by Mr. Apperson, it is resolved that the entire
Board meet with the Appomattox Nater Authority to discuss the possibility of this
fa c il it y.
On motion of Mr.Apperson, seconded by Mr.Horner, it is resolved that the following
appropriations, be and the same hereby are made for the month of Septe~oer, 196&,

of the County be and he hereby is requested to transfer the sum of $20,000.00~^
from the General Fund of the County to the Road Fund of the County.
On motion of Mr.Browning, seconded by Mr.Horner, it is resolved that the School
Board's request of July 22, 1964, for the transfer of ~540.OO from Tuitions
received in Summer Schoo~ be approved, and the Treasurer of the County is request ed
to transfer $5~0.00 from the unapprog~ated surplus of the General Fund to category
17b~3-399 of the School Board budget. ~.
On motion of iur. Britton, seconded by Mr.Apperson, it is resolved that the erroneous
~ax- claims for Ethel D. Gilliland, 509 Patrick Avenue, Richmond, ~irginia, refund
of County license plate in the amount of $6.50 be, and it hereby is approved.
On motion of Mr.Apperson, seconded by ~r.Browning, it is resolved that this Board
reEretfully accepts the remignation of Miss Sherrill Massie, Assistant Home
Demonstration agent, and a~proves the appointment of Mrs. Barbara Sue Galbreath
to~fill the vacancy.
There was cited the fact that the Health Department, at the request of the Board
of~Supervis0rs, had made the necessary arrangements with the School Board any
the Veterinarians in theCounty to hold 11 rabies clinics for the vaccination of
dogs in the County at various locations on AuEust 18 through August 29, 1964.
The Chairman expressed his appreciation to the Health Department for this
splendid cooperation.
On motion of Mr.Britton, seconded by ~ir. Browning, it is resolved that the street
lights requested in Castlebury Hills, Oberlin Road and Brook Lane be referred
to~ the Light Committee.
On~ motion of Mr. Browning, seconded by Mr. Horner, it is resolved that the request
of~ Major E.P.Gill' in recommending the employment of Mr. John Wesley Layne, Jr. as
a -Police Officer for nhe County of Chesterfield, be, and it hereby is approved,
and this Board recommends to the Judge of the Circuit Court, the Honorable
Wi~liiam Old, the employment of Mr. John Wesley Layne as a Police Officerfor the
C~unty of Chesterfield.
There was read a letter from ~r.L.R.rreat, Jr.,District Engineer, Virginia Depart-
ment of Highways, concerning the Industrial Access Road from Route #1 to the
Walthall Interchange to servethe new Allied Chemical Research Center and the
Executive Secretary cited the progress of the construction of said road.
There was read a letter from Mr.L.R.Treat, District Engineer, Virginia, Depart-
ment of Highways, to construct a "Stop and Go" light at the intersection of
Routes 1 and 892.
There was read a letter from Y~.R.V.Lancaster, III, Resident Engineer~ Virginia
Department of Highways, which included a study from F.M.Isbell of Rt.609 as it
crossed the Seaboard Airline RR., which report states that the exposure index
a~ this crossing would nov justify further signal equipment.
On motion of Mr. Goyne, seconded by ~]r. Martin, it is resolved that this Board
requests the Highway Department to again review this intersection in light of the
traffic generated by the new u?h0o~ and the use of this crossing by the additional
school buses.
On motion of Mt.Browning, seconded by Mr. Horner, it is resolved that a letter from
Mrs. A. Yatblonsky concerniag the improvement of certain roads in Rayon Park be
sent to the Highway De~ar,tm~n~.
Ir is here noted that the request was not to improve the roads because reckless
drivers will increase speed.
On motion of Mr. Apperson, seconded by Mt. Hornet, it is resolved that the Chairman
apPoint a Committee to meet with the Highway Department concerning the in2er:se~tZon
of Cascade and Rt.892, ~N]aereupon the Chairman appoints the entire Board to meet
with the Highway Department on this matter.
On motion of Mr.Apperson, seconded by Mr. Browning, it is resolved that the Highway
Department be requested to improve Lake Hills Court Road, including surface treatir~,
at a price not to exceed $1000.00, and same to be paid from the 3~ Road Fund.
It is here noted that the Subdivider has asreed to pay the cost of this road improve-
ment.
On motion of Mr.Britton, seconded by Mr.Martin, it is resolved that due to the
numerous complaints and requests of the citizens of Chesterfield County, the Highway
Department is requested to ~egin construction on Walmsley Boulevard, which improve-
ment is in the current year~s budget, at the earliest possible day, and that
consideration be given to the improvement of the c~ossin~ of the Atlantic Coast
Line tracks on Walmsley Boulevard, so that in some way this dangerous crossing
may be alleviated.
It is' generally agreed that a me,ting would be sought with Mr. Lancaster concerning'
certain drain~e conditions in Chesterfield County.
On motion of Mt. Browning, seconded by ~ir. Apperson, it is resolved that this Board
approves the request of Mr.J.T.Rose,County Assessor for permission to attend With
his four Appraisers, the Virginia Association of Assessing Officers' Conference
~t Old Point Comfort, on September 9-11, 196~.
Mr. Junius ~ormus and Mr. Garland hening come before the Board for a Variancefrom
the Subdivision Ordinance to allow the construction of a dwelling for Mr. Gormus
on a private right of way currently known as Hening's Lane.
On motion of Mr. Apperson, seconded by Mr.Britton, it is resolved that a Variance
be granted to ¥~r.Gormus for the construction of a dwelling provided a 50-ft. right
of way is dedicated for apublic roadway, and that'the County in no way be held
responsible for the construction or maintenance of this road.
On motion of Mr.Browning, seconded by Mr. ApDerson, it is resolved that the VirginRa
State College be permitted to hold a pyrotechnic display at Rogers Stadium on
October 22-2&, 196&, provided the usual precautions areta~ken.
There were presented plans and specifications for hhe County Dog Pound, which was
proposed to be constructed immediately south of the sewage lagoon, which facility
would adequately house 50 or more animals and could be expanded if it appeared
necessary.
Mr. John G.Smitb, residing on Cherokee Road, presents a petition signed by
approximately ~20 people calling for humane treatment to dogs in the County of
C~hasterfield. Mrs. Edwin King from Midlothian requested that the Board of
Supervisors check on the method by which dogs are exterminated.
On motion of Mt.Martin, seconded by Mr. Britton, it is resolved that bids be
requested on the Dog Pound as presented.
On motion of Mr.Britton, seconded by Mr.Horner, it is resolved that roads in
Huguenot Farms and roads in Marlboro be' added to the list of roads to be taken
into the Secondary System as of June 25, 196~.
It was reported by the Delinquent Tax C611ector that ~27,3~7.%0 in Delinquent
Personal Property and Capitation ta~es for the year 1960 in past due accounts
had been referred to the Delinquent Tax Collector for collection.
There was received from ~r.Patrick Simmons a resignation from the Regional Planning
Commission. On motion of Mr. Horner~ seconded by Y~.Britton, it is resolved
that this resignation be accepted and that the Executive Secretary write to Mr.
Simmons expressing the County's appreciation for his valued service.
On motion of Mr. Martin, seconded by Mt.Browning, it is resolved that the minutes
of June 22 and June 25, July 8 and 23, 1964, be and tbey hereby are approved.
6~-.37. The case of Mt.Donald A.Hodgins deferred from July 8, 196~. Mt. David
Meade White~ representing Mr. Hodgins ~req~'e~sted that the matter be deferred to
November 10, 196&. Upon consideration whereof, and on motion of )£r. Browning,
seconded by.Mr. Britton, it is resolved that Case No.6~-37 be deferred to
November 10~ 196~.
64-23. ~r. C.Denny White, Commissioner in Chancery, and Tie-Breaker for the
County of Chesterfield is presented to the Board of Supervisors, and
Whereas, the Board has submitted a tie vot~ on the request of Mrs. Mary
Stratton for a Use Permit to mine gravel on a p rcel of land in Dale Magisterial
District, and interested persons are requested to speak concerning this matter.
Mr. Robert A.Cox,Attorney, representing Mrs. Stratton, presents a Soil map
purportedly to show that there is gravel in the area. Mr. Cox requested the
Board of Supervisors to vote on whether Mr. Horner should have voted on the previous
decision since it was apparent that Mr.~orner owned aome of the adjacent land.
Y~r. Gates ruled that the Board could not decide on such a question and that the
only question before theBoard was the rotter of a Use Permit to be decided by
White the Tie-Breaker.
Mrs.Stratton states that she wishes to correct certain statements made previously
and assures everyone that she will follow the regulations specified in the operatiom
of the gravel pit.
I~lr. George W. Mann, who lives in Gravelbrook states that he has no objections to thel
granting of this Use Permit.
Mr. Fred Gray, Attorney representing P~r.S.E.Lyttle and Mr,J.B. ~nite, argues that
the Court hsould decide the propriety of Mt. Homer's vote, that since the question
has been raised concerning this issue, for Mt. Homer's benefit it should be
answered by the Court.
~r, M.A. Johnson, retired serviceman, gives sevePal arguments opposin~ the granting
of such a Use Permit.
Mr.Wm.L.Hobart states that the property in Gravelbrook would be greatly affected
and such~a use of Mrs. Stratton's lan8 Would be detrimental to the area.
Mt.Joe A.Workman states that he has in his family a serious asthmatic condition
that dust will greatly aggrevate and he is strongly opposed to the granting of suc~
a Use Permit.
M~.Cox in summation reviews all of the previous arguments for the grantin~ of thins
permit. Mt. Gray in summation presents all of the previo~s arguments azainst this

Mr.C.Denny White states that he has reviewed the files concerning this matter, has
visited the scene of the proposed gravel pit with clients and attorneys and has
listened to attorneys from both sides previously and cast his vote to reject the
application for a Use Permit.
64-50. M~r.P.L.Travis comes before the Board requesting the rezoning in Manchester
Magisterial District from Agricultural to General Business (C-2) on a parcel of
land of triangular shape, fronting 15.20 feet on Turner Road and extending westward~y
23.79 feet; said parcel being 300 feet south of the intersection of Belmont Road
and Turner Road, and a part of a U-2 zoned parcel at th~ southwest intersection of
the aforementioned roads.
It was cited that the Planning Commission had recommended approval of this request.
Upon consideration whereof, and on motion of Mr. Britton, seconded by Mr.Martin, it
is resolved that the aforedescribed parcel of land be and it hereby is rezoned for '~
General Business purposes.
64-51. Mr.Tower, representing the Atlas Fence Company comes before the Board
requesting th~ rezonin~ in Manchester Magisterial Diatrict, from Agricultural to
General Business (C-2) on a .? acre parcel of land of irresular shape being
670 feet east of Elkhardt Road and 203 feet north of Rt. 360; said parc~.l axte~ding
nmrthwardly 209 feet and eastwardly 158 feet. It was cited that the Planning
Commission recommends approval of this request. Comes also Mr. Benjamin Lane,
representing the Estate of Mr. Clodfelter an~ his mother-in-law, and tells briefly
the history of the development of the area and states that several widows live in
this area and should be protected from this proposed general business ~oning.
Pictures were presented to show the area.
Upon consideration whereof, and on motion of Mr.Britton, seconded by Mr. Goyne, it
is resolved that the requested re~oning be reduced to a Use Permit for the purpose
of storing fence materials and such a Use Permit be and it hereby is granted.
It is here noted that Mt. Tower agrees to thim action.
6~-52. Mr.George W.Farley, representing Mt.Fred Lord, comes before the Board
requesting the rezoning in Manchester Mamisterial District, from Residential-2
to General Business (C-2) of a parcel of land fronting 350 feet on Belt Boulevard
(Rt. 161) and extending northwardly 300 feet, being north and east of the inter-
section of Berkley Road and Rt. 161, and it was cited that the Planning Commission
recommended the approval of this request, provided any utility easements necessary
were granted. On motion of Mr.Britton, seconded by Mt. Browning, it is ~esolved
that the aforedescribed property be and it hereby is rezoned for General Business
purposes, provided the proper easements are granted.
6g-53. Mr.E.P.Garrigan, representing Y~.R.Leighton, Mrs. M. Gormous, ~tr. J.H.
Turner and Mr.V.A~Ihlenfeld, come before the Board requesting the rezoning in
Manchester Magisterial District, from Residential-2 to General busina ss (C-2)
on a parcel of land fronting 2~5 feet on Belt Boulevard (Rt. 161) and extending
southwardly 300 feet, being 325 feet west of Berkley Road. There appearing no
one in opposition to this request, and it was cited that the Planning Commission
recommends the approval, provided the necessary utility easements are granted,
it is on motion of )~.Britton, seconded by Mr.Browning,resolved that the afore-
described parcel of land be and it hereby is rezoned for General Business purposes~
provided the proper utility easements are granted.
6~-54. Mrs Marie V;.Porter comes before the Board, requesting the rezoning in -
Manchester M4isterial District, from ~esidential-2 to General Business (C-2) of
a parcel of land of irregular shape, fronting 75 feet on Belt ~oulevard (Rt.161)
and extending southwardly 1~0 feet, being 280 feet east of Brandon Road and better
known as 114 E.Belt Boulevard. There appearing no one in opposition to this
request~ it is resolved on motion of Mr.Britton, seconded by Ylr.Browning~ that the
aforedescribed parcel of land be and it hereby is rezoned for General Business
purposes, provided the proper utility easements are granted.
64-5~. I~lr. R.P.Sowers, representing l~ir. Lewis Gergoudis, comes before the Board
requesting the rezoning in Manchester Magisterial District, from Residential-2 to
General Business (C-2) of a parcel of land fronting 61 feet on the south line of
Belt Boulevard and ex'tending southwardly 150 feet along the east line of Berkley
Road. There appearing no one in opposition to this request, and the Planning
Commission recommends that the request be a~proved, provided water and sewer
easements are granted, it is on motion of Mr. Britton, seconded by Mr.Apperson,
resolved that the aforedescribed parcel of land be and it hereby is zoned for
General Business purposes, provided adequate easements for utilities are provided.
64-56. ~r. R.P.Sowers, Attorney, representing the .Tower Construction Company,
comes before the Board requesting the rezoning in Manchester Magisterial District,
from Agricultural to General BUsiness (C-2) of a 17-acre parcel of land of irregula!r
shape, fronting 1000 feet on the north line of Rt.60 and ~50 feet on the northeast
line of Warwick Road and extending northwardly from Rt.60 to a depth of 500 feet,
being presently ~oned C-2 for a de~th of 300 feet.
There a~pearing no one in opposition to this request and the Planning Commission
recon%mends that the approval of this request be limited to zoning for a shopping
center, business offices, and similar establishments and that a 2OD-foot triangular
parcel in the northeastern section of this land be zoned for Residential-2 as a
buffer to Beaufont Hills. Upon consideration whereof, and on motion of M~.
Britton, seconded by )lr.Apperson, it is resolved that the aforedescribed parcel~of
land De and it hereby is rezoned for General Business purposes with the stipula~io=s
as recommended by the Planning Commission.
64-57. Mr. L.Kimbrough, Secretary of the Capital, Inc., comes before the Board
requesting the rezoning from Agricultural to Residential-2 in Dale Magisterial
District, of an 8-4acre parcel of land fronting 895 feet on Salem Church Road
~Rt.642) and extending northeastwardly approximately 2500 feet; its southern
boundary line being Reedy Creek and better known as the Ellis Tract.
Mr. A.L.Taylor comes ~lso to object to the rezoning of the land in that area for
Residential purposes and states theft too much of the farm land in Chesterfield
County is being rezoned for building development and it was pointed out that the
Planning Commission recommends approval of this request. On motion of Mr.Apperson,
seconded by Mr.Riartin, it is resolved that this matter be deferred to the next
meeting of this Board, the 27th day of August, 1964.
Mr. George Gratton,Attorney, representing Mr.J.B.Cole, comes before the Board
again requesting the approval of the County of Ch~.sterfield for houses manufactured
in Avis, Penna. and shipped to the County on trucks.
M~.E.L.Mumma, Building Inspector, states that ~t is impossible to inspect all
of the wiring and plumbin~ in the building.
Mr. Buford Butts, comes also representing the Old Dominion Homes, manufactured in
RoanOke, Virginia. Also, requesting the Board of Supervisors to a~prove the
construction of th~[r homes in the County. Upon consideration whereof, and on
motion of R~r. Britton, seconded by Mr. Martin, it is resolved that this n~tter be
continued until Mr. Mumma can present his recommendations and the Board of Supervisors
to make further study of these two model homes.
On motion of Mr.Martin, seconded by Mr. Browning, it is resolved that the request
of ~r.H.P~McCann for a Variance from the Subdivision Ordinance on property borderimg
on Rt.360, be, and it hereby is referred to the Planning Commission for consideration.
It was generally agreed that the request of'Rir.George W.Sheppard, who recently
purchased the Avent Tract on Point O'Rocks.Road, be referred to the Planning
Commission.
On motion of Mr. Apperson, seconded by R~r. Horner, it is resolved that Mr. Sullivan
builder of a house in Jessup Farms, to which section County water is supposed to
be run, be allowed to put in a temporary well until the developer comples the
installation of water mains to this subdivision.
The County Engineer presented the fact that the bid for the construction of the
Chester lazoon is $48,650.00 and the bid for installing all of the sewer linem
programmed ~as $149,O39.O0, and further that only 55 applications had been
received as o£'~this da.~e and recommended that the construction of the lagoon be
awarded and that the installation of sewer lines be deferred until further
applications are received. Upon consideration whereof, and on motion of Mr.
Goyne, seconded by Mr.Britton, it is resolved that this Board award the contract
for the construction of a lagoon to the Roanoke Construction Company in-the
amount of $48,650.00 as recommended by the County Engineer.
Upon further consideration, and on motion of Mr. Goyne, seconded by Mr. Browning,
it is resolved that consideration of the installation of the sewer lines in
Chester be deferred until additional connections are promised.
On motion of R'ir. Britton, seconded by ~'~.Horner, it is resolved that the Executive
Secretary purchase and install a flag pole for the Fair Grounds.
On motion of ~'lr. Browning, seconded by Mr.Martin, it is resolved that a walkway
be placed on the Fair Grounds and a light close to the Exhibition Building.
On motion of Mr. Martin, seconded by Mr. Browning, it is resolved that a pressbox
be a~thorized for immediate construction.
This day the County ~o~d Engineer in accordance with directions from this Board ~
made report in writing upon his examination of Apache Road and Southaven Road
in Huguenot ~arms Subdivision,Section "F", Midlothian Magi sterial District, which ~
shows that in the opinion of the County Engineer it is expedient that said roads
be established as public roads. Upon consideration whereof, and on motion of
Mr.Martin,it is resolved that Apache Road and Southaven Road in Huguenot Farms,
Section "F", Midlothian District, b~. and they hereby are estab~tished as public ro&ds.
And be it further resolved, that the Virginia Department of Highways be and it ~
hereby is requested to take into the Secondary Road System, Apache Road, beginning
at the intersection of Rt. 1791 and Rt. 1776 and extending westwardly 0.13 miles t~
the property line; Southaven Road, beginning on Rt.704, 0.0~ miles east of the
intersection of Rt.704 and Rt.1787 and extending southwardly for 0.30 miles to
Apache Road. These roads serve 3 houses.
And be it further resolved, that the Board of Supervisors of Chesterfield County,
Virginia, guarantees to the Virginia Department of Highvays 50-ft. rights of way
for these roads.

This day the County Road Engineer in accordance with directions from this Bca rd
made report in writing upon his e~gmination of Kelso Road in Old Gunn Estates~
Section 1, ~idlothian Magisterial District, which shows that in the opinion of th~
County Engineer it is expedient that said road be established as a public road.
Upon consideration whereof, and on motion of Mt. Martin, it is resolved that Kelso
Road, in Old Gunn Estates, Section 1, Midlothian District, be, and it hereby is
established as a public road.
And be it further resolved, that the Virginia Department of Highways ~e and it
hereby is requested to take into the Secondary Road System, Kelso Road, beginning
on Rt. 2019, 0.06 miles north of the intersection of ~t.2019 and Rt.l~?, and
extending west~ardly for 0.0~ miles to a temporary turnaround.
And be it further resolved, that the Board of Supervisors of ~Chesterfield County~
Virginia, guarantees to the Virginia Department of Highways, 50-ft. rights of way
this road. Dedication of said rights of way in Plat Book 11, Pages 35 and 36,
and recorded on June 1~, 1959.

hereby is requested to take into the Secondary Road System, Lancers Boulevard,
beginning onRt.2147, at the end of State maintenance, 0.20 miles south of the
intersection of Et.and Rt.360 and extending southwardly for O.&6 miles to
Walmsley Boulebard (Rt. 6&7); 'Co~nander Road, beginning on Lancers Boulevard,
0.31 miles so~:th of the intersection of Rt.21~7 and ~{t.360, and extending eastwardly
for 0.15 miles to the east property line; Parliament Road, beginning on Lancers
Boulevard, 0.39 miles south of the intersection of Rt. 1247 and Rt.360 and extending
eastwardly 0.14 miles to the east property line. ~hese roads serve 32 houses.
And be it further resolved, that the Board of Supervisors of Chesterfield County, i

Upon consideration whereof, and on motion of kr.Goyne, it is resolved that Dudtey~
Drive, Hollis Road and Grantshire Road in the subdivision of Victoria Hills,
Sections A, B. and C. in Bermuda District, be, and they hereby are established
as public roads. And be it further resolved, that the Yirginia Dep~rtment of
Highways, be, and it hereby is requested to take into the Secondary Road System, ~
Dudley Drive, beginning on Rt. 143+, 0.25 miles north of the intersection of Rt.l~4
and Rt. 619 and ~xtendin~ east f~r 0.11 miles to Hollis Road; Hollis Road,
beginning on Dudley Drive, 0.11 miles east of the intersection of Rt.l~& and
