08-27-1964 MinutesVIRGINIA: At an adjourned meeting of the ~ Board of Supervisors of Chesterfield County~ held at the Courthouse on August 27, 196~, ~ at 2:00 p.m. Present: M~r. H.T.Goyne, Chairman Mr. Irvin G.Horner Mr. R. J. Britton Mr. J.Ruffin A~person Mr. Herbert O.Browning Mr.A.R. Martin Mr. Floyd Gibbs and R~r.W.C.Rigsby, of the Virginia Electric & Power Company, present to the Board an economic study of the Richmond Metropolitan area, which study includes the County of Chesterfield. The Chairman thanks the said two men for the compilation of data collected in the area, which data will be of invaluable aid in planning for the future. On motion of Mr.Apperson, seconded by Mr.~'iartin, it is resolved that the minutes of August 8, 1964, be and the same arehereby approved. ~Yr.Alex Hagan presents a request for a ~200.00 sewer connection to certain properties involved in F.H .A. transac6ions. On motion to Mr. ~4artin, seconded by Mr. Britton, it is resolved that Mr. Daniel Wright, present owner, be allowed a ~200.00 sewer connection. On motion of i~[r.Apperson, seconded by Mr.Martin, it is resolved that the easements for the Chester lagoon from Mr.Louis Longest, Mr. Courtney Wells and Mr.G.C. Crump be and the same are hereby accepted. On motion of Mr.Britton, seconded by Mr.ADperson, it is resolved that the following Special Water Contracts be and the same hereby are approved: A-121A - Hobby Hills ~?~29.50 . AR-5376 - Woodstock, Section ~'D" ~308.50 ~C-350 - Scottmar 11 ~320,55 A-~&9C - Beechwood 1,153.00 On motion of )ir. Britton, seconded by Rlr. Apperson, it is resolved that th~ regular contract R-2&3C for Cherokee Estates in the amount of $1750.00 be and the same is · hereby approved. On motion of I~lr.Britton, seconded by ~'lr. Ap. person, it is resolved that the County Engineer be authorized to pay the sum of $10,215.OO, as the County's share in clearing the first part of the Swift Creek Reservoir. On motion of ~r.Britton, seconded by M~.Horner, it is resolved that the following Sewer contracts be and the same are hereby approved: S-637-D -Scottmar $-6~36B - Minab orya S-O~3~D - Branch's Shopping Center un motion of [~ir.Apperson, seconded by Mr.Browning, it is resolved that the Treasurer of the County be and he hereby is requested to invest all of the funds exceedinE $50,000.00 in the Sewer Service Installation. Fund. On mo%ion of Mr. Britton, seconded by Mr.Apperson, it is resolved that the County Engineer be and he hereby is requested to investigate further the resuest for sewer service on Rt. 161 by Mr.W.P.Leonard and to install sewers to this location if same can be made financially feasible. On motion of k~Yr.Britton, seconded by Mr. Horner, it is resolved that a ~200.00 Sewe~ connection charge be allowed Mr.F.H.Clayton on South Kinsley Road, due to a misunderstandin~ in ~he final notice. On motion of Mr. Britton, seconded by I~lr.Martin, it is resolved that a $200.00 sewelr connection charge be allowed Mr. Alvin Guess onEvert Avenue, due to a misunderstamding in the final notice. On motion of Mr.Britton, seconded by Rlr.Martin, it is resolved that a ~200.O0 sewer connection be charged to Mr.J.A.Rollison, Mr.D.E.~iller, and Y~r. Booth on Greyston~ Avenue, the same having extra apartments in their homes. On motion of [~r. Britton, seconded by ~Ir. Browning, it is resolved that the petition requesting sewer service in Cherry Gardens be received and the ~n~ineering Depart- ment requested to study the feasibility of such a request. On motion of Mr.Britton, seconded by l~lr. Browning, it is resolved that the sewer syste~ in the RicGuire Rianor Subdivision be investigated further in an effort to incorporate this sytem into the County's general system. The County Engineer submitted a report from R.Stuart Royer & Associates on the Progress of the installation of the sewer system. On motion of Mr.Apperson, seconded by Mr.R~artin, it is resolved, that the dedication of an 18-ft. widening strip on Salem Church Road, from Lester I.Brown be and it hereby is accepted. On motion of Mr.Browning, seconded by Mr. Apperson, it is resolved that the bill in the amount of $5465.24 for the County's share in the improvement of Rt.618 by the I~ndustrial Access Road funds be and it hereby is approved. OM motion of Mr. Apperson, seconded by Mr. Martin, it is resolved that Mt. David Welch~ns be authorized to attend the Sewer meeting in Miami, Florida. On motion of Mr. Anperson, seconded by Mr.Browning, it is resolved that the Salem Baptist Church be authorized to hold a meeting on the Courthouse grounds on October 4, 1964 and to use such facilities as are feasible. On motion of ~ir. Apperson, seconded by Mt. Martin, it is resolved that the Purchasing A~ent be requested to have installed blinking lights at FallingCreek Elementary School, Manchester High School and Meadowbrook High School. On motion of Mr.Brit%ton, seconded by Mr. Apperson, it is resolved that a street ligh~ requested in the Broad Rock Home Sites area be referred to the Light Committee. On motion of Mt.Browning, seconded by Mr. Apperson, it is resolved that Rt 818 be officially named Lawing Drive. ~. On motion of ~ir;Apperson, seconded by Mr. Browning, the following resolution is adopted: WHEREAS~Justin L.Burkey and Phyllis C.Burkey, his wife, are the owners of two parcels'of land in Bermuda District, Chesterfield County, Virginia, designated as Lots 232 and 2~9, Block "R", Plan of Cheste~, a plat of which by F.L.Hanowell, is recorded in Deed Book 41, page 693,in the Clerk's Office of the Circuit Court of Chesterfield County, Virginia; and WHEREAS, Claude ~W.Kilby and Vivian P.Kilby, his wife, are the owners of Lot 290, Block "V", andLot 301, Block "V", on the aforesaid plat; and WHEREAS, Steb~ins Street runs between Blocks "R" and "V" on the Plan of Chester, and between thepr6perties owned by petitioners, which street ~lthough appearing on said plat, ha~ never ~een opened and, if opened, would necessitate a grade crossing across the main line of the Atlantic Coast Line Railroad; and WHEREAS, the said parties now desire that portion of Ste~ns Street, between Winfree street and Railroad Street, as shown on said plat be now vacated; and WHEREAS, the said parties are the only ow~r of property abutting that portion of said street to be vacated and such vacation does not abridge or destroy any of the rights or privileges of other property owners within the bounds of the a,rea of land shown on said plat; NOW, THErEFOrE, BE IT RESOLVED: That the Board of Supervisors of Chesterfield County, Virginia, does hereby approve the vacation of that portion of Stebbins Street, lying between Blocks "R" and "V" on the Plan o{ Chester, being forty feet {40') in width and r~nning in a southwesterly dir~:ction for a distance of three hundred ninety-six feet {~95.$), more or less, from Winfree Street to Railroad Street adjacent to the right of way of the Atlantic Coast Line Railroad. This resolution is conditioned upon and shall become operative when the aforementioned p~titioners shall h ve executed and acknowledged for record on a form approved by the Commonwealth's Attorney an appropriate declaration of vacation. ~Nhen such Declaration of Vacation has been approved, the same shall be reco~ed in the Clerk's Office of the Circuit Court of this County and the said Clerk shall indicate the vacation on the margin of the recorded Plan of Chester, recorded in Deed Book &l, page 693, in his office, and shall index in the names of the parties to said instrument. This day the County Road Engineer in accordance with directions from this Board made report in writing upon his examination of Black heath Road in the Subdivision of Ayrshire, Section "A", Midlothian District, which shows that in the opinion of the County Road Engineer it is expedient that said road be established as a public road. Upon consideration whereof, and on motion of Mt.Martin, it is resolYed that Black Heath Road in the subdivision of Ayrshire, Section "A',' Midlothian District, be, and it hereby is established as a public road. And be it further resolved, that the Virginia Department of Highways b~ and it hereby is requested to take into the Secondary System of roads~ ~Black Heath Road beginning onRt.6?7, 0.55 miles west of the intersection of Rt.67? anf Rt.?2?, and extending morthwardly for 0.33 miles to a temporary turnaround. And be it further resolved, that the Board of Supervisors of Chesterfield County, Virginia, guarantees to the Virginia Department of Highways, a 60-ft. right of way for this road. Goyne, it is resolved that Taw Stree'~ i(formerly Washington Street) in Rayon Park, Bermuda District, be, and it hereby is '~!established as a public road. And be it further resolved, that the Virginia Depart- ment of Highways be and it hereby is requested to take into the Secondary Road System Taw Street (formerly Washington Street), beginning onRt. 1613, 0.08 miles wast of the intersection of Rt. 1613 and Rt. 1 and extending southwardly for 0.04 miles. This Iroad serves 3 houses. And be it further resolved, that the Board of Supervisors of Chesterfield County, Virginia, guarantees to the Virginia Department of Highways, a 5O-ft~ right of way ifor this road. Dedication of said right ofway in Plat Book ~, Page 132, and ~recorded May 25, 192~. This day the County Road Engineer in accordance with directions from this Board made report in writing upon his examonation of Spruce Avenue in the Subdivision of Poplar Hills, in Bermuda Magisterial District, which sho~s that in the opinion of the County Road Engineer it is expedient that said road be established as a public road. Upon consideration whereof, and on motion of Mr. Goyne, it is resolved that Spruce Avenue in Poplar Hills Subdivision, Bermuda District, be, and it hereby is established as a public road. And be it further resolved,that the Virginia Department of Highways be and it herebM is requested to take into the ~. Secondary Road System, Spruce Avenue, beginning onRt.724, 0.10 miles north of the intersectionofRt.72~+ and Rt. 10 and extending no~hhwardly for 0.24 miles to the end of presently open road. This road serves 3 houses. And be it further resolved, that the Board of Supervisors of Chesterfield County, Virginia, guarantees to the Virginia Department of Highways, a 50,ft. right of way for this road. Dedication of said right of way in Plat Book 4, Page 223, and recorded ~n Uctober 13, 1933. This day the County Road Engineer in accordance with directions from this Board made report in writing upon his examination of Ghent Drive, Ghent Circle, Able Road and Lifsey Lane, in Northlake Hills, Section "C", Manchester Magisterial District, which shows that in the opinion of the County Road Engineer it is ~expedient that' said roads be established as public roads. Upon consideration whereof, and on motion of Mr. Britton, it is resolved that Ghent Drive, Ghent Circle, Able Road and Lifsey Lane. in Northlake Hills Subdivision, Section "C" Manchester District, be, and they hereby are established as public roads. An~ be it further resolved, that the Virginia Department of Highways be ~ and it hereby is requested to take into the Secondary Road System, Ghent Drive, beginning on Rt.2286 at the intersection of Rt.2286 and Rt.2285 and extending northwardly for 0.09 miles to Able Roa~; Ghent Circle, beginning on Ghent Drive ~ 0.05 miles north of the intersection of Rt.2286 an~ Rt.2285 and extending westwardly 0.0~ miles to a turnaround; Able Road, beginnin~ on Ghent Drive 0.09 miles north of the intersectionof Rt.2285 and Rt.2286 and extending eas wardly for 0.08 miles to Lifsey Lane; Lifsey Lmne, beginning on Able Road 0.08 miles east of the inter- section of Able Road and Ghent Drive and extending northwardly 0.09 miles to a temporary turnaround. And be it further resolved, that the Board of Supervisors of Chesterfield County, Virginia, guarantees to the Virginia Department of Highways 50-ft. rights of way fo~ these reads. This day the County Road Engineer in accordance with directions from this Board made report in writing upon his examination of Powell Road, Germain Road and Limestone Drive, in Lancedale Subdivision, Manchester Ma~i sterial District, which shows tb~ t in the opinion of the County Road Engineer it is expedient that said roads be established as public roads. Upon'consideration whereof, and on motion of ~lr. Britton, it is resolved that Powell Road, Germain Road and LimestoneDrive, in the subdivision of Lancedale, Manchester ] District, ~e, and they are hereby established as public road. And be it further resolved, that the Virginia Department of Highways be and it hereby is requested to ~ake into the Secondary RoadSystem, Powell Road, beginning at the intersection ofRt.~661 andRt.16g7 and extending southwgrdly for 0.16 miles to the property line; Germain ROad, beginning on Powell Road, 0.07 miles solth of the intersection of Rt. 16~? and Rt. 1661 and extending westwardly 0.08 miles tO the property line and also extendingeastwardly for O.14 miles to the property line; Limestone ~rive~ beginning on Powell Road 0.13 miles south of the intersection of Rt.1661 and Rt.164? and extending westwardly for Og08 miles to the property line and also extending eastwardly for O.!0 miles and turns south and extends for 0.03 miles to the property line. These roads serve ~0 houses. And be it further resolved, that the Board of Supervisors of Chesterfield County, Virginia, guarantees to the Virginia Department of Highways, 50-ft. rights of way for these roads. Dedication of said rights of way in Plat Book 13, Page 61, and recorded on October 8, 1963. On motion of Mr.Apperson, s3conded by Mr. Britton, it is resolved that this Board requests the Highway Department to accept the western sectionof Omo Road into the State Secondary System of roads as of July 1, 1964. On motion of Mr.Eartin, seconded by Mr. Amperson, it is resolved that the petition signed by residents of the Half-Way House Heights against the trailers presently located in this area be and it hereby is received and the Supervisor of the District is requested to study the situation and report at a later date. A report of the inspection of the Chester ield County Jail on August 12, 1964 was briefly reviewed and filed with the Board's papers. On motion of Mr. I~iartin, seconded by Mr. Britton, it is resolved that a Var~nce be granted to Rjr. Jas. H.Waters for the construction of a dwelling on the southeast corner of Lancroft and Bullington Roads in the Village of Bon Air, the same being a Variance from the necessity of constructing a small portionof Lancroft Road. On motion of l~'ir.Apperson, seconded by t~lr.Martin, it is resolved that the sum of ~500.00 be donated to the Crippled Children's Hospital to aid in caring for Chesterfield County children. And be it further resolved, that the City of Richmond be notified of th~s action. On motion of ~r.Apperson, seconded by ~lr. Britton, it is resolved that at the request of the Chief of Police, E.P.Gill, that this Board pay the cost of Detective Mason T.Chalkley atte,nding the Police Instruction School, at the Richmond ~rofessional Institute, beginnin~ in September, 1964. There was presented a cost summary of several pieces of fire apparatus. ~n motion of Mr. Browning, seconded byMr. Apperson, it is resolved that the Fire Committee work with the Executive Secretary to purchase the new equipment at the best advantage to the County. On motion of ~'~r.Britton, seconded by Mr.Apperson, it is resolved that the Treasure~r be and he hereby is requested to transfer the sum of ~O00.O0~rom the unappropriated surplus of the General Fund to Item lOd of the County budget. ~ On motion of i'~ir.Apperson, seconded by Mr. Horner, it is resolved that the Treasurer of the County be and he ~re~y is requested to transfer the sum of.~30,O00.O0 ~ from the Sewer Bond Construction Fund to the Sewer Bond Debt Fund. On motion of Mr. Britton, seconded by Mr. Apperson, it is resolved that the Treasure;r of the County be and he hereby is authorized to borrow up to $1,O00,O00 until the tax avaii'.m of the current year are really, ed. There was read a letter from Mr.'~illiam C.Foutz expressing the appreciation of the BSn Air Methodist Church for the cooperation of the Police Department and particularly Detective 6halkley. On ~otion of ~ir.Britton, seconded by Mr.Martin, it is resolved that the Board will grant a Variance to Mt. Frank R.Dowd to allow the construction of a dwelling on a lot -65 ft. in width on the east side of Dowd Lane and 470 feet in depth, being 541 feet north of Hicks Road. H.T.Goyne, ! be and he hereby is requested to represent theBoard of Supervisors on a Lay Oommittee to study the school needs of Chesterfield County for the next 3 to 5 years. On motion of Mr. Apperson, seconded by ~lr.Britton, it is resolved that the Central National Bank be and it hereby is requested to release the sum of ~2598.11 deposited with the Bank to pay the semi-annual interest due July 1, 1962, and to deposit said money in the ~.'fater Revenue Fund. On motion of Mr.Martin, seconded by Rlr.Browning, it is resolved that a Variance be granted, to ~r.H.B.McCann for the construction of a dwellim~ on Rt.360, facing a proposed road with the understanding that it will be necessary to subdivide the property ~md to hard,surface said road before additional buildings are constructed There was read a letter from Dal.Roy Smith citing his views on the efforts of those people in the area trying to promote a Technical School in Chesterfield County, and it was generally agreed that each member would do all possible for the ~vancement of this program. On motion of ~'~r.Martin, seconded by Mr.Britton, it is resolved that tbs. Executive Secretary be ~equeste~ to contact Mrs. Betty Weaver to investigate the possibility of producing a brochure advertising the County of Chesterfield.
