WHEREAS, Rt. 618 has been reconstruc ted and relocated on Project 0C-18-020-023- 6501 ,~ and WHEREAS.. due to the construction and relocation it aDpears that certain sections' of Rt. 618 should be added to the State Secondary System, and certain sections of Rt. 618 should be abandoned from the State Secondary System of r~ds, NON,[ THEREFORE, BE IT RESOLVED, on motion of Y.r.Apperson, seconded by Mr.Browning,i that the sections of Rt. 618 as shown on a map drawn by the Highway Department, data~ May 27, 1964. and colored in "Blue" recorded with the Board's papers, shown as Section 3, 0.28 of a mile and Section 4.. 0.125 miles be added to the State Secondary System; and BE IT FURTHER RESOLVED, that Section I, 0.305 miles and Section 2, 0.31 miles be abandoned from the State Secondary System, since these sections are no longer of public service. WHEREAS, the County has received certain communications from the U.S. Filter Plan~ and DuPont concerning the heavy traffic developing on Route #1; and WHEREAS, there are a number of new industrial plants being constructed .on this road; and WHEREAS, the County is p~omoting the industrialization of this area which will no doubt lead to a further infirease in traffic on Route #1, NOW, T~kEFORE, on motion of Mr. Apperson, seconded by Mr.Horner, it is resolved that this Board requests the Highway Department to study the traffic problems on Route #1, between Route #10 and Richmond City Limits, and to advise the County of its plans for alleviating the traffic problems on this road. The ExecutiveS.~cretary reported thc explanation of the Highway Department concerning the design of Route 608, which road was improved from the Industrial Ac~ss Fun~s, and in consideration of the existing request of the citizens of this road for improving the existing conditions resulting from this change in road grade and drainage~ it is on motion of Mr. Apperson, seconded by R~.Horner, resolved that the Chairman appoint a Committee to submit a suggested plan whereby the properties along this road will be improved. Whereupon, the Chairman appoints the Supervisor of the area, Mt.Browning, Lancaster and the Executive Secretary as a Committee to study this matter. Mrs. Ella K.Brown com~.s before the Board requesting a building permit on Atwood Road in the Cloverdale Subdivision which road is not in the State ~!iecondarvSystem. Mr. Lancaster states that to improve approximately 300 feet of this r~ad and drain same, it would cost $800.O0. Upon consideration whereof, and on motion of Mr. Britton, seconded bv Mr. Apperson, it is resolved that the Highway Department be and it hereby is requested to improve 300 feet on Atwood Brive, at a cost not to exceed $800.O0. And be it further resolved, that Mrs. Brown be requested to pay $200.00 toward thins pro ject. Mr.Browning moves that the Board review Eliham Road, which road is to be extended to serve the Larus~ Bros. Tobacco Plant before authorizing Industrial Access Funds.'~ This motion was not passed. WHEREAS, the Larus Brothers Tobacco Company is locating a tobacco processing plant and other facilities at the end of Rt. 1612 extended, between the Seaboard Airline RR. and the Richmond~Petersburg Toll Road, and WHEREAS, The S~aboard Airline RR. and the Larus Brothers Tobacco Company have agreed to participate s,~bstantially in the cost of crossing said Railroad with an overpass, and WHEREAS, in crder to use the said property to such a degree it is deemed necessary to have an overpass, NOW, THERE~WORE, on motion of Mr. Goyne, seconded by Mr. Britton, it is resolved that thisBoard- requests the Highway Department to allocate the remainder of the Industrial Access Funds, some $~0,000, available to the County of Chesterfield for the current yaar toward this project with the provision that the Seaboard Airline RR. will pay ~40,000 and the Larus Brothers Tobacco Company pay the reamin-der, including cost of design, rights of way and the moving of utilities. Mr.Browning votes "No". This day t?~e County Road Engineer in accordance with directions from this Board made report in writing upon his examination of Chevelle Drive and Lilly Drive in Amber Heights, Section "A", Manchester District, which shows that in theopinion of the County Road Engineer it is expedient that said roads be established as public roads. Upon cnnsideration whereof, and on motion of Mr.Britton, it is resolved that Chevelle Drive and Libby Drive in Amber Heights, Section "A", Manchester District, be, and they here~y are established as public roads. And be it further resolved, that the Virginia Department of Highways be and it hereby is requested to take into the Secondary RoadSystem, Chevelle Drive. beginning on Rt.663, 0.11 miles west of the intersection of Rt.663 and Rt.650, and extending southwardly for 0.~6 miles to a temporary turnaround; Lilly Drive, beginning on ~Chevelle Drive, 0.17 miles south of the intersection of Rt.663 and C?evelle Drive, and extending 0.03 miles east and 0.03 miles westwardly to the property, line. These roads serve 6 houses. And be it further resolved, that the Board of Supervisors of Chesterfield County, Virginia, guarantees to the Virginia Department of Highways, 50-ft. rights of way for these roads. Dedication of said rights of way in Plat Book 13, Page 86, and recorded on Marchl3, 1964. This day the County Road Engineer in accordance with di.rections from this Board made report in writing upon his examination of WendellLane in Vaughan Heights, Section "A", Ymnchester District, which shows that in the opinion of the County Road EnKinemr it is expedient that said road be established as a public road. Upon consideration whereof, and on motion of i~'~r.Britton, it is resolved that Wendell Lane in Vaughan Heights, Section "A", Msmchester District, be,' and it hereby is established as a public road. And be it further resolved, that the Virginia Department of Highways be and it hereby is requested to take into the Secondary Road System, Wendell Lane, beginning on Rt. 1645, 0.07 miles southeast of the intersection of Rt. 16~5 and Rt. 16~1, and extending southwestwardly for 0.08 miles to a temporary turnaround. This road serves 3 houses. And be it further resolved, 'that the Board of Supervisors of :Chesterfield Co~:nty, Virginia, guarantees to the Virginia Department of Highways, a 50-ft. right of way for this road. Dedication of said rights of way in Plat Book 13, paKe 52, and recorde~ on August 1~. 1963. This day the County Road Enaineer in accordance with dif'ections from this Board made report in writing upon his examination of Bramwell Road and Sawston Road in Clinton Court Subdivision, Manchester District, which shows that in the opinion of the County Road Engineer it is expedient that said road be established as a public road. Upon consideration whereof, and on motion of R'ir. Britton, it is resolved that Bramwell Road and Sawston Road in Clinton Court Subdivision, Manchester District, be.and they hereby are established as p~blic roads. And be it further resolved that the ¥irginia Department of Highways be and it hereby is requested to take into the Secondary Road System, Bramwell Road, beginning on Rt. 1683, O.21 miles east of the intersection of Rt. 1683 and Rt.645, and extending southward~ly for 0.11 miles~to ';forthington Road; Sawston Road, beginning on Bram~ell Road,-0.08 miles south of the intersection of Bramwell Road and Rt.16831 and extending eastwardly for 0.04 miles to the property line. These roads serve i 13 houses. And be it further resolved, that the Board of Supervisors of Chesterfield County, Virginia, guarantees to the Virginia Departmant of Highways, a 50-ft. right of way for these roads. Dedication of said rights of way in Plat Book 11, Page 37, and recorded on June 22, 1959. '.i This day the County Road Engineer in accordance with directions from this Board ~ made report in writing upon his examination of ~'.~.'oodmont Drive in the Subdivision ~ of Greenfield,Section "A", Midlothian Magisterial District, which shes that in the opinion of the County Road Engineer it is expedient that said road be established ' as a public road. .'~ Upon consideration whereof, and on motion of M~r.M~rtin, ~t is resolved t~t Woodmont Ii~ive, in Greenfield SuBdivision, Section "A", Midlothian District, and it hereby is established as a public road. I And be it ·further resolved, that the Virginia Department of Highways be and it I hereby is requested to take into the Senondary Road System, Woodmont Drive, beginning on Rt.675, 0.28 miles east of the intersection of Rt.675 and Rt.905~ "and extending northwardly 0.58 miles to. a temporary turnaround. ii This road serves 12 houses. And be it further resolved, that the Board of Sumervisors of Chesterfield County, Virginia,guarantees to tha Virginia Department o~ Highways, a 60-ft. right of way .ii for this road. Dedication of said right of way in Plat Book 13, Pages 63 and 6~, and recorded on November 7, 1963. This day the County Road Engineer in accordance with directions from this Board made report in writing upon his examination of Ravenscroft Drive, Haverford Lane and Reykin Drive, in the Hylton Park Subdivision, Section "B", Midlot[ian Dist,rict,~ which shows that in the opinion of the County Road Engineer it is expedient that said roads be established as public roads. Upon consideration whereof, and on motion of Mr. Martin, it is resolved that Ravenscroft Road, Haverford Lane and Reykin Drive, in Hylton Park Subdivision, Section "B", Midlothian District, be and they hereby are established as public roads. ' And be it f~rther resolved that the Virginia Department of Highways be and it here~y is requested to take into the Secondary Road System, Ravenscroft Drive, beginning :. at the intersection of Rt. 1793 and 5t. 1792 and extending southwardly for 0.09 miles to Littleford Lane; Haverford Lane, beginning on Ravenscroft Drive 0.09 mile~ south of the intersectionof Rt. 1792, and Rt. 1793, and extending eastwardly for : 0.~8 miles to a temporary turnaround; Reykin Drive, beginning on Rt. 1461, 0.13 miles north of the intersection of Rt.657 and Rt.1461, and extending northwardly for 0.13 miles to Haverford Lane. And be it further resolbed, that the Board of Supervisors of Chesterfield County, Virginia, guarantees to the Virginia Department of Highways, a 50-ft. right of way ;~or these roads. Dedication of said rights of way in Plat Book 14, Page 16, and recorded on August 18, 1964. This day the County Road Engineer in accoCdance w~th directions from this Board made report in writing upon his examination of Shawnee Road in Cherokee Hills Subdivision, Manchester District, which shows that in the opinion of the County Road Engineer it is expedient that said road be esgablished as a public road. Upon consideration whereof, an~ on motion of Mr. Britton, it is resolved that Shawnee Road in Cherokee Hills, Manchester District, be and it hereby is establish~id as a public road. And be it further resolved, that the Virginia Demartment of Highways be. and it, hereby is requested to take into the Secondary RoadSystem,. Shawnee Road~ beginning' on Rt. 1855, 0.11 miles east of the intersection of Rt. 1855 and Rt. 1822, and extending eastwardly for 0;32 miles t~ Rt.679. This road serves 12 houses. And be it. further resolved, that the Board of Supervisors of Chesterfield County, Virginia, guarantees to the VirginiaDepartment of Highways, a 50-ft. right of way for this road. Dedication of said rieht of way £n Plat Book 8, Page 281, and recorded on October 1954. On motion of Mr.Britton, seconded by i~lr. ApDerson, it is resolved t~at this Board requests the Highway Department to clean the large ~ir&inage ditch in Raleigh Court. On motion of F~r. Britton, seconded by Mr. Martin, it is resolved that this Board requests the Highway Department to construct Jarvis Road, from the ¥oodstock property line westwardly to the en~ of maintenance, and charge same to the 3¢ RoadFund of the :County. My. Sol Goodman comes before the Board requesting that certain raads and alleyways in the subdivision of Home Acres be vacated, stating further that the vacation of these roads are of some concern to Dr. Ross who wishes to construct a home in this area. Upon consideration whereof, and on motion of Mr. Goyne, seconded by Mr. Britton, it is resolved that this Board authorizes the co~truction of a dwelling for Dr. Ross and R~r. Goodman be requested to present corrected vacation papers at the next meeting of the Board. There was presented a list of roads officially accepted by the Highway Department into the Secondary RoadSystem, which roads are as follows: Be~chwood Subdivision, Section "A": Deertrail Drive - beginning 0.31 miles from the intersection of Route 637 and Rt.2339 and running westwardly 0.11 miles to a turnaround 0.11 mi. Sprucewood Avenue - beginning at a point on Deertrail Drive, 0.07 miles we~twardly of Prestonwood Avenue and running northwardly 0.10 miles to a turnaround 0.10 " Twin Valley Farm Subdivision,Section "B": Oldham Court - from a poiht on Oldham Road, 0.07 miles west of Cedar Grove Road and running O.Og miles south to a turn around 0.04 " Oldham Road - from a point on Cedar Grove Road, 0.16 mile south of th~ intersection of Ro,~tes 1791 and 1~$5 and running westwardly 0.t? miles to Route 1776 0.17 " Pondera P~oad - beginning on Cedar Grove Road, 0.07 mile south of the intersection of Routes 1791 and 1845 and running westwardly to Rout e 1776 O.14 There was read a letter from Mr. Lancasver,Resident Engineer, Virginia Department of Highways, concerning a re-study of the Railroad crossing on.Rt.609, which letter substantiated the previous recommenSations a~ainst the installation of flashing signals. On,motion of ~[r.Britton, seconded by Mr.A~person, it is resolved that a Standard Water Contract No.179-F in the amount of ~634.70 be and it hereby is approved. On-motion of Mr. Britton, seconded bM Mr.Apperson, it is resolved that a Special ~ater Contract No.A-338 in the amount of $2973.00 be and it here~y is approved. On motion of Mr.°ritton, seconded by Mr.Martin, it is resolved that Contract No.349-A for the installation of a 16" water line on Rt.60 and on Buford Road t~ the Subdivision of Shenandoah be awarded to the Roanoke Construction Company in the total amount of ~67,868.00. On motion of Mt.Martin, ~econded by Mt. Homer, it is resolved that this Board confirms the awarding of contract AC-353 for the installation of water main~ from Route #1 to Walthall Interchange to the Central Builders in the amount o~ ~9900.00. On ~motion of i~lr. Apperson, seconded by Mr. Browning, it is resolved that on the recommendation of the CountyEngineer that the February minutes be amended to the ~fect that the County will pay $125.00 per fire hydrant installed rather %h anal ~0. O0. On motion of ~r. Brownin~, seconded by Mr. Horn~r, it is resolved that the request of ~4r. Joseph Q.Powers for a reduction in the sewer connection char. ge du~. to certain conditions be a~d it hereby is denied. On motion of Mr. Britton, seconded by Mr. Horner, it is resolved that the request o£ th~ Virginia Electric & Power Company for an easement to serve electric service to the Sewerage Treatment Pla~t be an~ it hereby is approved. The County Engineer presented additional information on the request of the Laramore Construction Company, including a letter from the Commonwealth's Attorney. Upon consideration whereof, and on motion of M~r. Britton, seconded by ~h~.Browning, it is resolved that this rotter be delayed for further study. On motion of Mr.Britton, seconded by Mr. Apperson, it is resolved that the following appropriations be and the same are hereby made for the month of November~ 196~, from the funds and for the functions or purposes indicated in the amount of ~2,011,947.00. On motion of Mt.Browning, seconded by Mr. Martin, it is resolved that the request of the Richmond Psychiatric Clinic b~ and it hereby i.~ deferred until the consideration of the 1965-'66 budget. On motion of M~r.Apperson, seconded by Mr. Browning, it is resolved that the Lease Asreement with the State of Virginia Department of Health for the rental of the premises now occupied by the County Health Department be and it hereby is approved and the ~hairman and Clerk of this Board are authorized to si~n said agreement. On motion of Mr.Apperson, seconded by Mr.Horner, it is resolved that this Board accepts the check for ~1358.20, being that portion of the County's appropriation to the Health Department unuseci during the year ending June 30, 1964. On motion of Mr.Martin, seconded b~ Y~r. ADperson, it is resolved that the request of the Health Department for painting the interior of the Health Department be referred to the Buildings & Grounds Committee and that the Purchasing ~gent be and he hereby is requesteu to receive bids on the proper specifications for this painting. ~.Buford Butts again comes before the Board in behalf of the Ritz Graft Homes. There was read a letter from Mr. E.L.Mu~ma, Building I.nspector, which state~ generally that in his opinion such homes could be inspected satisfactorily, and along with his recommendation that the homes sa constructed be limited to two at this time. Upon further consideration of this request, it is on motion of Mr. Martin, seconded by ~lr. Apperson, it is resolved that the request of Mt.Butts be and it hereby is denied. It is here noted that Mr. Horner abstains from voting. Certain letters were presented to explain the program of t~e Health Department in conjunction with the health of the County's school children describing the various activities of the Health Department taken to protect the ~ealth ce the children. Upon consideration of these facts it is resolved on motion of Mt. Martin, sed'onded by i~ir. Britton, resolvec, t2at Dr.W~gner and the employees of the Health Department be complimented on the efficiency of this department and .the diligence with which they are executing broad programs t~ safeguard the County's children. 6~-63. Mr. Bert E.Ghidotti again comes before the Board requesting the rezoning from Agricultural to General Business (C-2) on a 42.9 acre parcel of land of irregular sha~e, fronting 1671 feet on the east line of Route 1 and extending eastwardly approximately 1350 feet, being 950 feet south of Forest Lake Road; said parcel being presently zoned General Business (C-2) for a depth of 300 feet along Rotate #1, in Bermuda Magisterial District, and cites the possibility of a trailer court on the 300 feet presently zoned on Route #1~ stating that it would be in the best interest of the c~tizens of the area and all concerned to have the trailers placed at least 300 feet off Route #1. Mr. Griffin, owner of 20 acres to the south, speaks in favor of this request. Mr. Johns, owner of 8 acres in front, states that such a development would be an asset to the community. Mr.Shelton presents a petition signed b~ approximately 21 persons being property owners on Route #1, who are in favor of~ this request. Mr. Lawless and Mr.Dodd owners of Trailer courts smeak in favor of the request. R~r.Edward Pusey presents a petition against the request, and cites the fact that sewage lagoon will take large portions of the property, that the property was turned downby the F.H.A. for apartments. Mrs. Ted Colston speaks against the request citing the fact that the schools of the County willbe crowded from such a trailer court. Mrs. Bishop speaks against the present method of assessing taxes and cites the fact that some trailer courts mar the looks of the County. Mr. Goyne states that he has visited many of the people who opposed this request, and found that. they had no real objection, and cites the fact that s~ch a facility will h~lp to develop the area, that we have no school problems now and refute certain Radio, T-V and News reports. Mr.Ernest Gates advises that the Board should not consider finances of such a proposal, only the best use of the land. Mr. Apperson cites the action of the Planning Commission, the facts concerning the history of sewage lagoons and in general speaks against the proposal. On motion of Mt. Browning, seconded by Mr. Apperson, it is resolved that the request of ~lr Ghidotti be and it hereby is denied. A vote being taken - Mr .Browning , ~/,r. Apperson, and ~vYr.Britton vote Aye. Browning, it is resolved that 20 additional booths be furnished and 2 extra people be authorized for 9 Precincts for the election of November 3 in order that the heavy vote may be handled efficiently. Davis, Office Manager of Shoosmith Brothers~ Cantractors~ be and he hereby is appointed to the Regional Planning Commission as a citizen member of Chesterfield Count y. On motion of Mt. It was generally agreed that the ExecutiveSecretary take whatever s~eps necessary to improve the boat landing o~ the James River near the Virginia Electric & Power Company's Power Plant. On motion of l~.Apperson, seconded by Mr. Horner, it is resolved that this Board requests the Highway Department to improve the road leadfng to the boat landing on the James River and to re-erect the nec~ssary "No Parking" signs. On motion of ~.Martin, seconded by Mr. Britton, it is resolved that this Board grant a Variance to Miss Catherine Heinsteine to allow the parking of a trailer on her property, on Route 673, and to use said trailer as a dwelling as long as she herself wishes to reside a+ this location. On motion of Mt.Browning, seconded by Mr.Martin, it is resolved that the County administration seek the suggestions of County employees concerning lunchroom facilities in the new office addition. ~ir.Browning reaises certain Questions concerning t~e debt owed the County by the City of Colonial Heights and the Secretary cite~.~ the fact that negotiations were in progress with the officials of the City of Colonial Heights to collect this outstanding amount. On motion of Mr. Brownin~, seconded by Mr. Horner, it is resolved that the Common- wea~th's A,torney be amd he hereby is requested to prepare a Weed Ordinance. On motion of Mr. Bromaing, seconded by ~'lr.Britton~ it is resolved that this Board request the Commonwealth's Attorney to investigate the sale of pornographic material in the Gounty and to.report to this Board his suggestions on combatting the sale of this morally reprehensible material. ~ On motion of ~r.Browning, seconded by Mt.Martin, it. is resolved that the Executive Secretary be requested to c~ntact the surrounding localities in an effort to promote the same quarantine period on dogs in an effort to further aid the Dos ~ardens in capturing unlicensed animals. The n~ter of compulsory attendance to ~hesterfield County schools was discussed briefly. Mt. Browning suggested certain changes in vhe notification of excessive water bills.
