On motion of Mr. Apperson, seconded by Mr.Horner, it is resolved that a letter from
the 'Highway Department citing its approval of o~r request for Industrial Access
Funds for the overhead bridge to the Larus Tobacco Plant be and it hereby is ~i
received and the Executive Secretary is requested to thank the Highway Department[
for its cooperation.
On motion of Fir.Browning, seconded by Mr. Apperson, it is resolved that the
request of the Bermuda Optimi~Club for support of its recreational program be
deferred until further study of the support being given other institutions.
On motion of Y~r. Browning, seconded by Mr.A~person, it is resolved that all
orders for new street signs bp temporarily delayed.
On motion of Mr. Apperson, seconded by Mr.Browning, it is resolved that th~
Engineering Department be requested to investigate the feasibility of the
purchase of a street sign machine, and to seek bids on such a machine if it
appears that one can be used advantag2ousl~,.
On motion of Mr.Amperson, seconded by ~r.Browning, it is resolved that the
Executive Secretary be requested to contact the Shariff in an attempt to promote
the use of County-prisoner labor in the maintenance of the fairgrounds and the
Court yard.
On motion of Mr.Britton, seconded by Mr. Aoperson, it is resolved that this Board
accepts the dedication of the Broad Rock Land Corporation in the extension of
Brookview Drive in the Subdivision of Kellersley.

On motion 'of I%r. Britton, seconded by Mr.ADperson, it is resolved that tb~
Highway Department be and it hereby is requested to take into the Secondary
System of roads .02 mfa mile, being the eastern extension of Brookview Drive,
Rt.908 in the Kellersley Subdivision.
On motion of Mr. Apperson, seconded by Mr.Horner, it is resolved that the Board
requests the Judge of Circuit Court, the Honorable William Old, to appoint
an attorney tosearck the titles on the properties to be acquired by the County
on which theWalthali Road will be constructed from Route 1 to Rt.620.
On motion of Mr. Britton, seconded by Mr.Bro%~ing, it is resolved that this
Board approves the Standard Water contract 2~7-B for the installation of water
mains in Hobby Hills Farm in the amount of ~5688.00.
On motion of Mr.Britton, seconded by Mr.Browning, it is resolved that the
following Special Water contracts be and they hereby are approved:

On motion of Mr.Apperson, seconded by Mr.Britton, it is resolved that the joint
contract for the installation of water and gas AC-315 to serve the Park-Lee
Apartments be aoproved in the amount of $23,274.85.
And be it further resolved, that t'he contract for this work be awarded to
the low bidder,Van Doren Construction Company.
On motion of Mr. Britton,seconded by M~.ADperson, it is resolved that the fees
robe charged for engineering inspections and other overhead costs for the
installation of the joint utilities, gas ann water, b~ set at 2~ of the contract
cost inside the Richmond contract area and 4~ of the contract cost o~tside of the
contract area.
On motion of Mt. Homer, seconded by Mt.Browning, it is resolved that the County
Engineering Department be and t~ey hereby are authori~ ed to acquire the property
necessary for the impoundment of water on Swift Creek and if same cannot be
acquired at a reasonable price that condemnation proceedings be authorized for the
acquiring of the necessary property.
On motion of Mr.Britton, seconded by Rjr. Homer, it is resolved that the Treasurer
of the County be and he hereby is requested to transfer from the Sewer Revenue Fund
and deposit to the Sewer Debt Fund the amount of $21,970.00 and the s~m of $439~.O0
each month beginning Novamber 1, 196~ through June 1, 1965.
And be it further resolved, that the Treasurer of the County be and he hereby is
requested to transfer from the Sewer Bond Construction Fund tothe Sewer Debt Fund
~7~,3~0.O0 and the s~m of ~15,666.00 each month beginning November 1, 196~ through
June 1, 1965.
On motion of Mr. Britton, seconded by Mr.A~person, it is resolved that the Treasurer
be requested to transfer from the Sewer SerVice Installation Fund the sum of
~33OO.OO to the County Sewer Construction Fund.
On motion of Mr.Browning, seconded by ~'~r.A~person, it is resolved that the ease-
ments granted by Howell Morris and J.Carl Morris for the installation of sewer
lines in the vicinity of Morrisdale, be abandoned provided new easements along
new rights ofwav be a~quired.
On motion of Mr.~Ypperson, seconded by Mt. Homer, it is reso~ived that the following
sewer contracts be and the same are a~proved:

On motion of ~r. Goyne, s~conded by Mr.Apperson, it is resolved that the contract
for the installation of sewers in the Village of Chester in the amount of
$125,1~7.70 be and it hereby is awarded to the Roanoke Constructio~ Company.
On motion of R~r.Britton, seconded bM Mr.A~person, it is resolved that a request
from ~r.Lewis E.Alley for the closing of a road right o£wav leading northwardly
from Cozy Lane, be, a~d it here~y is referred to the Planning Commission.
On motion of Mr.A~person, seconded by Mr. Browning, it is resolved that the

On motion of Mr.horner, seconded by Mt.Browning, it is resolved that the P~chasing
Agent be and he hereby is authorized to purchase a T-78 Davis Trencher for the
sum of ~913.O0.
On motion of Mr.Britton, seconded by R~r. Horner, it is resolved that the Purchasing
Agent be and he hereby is authorized to purchase 5.~RCA Mobile Radio Units at the
unit price of $5t9.25 to be used on trucks in the Utility Depar~ment.
It is here noted that Mr. Apperson and ~r.Browning did not vote.
On motion of Mr. Britton, seconded bM ~'~r.Browning, it is resolved that the
Purchasing Agent be and he hereby is authorized to purc~se a front-end loader
from the Phillips Machinery Company in the amount of ~9155.OO.
On motion of ~r.Apperson, seconded by ~,~r. Browning, it is resolve~t that the
Executive Secretary be and he hereby is authorized to sub-contract the work
involved in changing the freezer locker building to a County garage, provided
said work can be done at a cost not to exceed ~i0~000.00 and to consult with
the Board of Supervisors if bid estimates exceed this amount.
It is here noted thatbhe financing of this work is to be paid from the proceeds
of the Garage Fun~.
WHE~[EaS, the construction of a dam across the Appomattox River by the
Appoma~.~ox River '.~'~ater Authority is still in the design stage; and
WK£~<Eas, it is the general thinking that a r~dway across such a dam would
be an excellen% connection link between i'[t.36 and Rt. ~60 in Dinwiddie Co~nty;and
~HE~EaS, to ma~e such a road a reality and acquire the complete cooperation
of all concerned, on motion of Mt. Browning, seconded by ~[r. ]'~artin, it Js resolved
tha~ this B..o, ard requests the Highway Department to join with the consulting firm
of ~Viley & Wilson, employed by the Appomattox River Water ~'~thority to study the
feasibility of constructing a public ~sad on the Appomattox River Dam.
Mr. Charlie Quaiff, Mr.S.E.Lyttle and ten others, representing th~ Meadowbrook
~ommittee come before the Board explaining the proposed construction of
recreational facilities at the Meadowbrook High School, which calls for the~
construction in three phases, with a total expenditure of approximately ~75,000.00.
Upon consideration whereof, and on motion of Mr.Apperson, seconded by Mr. Browning,
it is resolved that this Board meet with the School Board to d~scuss how such a
program can be financed.
This day the County Road Engineer in accordance w~th directions from this Board
made reoo. r% in writing upon his examination of Tomahawk Academy Road in Midlothian
District, which shows tb~t in the opinion of the County Road Engineer it is
expedient 'that said road be established as a public road.
Upon consideration whereof, and on motion of Mt. Martin, it is resolved that
Tomahawk Academy Road in Midlothian ~istrict, be, and it hereby is established as
public road.
and be it further resolved, that the Virginia Department of HiEhways be and it
hereby is requested to take into the Secondary Road System, Tomahawk Academy Road,
beginning at a point on Rt.653, .0~ miles north of Rt.678 and extending westwardly
.2£ mile. This road serves 2 houses a~d 1 school.
And be it further resolved, that the Board of Supervisors of ~hesterfield County,
Virginia, guarantees to the Virginia Department of Highways, a 50-ft. right of
way for this road. Dedication of said right of way in Deed Book 7~2, Page 135~
(Should be inserted in December 11, 1963, approved as of that date).
