11-24-1964 MinutesVIRGINIA: At an adjourned'meeting of the Board of Supervisors of Chesterfield County~ held at the Courthouse on November 1964, at 2:00 p.m. Present: Mr. H.T.Goyne, Chairman Mr. Irvin G. Sec'y. On motion of Mr. Apperson, seconded by Mr.Britton, it is resolved that the minutes of November 10, 196~, be, and they hereby are a~proved as amended. Mr. Bobby Goyne, representing Mr.L.R.Goyne, comes before the Board requesting a Variance to allow ~ir. George Shropshire to construct an office building on a parcel of land purchased from Mr. L.R.Goyne on a road to be extended from a public road. Itwas cited that this m~tter had been referred to the Planning Commission which had not approved the extension of the road pending further study of the entire tract. On motion of Mr. Britton, seconded by M,r.Apperson, it is resolved that this Board authorizes the Building Inspector to allow Mr. Shropshire to build an office building, provided he construct a 50-ft. road to State's specifications, from Gresham Avenue to the western line of his property, on a location approved by the Planning Commission and to present a deed to the Board of Supervisors for the dedication of this right of way. It is here noted that Mr.Browning votes "No". On motion of Mr. Britton, seconded by Mt.Browning, it is resolved that the Highway ~ Department be an~ it hereby is requested to take into the Secondary Road System, Bonnie Bank Lane an~ South Pre st onwood Avenue; Meadowway Road in Dale Meadows Subdivision, and the inclusion and abandonment of certain school driveways request~ed by the School Board's resolution datedSeptember 2~, 1964. It is here note~ that the Highway Department has formally accepted into the State' Secondary System,the following list of roads: Addition: Sections 3 and & of new location of Route 618, from Station 7?+00 Lo the intersection of Route 827, Project 0618-020-023,0501 Abandonment: Sections 1 and 2 of old location of Route 618, from Station 77+00 to Route 827, Project 061~-Q20-023,O501 Addition: ~60 West Apar%ments Subdivision: Wayside Drive - from a point on Route 360, 0.13 mile west of Route 650 and runnin~ southwardly 0.19 mile to a turn around Poplar Hills Subdivi2imn: Spruce Avenue - beginning at the end of maintenance of Route 72£ an~ extending 0.2~ mile north to a dead end Old Gun Estates Subdivision, Section i: Keiso Road beginning a% a point on Route 2019, 0.06 miles north of Route l&7, and running westwardly 0.04 mile to a turn around Victoria Hills Subdivision: 0.405 Mi. O.615 " O. 19 " O. 2~ ,, O. 04 " Grantshire Road - from a point on Hollis Road 0.15 mile north of Dudley Drive and running northwest 0.04 miles to a turn around Dudley Drive from a point on Route 144, 0.25 miles north of Route 619 and running eastwardly O.11 miles to Hollis Road Hollis Road - from the intersection of Dudley Drive 0.11 mile east oF Route lg4 and running southwardly 0oll mile to a turn,round an~ also northwardly O.18 miles to a turn around 0.0~ - 0.11 " 0.29 - On motio:n of Mr. Martin, seconded by Mr.Browning, it is resolved that the low bid of $129~.00 submitted to S.P. T~rry for the painting of the interior of the Health Building be and it hereby is accepted. On motion of Mr.ADperson, seconded by Mt. Hornet, it is resolved that the report and recommendations of the Light Committee for the installation of seven (7] additional street lights be and it hereby is approved. On motion of ~ir. Apperson, seconded by Mt.Browning, it is resolved that the erroneous tax claims be and they hereby are ar>proved for payment: Harold Tenenbaum 4848 Burnham Road Richmond, Va. 1964 Personal Property & County Capitation Taxes $49.00 There was read a report of the Fire Training Committee signed by Mt. Carl Cimino, Chairman, which report is received and filed. There was read a petition signed by a number of citizens r. equesting that Rt. 1OO1 be named Jefferson Drive. Upon consideration whereof, and on motion of Mr. Apperson, seconded by Mr. Britton, it is resolved that this request be processed through the Street Numbering Department and the petitioners notified if the nama is not acceptable. On motion of ~Ir. Goyne, seconded by Mt.AnDerson, it is resolved that the County pay $200.00 towards the light bill of the Bermuda Optimist Club for lighting the ballfield in this area. It was generally a~reed that a study of the Recreational Program of the County would be made. Mrs. Harvey Maguigan, Mrs. Phillip McKen~ie, and Mrs. Middlebrook come before the Board spe~tli:'~gg for a County Library System. The Cormonwealth's Attorney advised the Board that the Attorney General's office had ruled that in order tn receive State Aid for the Library System,' the Library Board would have to be appointed by the Judge of Circuit Court as provided by State law. On motion of Mt.Homer, seconded by Mr.Britton, it is resolved that the 'Commonwealth's Attorney be requested to prepare a suggested resolution establishing a County Library System, and that the Executive Secretary contact counties which are receiving ~tate Aid in an effort to ascert,~in the problems and expenses of such a system. Mr. Ralph Page, Attorney, speaks for the installation of sewers in the subdivision of Cherry Gardens. Tb~ Engineering Department cites the fact that the ratio of potential customers and the cost of installation shows the proposal to be not financial feasible. Upon consideration whereof, and on motion of ]'~r.Britton, seconde~ by Mr.Apperson, it is resolved that the Engineering Department be request~ed to prepare contracts for the citizens of the are 'to si~n and that further considera- tion be given the proposal if sufficient contracts are sigr~sd to make the project fea sib le. ~n motion of R~r.Appe~rson, seconded by ~r. Britton, it is resolved that the Standard /~ater Contract No.3bO for the installation of water on Bullington Road, be, and it hereby is aoproved. On motion of Mr.Apperson, seconded by Mr.Britton, it is resolved that the Standard WaterContract RC-357, for the installation of water on Oak Leaf Road be and it hereby is approved, arid that the County will proceed with the plan of replacing this old pipe, partially at the County's expense. .n motion of mr. Britton, seconded by l~r. Apperson, it is resolved that S ecial ~ater Contract ARC-103I for the ~nstallatzon of water ~n Worthzngton Farms in the amount of $5982.50 be and it hereby is approved. On motion of Mr. Apperson, seconded by Mr. Britton, it is resolved that Contract A-351 for the installation of water lines in Salem ~states be aoproved, provided there is obtained a sat. isfactory supply of potable water and the Building Inspector is requested to give no further building permits in this Subdivision until the water supply has been cleared. On motion of Mr. Apperson, seconded by Mr.Britton, it is resolved that Contract AC-5~2 for the installation of water in the Oxendale Subdivision, in the amount of $10,161.~0 be and it hereby is approved. On motion of l~ir. Britton, seconded by Mr. Apperson, it is resolved that Contract AR-358 for the installation of gas and water in Business Acres be and it hereby is awarded to Dan C.Alexan~er,Inc. in the amount of $7,941.30. On motion of Mr. Goyne, seconded by Mt. Martin, it is resolved that the Engineering Department be authorized to insta;1 a 6" water line to the Chester Fire Department costing approximately $1,110.00, and that the cost be pro-rated 50% to the General Fund and 50% to the iVater Department. On motion of '~r. Britton, seconded by Mr.Aoperson$ it is resolved that due to extenuating circumstances connected with the availability of sewers, that a $200.00 charge for a sewer connection be allowed E.W.Roberts, residing at 10~O Newkirk Drive. There was considered a request of Mr. Edgar L.Robbins for the continuation of sewers I · on Scottmar Drive, a distance of approximately 300 feet. Upon consideration whereof, and on motion of )Ir. Britt°n, seconded by Mt.Martin, it is resolved that said extension ~e made, provided the two existing houses pay several connection charges i of ~2OO.OO each and two (2) additional connections at ~500.OO each by prepaid. ~On motion of Mr. Apperson, seconded by Mr. Britton, it is resolved that a contract in the amount o£ 51602.25 for the installation o£ a storm sewer line at Chesterfield Courthouse be approved and the contract awarded to Dan C.Al~xander, Inc. ,Mr. Calvin Vier, with the County Engineer, came before the Board stating that an exhaustive survey has been made concerning the purchase of street si~n-making equipment and that in the opinion of ail concerned no money would be saved over t~he present method of operation. On motion of Mr.Apperson, seconded by Mr. Britton, it is resolved that the County continue to purchase its street signs from the Dominion Si~n Company. On motion of Mr. Apperson~ seconded by Mr.Martin, it is resolved that the sum of $3,O00.O0~e transferred from the unappropriated surplus of the General Fund to the~ Special Street Si~n Fund. On motion of M~.Apperson, seconded by Mr.Britton, it is resolved that the sum of ~300.O0~2~.e appropriated from the General Revenue Fund to Item 5A-Administratio~ of Justice, in the County's budget. There was read a letter from the Chesterfield Ruritan Club concerning the use of the impounded water at Swift Creek, which letter was received and filed with the Board's paper~. On motion of Mr. Browning, seconded by Mr. Apperson, it is resolved that a letter fro~ ~lr. Edward T.Roberts concerning the traffic on Route #1 be received and a copy sent to the Highway Department. This day the County Ro~d Engineer in accordance with directions from this Board made report in writing upon his examination of South Prestonwood Average and BonnieBank Road, in the Beechwood Subdivision, Sections "A" and "C" in Dale Magisterial District~ wYich shows that in the opinion of the County Road Engineer it is expedient that said roads be established as public roads. Upon consideration whereof, and on motion of Mr.Apperson, it is resolved that South Prestonwood ~'~venue a~ Bonniebank Road, in the Beechwood Subdivision, Sections "A" and "C" ih Dale District, be and i~ hereby is established as public roads. And be it further resolYed, th,~t the Virginia Department of Highways be and it hereby is reque~sted to take into the Secondary Road System, South Prestonwood Avenue, beg£nning at the end of maintenance on Route 2339 at Cascade Street and extending southwardly .35 miles to Bonnieba~k Road; Bonniebank Road, beginning at the intersection ~f South Prestonwood ~venue and Bonniebank Road, and extending eastwardly .16 miles to Route 6~7. These roads serve 1~ Houses. And be it further resolved, that the Board of Supervisors of Chesterfield County, guarantees to the Virginia Department of Highways, a 50-ft. right of way for these roads. Dedication of said rights of way in PlatBook 12, pages 58 and 59 and Plat Book 1~, pa~es 17 and 18, recorded on September 13, 1961 and August 1~, 196~. T~is day the County Road Engineer in a~cordance with directions from this Board made report in writir~ upon his examination of Meadowway Road in the sub~ivision of Dale Meadows, Section "A'~, Dale District, which sho~a~ that in the opinion of th Co,,nty Road Engineer it is expe~!ient that said road be established aa a ~ublic ro~. Upon consideration whereof, and on motion of [~r.Apperson, it is resolved that Meadowway Road in Dale ~'~eadows, Section "A", Dale District, be, and it hereby i~ established as a public road. An~ be it further resolved, that the Virginia Department of Highways, be and it hereby is requested to take into the 3econdary Road System, Meadowway ~(oad, beginning at a point on Rt~.$~3, .2~ miles east of Rt.656 and extending southwardly .18 miles to a turnaround. This road serves 5 houses. And be it further r~solv~d, that the Board of Supervisors of Chesterfield County, guarantees to the Virginia Department of Highways, a 50-ft. rigb~t of way for this~ road. DediCation of said right of way in Plat Book 12, pa~e 3~, and recorded on January 2~, 196]~. This day the County Road Engineer in accordance with directions from this Board made re~ort in writing upon his examination of South Prestonwood Avenue and Bonniebank Ro~d in the Bee~hwood Subdivision, Sections "A" and "C" in Dale District, which shows that in the opinion of the County Road Engineer it is expedient that said roads be established as public roads. ~nd be it further resolved, that the Virginia Department a~ Highways be and it hereby is requested to take into the Secondary Road System, South Prestonwood Avenue, beginning at the end of maintenance on Route 2339 at ~iee~tzffa.i]2,'Dr~ and extending southwardly ..~ miles to Bonniebank Road; Bonniebank Road~ beginning at the intersection of South Prestonwood kvanue and Bonniebank Road, and extending: eastwardly .16 miles to Route 637. These roads serve 14 houses. And be it further resolved, that the Board of Supervisors of Chesterfield County, guarantees to the Virginia Department of Highways 50-ft. rights of way for these roads. Dedication of said rights of way in Plat Book 12, pages 5g and 59, and Plat Book 1~, ~ges 17 and 18,recorded on Se~tem~ er 13. 1961 and August 196~.
