Mr. R.W.Stocum and Mt. Frank Hancock come before the Board advising the Board of the serious epidemic of the Southern Pine beetle now infesting parts of the County of Chesterfield ,and requested that the Board whenever possible advise the timber owners of the County the necessary remedial action to be taken. Upon further consideration and on motion of Mr.Goyne, seconded by mr. Anperson, the following resolution is adopted: WHEREAS, the Chesterfield County Board of Supervis6rs is vitally interested in the forest resources of the County, and WHEREAS, the County has 225,399 f~restland acres or 77~ of its total lan~ area in forest, and WHEREAS, the forest resources help to support one of the County's larges~ industries ~ and WHEREAS~ the p~ne forests are presently being endangered by a Southern pine Bark Beetle epidemic, and WHEREAS, this epidemic if unchecked will cause a great loss to forest landowners, the forest industry, and the economy of the County, and WHEREAS~ this epidemic can be controlled by cutting and removing all infested pine tre~s, NOW~ THFatERORE, BE IT RESOLVED, that the Chesterfield County Board of ~Supervisors assembled on this loth day of February, 1965, recognizes this serious threat to the economy of the County based on the forest resources, and urges all landova~ers on whose forest property the ~outhern Line Beetle is presenlt, to immediately cut and remove all "red-top" trees and all live trees within -fifty (50)feet of "red-topped" trees, which may serve as beetle brood trees. On motion of Lr.apperson, seconded by ~¥'~r.Britton, it is resolved that this Boardi recommends to the Judge of Circuit Court, the Honorable William Old, the reappointment of Mr. FrankD.Watson, III, as Police Officer f~r the County of Chesterfield, effective March 1, 1965, and th~ appointment of Mt. Anthony P.Tuck~,Jr., as Police Officer for the County of Chesterfield, effective April 1, 1965. On motion of Mr. Browning, seconded by Mr.Apper~son, it is resolved that Sgt. There was discussed with i~lr.R.V.Lancaster, Resident Engineer, of the Highway Department, the complaint of the !.~agstaff Circle Vot.unteer Fire Department concer~ing the roughness and bad alignment of Providence Road, between Reams Road and Rt. 653 and Mr. Lancaster agreed to investigate this complaint. There was received official notification that the following road was accepted into the 3rate Secondary System of roads: Dale ~leadows Subdivision: Meadowway Road - from a point on Route 643, 0.24 mile east of Route 856 and running south L..18 mile to a turnaround 0.18 mi. There ms read a letter from Capt. Decatur Jones concerning the re- aliznment of Old Gun Road~ and it was generally agreed that the Resident Engineer of the Highway Department would make certain improvement at this location. There was read a letter from l~'ir.g.E.Ha~rwood, Deputy Commissioner of the ,~iighway Department, denying the Board's requeso tomake Rt.653 a Primary Road. Mr. Southalland lV~rs. Wood come before the Board stating their objections to closing Rt. 1132 east of Route #1 and stated that t?ey will give the County the right of way requested for the construction of the Allied Research Road, provided Rt. 1132 is not closed. Upon consideration whereof, and on motion of Mr. Goyne,seconded by Mr. Anperson, it is resolved theft this Board requests the Highway Department to ammnd its plans to the extent that Rt. 1132 is not closed, since it is apparent that this road serves properties that w~uld be land-locked. On motion of Mr. Ooyne, seconded bv Mr. Britton, it is resolved that the Board receive the sketches made by the Resident Engineer of the Virginia Department of Highways, concerning the improvements of Rt.608. On motion of Mr.Browning, seconded by ~lr.Anperaon, it is resolved that this Board requests the Commonwealth's Attorney to prepare deeds for the acquisition of rights of way for the improvement of Holloway Avenue. On motion of Iqr. Britton, seconded by Mr.Browning, it is resolved that the Executive i~Secretary be and he hereby is authorized to ascertain the Lntentions of the Atlantic Coast Line RR. Company to enlarge the culverts underneath the ACL tracks, just northwest of Rt. 10. There arose a discussion concerning the traffic problems at DuPont and the Highway Department was again requested to cooper;~te w~th tbis Company in an ~atVempt to solve its 2rob~em The County Engineer presents certain recommendations from the ~',rater 2ommittee. Upon consideration whereof, and on motion of Mr. Britton, seconde('~ by Mr.Apperson, it is resolved that the firm ofR.[~tuart Royer & Associates, be authorize~ to design a five million gallon per day filtration plant on the Swift Greek Reservoir', tha~ a 20" transmission main be planne, d on ~t.360~ from Swift '~reek eastwardly to Turner ,toad, and that the right o? way depai~tmer~t be authori~-.'ed to Offer ~5,143.00 to i~l~.R.E,Ros~ for flooding easement..~ on his [~rc. pertv o:'~ Swift Creek. On motion of Mt.Martin, seconded by I',ir.;'~p~mrson, it is r'esolw~,d that the s~m of' 225.u0 be paid to Y~r. B.'f. Covington for damages to his property and for rights of way e~sements. On motion of i,'.r.~ritton, seconded by ~,'~.?lartin, it is resolved that approval be given for' the plan to provide sewer service fro~.n the Kenmore l~idge Treatment plant to the new School cn Forest Hill Avenue, to exercise option a~reement according to a letter from E.F.Schmidt, Jr.dated February 1, 1965, which is filed with the Board's paper,.z, to authorize J.K.Tin~?~ons to proceed with the dev~opment o? sewerage treatment facilities in the Kenmore Ridge area and to authorize R.$tuart Royer & Associates to design a sewer main from the School to ~he plant. On motion of ~.lr. Britton, seconded by I',',r. I":artin, it is resolved that the Common- wealth's Attorney be and be hereby is request~,d to prepare an acceptance of the Schmidt proposal for sewage agreements in the Kenmore Ridge area. On motion of l'~r,Britton, seconded by ~,Ir. Goyne, it is resolved that the County Engineer be and he hereby is authorized to install sewer mains on a portion of Aberdeen Road. On motion of ,"~r.Goyne, seconded by Mr.A~person, it is resolved that a contract with the Sh~ll Oil Company for furnishing fire protection from the ~ity oF Richmond be and it hereby is approved. On motion of Mr. Martin, seconded by Mr. Browning, it is resolved that a new Pitney-Bowes meter ma chine be authorized for the joint use of the Treasurer and the office of the ~ommiss~oner of the Revenue. Upon consideration whereof, and on motion of ~',ir. Apperson, resolved that this request be and it hereby id denied'. ~ 65-2. Mr. R.L.Bates and l~'lr.J.G.Woodfin come before the Board requesting the rezoning from Agricultural to General Business (C-2) of a lO-acre parcel of land of irregular shape fronting 175 feet on the south line of Route 360,780 feet on the east line of Turner Road and extending eastwardly approximately 10OO f~et to a.' frontage of 309 feet on thewest line of Goode's Bridge Road (Rt.1668) exclusive of Trailer Courts and Junk Yards, in Manchester Magi'sterial District. It was cited that the Planning Commission recommends anproval, except for a buffer strip of 200 feet along the Goode's Bridge Road. It was cited that the County had certain plans for the improvement of the intersection of Walmsley Blvd. and Turner Road. Martin, it is resolved that the Executive Secretary write to Mr. Harvey Maguigan thanking him for his efforts in locating the Allied Research Center in the County of Chesterfield. On motion of Mr. Martin, seconded by M~.Browning, it is resolved by the Board of Supervisors of 'Chesterfield County, Virginia, that: it is hereby determined that it is necessary and expedient to acquire in addition to the sixteen-foot easement that the County now has on Lots t through 8, both inclusive, Block E, in the Sunset Hills Subdivision, the right and provilege during the construction, reconstruction, alteration and maintenance of a sewage disposal system, that the County, its aeents and employees shallat all times have full and free ingress to and ~gress from said easement and right of way over the lands of the owners in order to construct and efficiently maintain and operate said sewers and appurtenances, and shall have the right to inspect, rebuild, repair, improve, relocate, replace, remove, make additions or extensions thereto, and make chanses, alterations and substitutions therein, including the right to install additional sewers, in the easement and right of way sought as the County may from time to time deem advisable or expedient, and shall have all the rights ~d privileges reasonably necessary or convenient for the full enjoyment or use, for any of the aforesaid purposes, of the easement and right of way herein requested.
