A manufactured home has been located on the subject property since 1995. On May 24, 1995, the
Board approved the permit (95SN0281) for seven (7) years conditioning occupancyof the
manufactured home to the applicant’s son and his family, expiring May 2002. The property was sold in
March 2001 to Mr. Glass, the current applicant.
AREA DEVELOPMENT TRENDS
While Rayon Park subdivision was recorded in September 1928 as a single-family neighborhood,
through the years temporary manufactured home permits have been approved by the Board. In
1995, with the issuance of the initial manufactured home permit on the property, staff identified
eight (8)other manufactured homes located within a quarter mile of this request; however,
currently, there are three(3).
Over the last ten (10) years, Rayon Park subdivision has experienced a significant increase in the
construction of new single family dwellings, some of which replaced temporary manufactured
homes approved by the Board. Within this period of time, forty-five (45) new single-family dwellings
have been constructed, credited, in part, to the provision of public sewer (Map 3). Recognizing this

change in area development and character, and the importance of revitalizationin aged
communities, Staff would not be supportive of a manufactured home permit for a new applicant as
a first time owner/occupant. Staff is, however, supportive of renewals for previously-approved
applicants as owners/occupants of the manufactured home, and the manufactured home and
property continue to be well-maintained and in compliance with conditions of theirprevious permit
approval.

PROPOSAL
The applicant is seeking renewal of the temporary manufactured home permit for an additional
seven (7) years.
Since 2001, Mr. Glass has been the owner and occupant of the manufactured home without a valid
manufactured home permit approval by the Board of Supervisors.Mr. Glass has indicated that when
he purchased the property he was unaware a manufactured home permit was required.Staff’s
initial inspection of the propertyin March 2016 revealed the manufactured home to be in good
condition, howeverthe property in which the manufactured home is located contained various
zoning violations. Since that time, Mr. Glass has worked diligently with staff to bring the property
intoconformance with Ordinance requirements. Shouldthis request be approved, the conditions
located in Attachment 1 should be imposed. These conditions limit the time of the initial permit so
as to ensure continued compliance with Ordinance standards.
