The applicant requests approval of a Conditional Use Planned Development to locate two (2) EMC signs as building mounted signs. The signs are proposed on the east and west sides tower elements as generally shown on Exhibits A – C (Attachments 3 -5). The proposed signs would provide information on wait times at the planned emergency medical clinic. (Exhibit C, Attachment 5) The County’s EMC Policy includes recommendations on the placement of EMCs. The applicant’s request would not comply with the EMC Policy regarding placement: Signs would be located and visible along a corridor where the EMCs are prohibited (Hull Street Road between Harbour Pointe Parkway and the County line with Amelia County) The two (2) signs on the same structure do not provide the 1,000 foot separation between EMCs It should be noted that the signs would be located closer to R zoned properties than the Policy suggests (1,000 foot separation where such signs would be visible from such R properties); however, staff notes this is not an issue in this case. The R zoned properties in proximity to the proposed signs are either zoned to permit uses other than residential uses or are undevelopable because they are located within a Resource Protection Area (RPC). The EMC Policy includes additional measures intended to reduce visual impacts of such signs. (P) 2.Electronic Sign. The two (2) computer-controlled, variable message, electronic signs shall conform to the following standards: a. Copy shall be limited to a numerical clock display as generally depicted on Exhibit C, prepared by Superior Signs and dated 5-6-16, and shall not move but may fade; b. The message or display shall be programmed to change no more than once every thirty (30) minutes. c. Sequential messaging shall be prohibited; d. Flashing and traveling messages shall be prohibited; e. Bijou lighting and animation effects shall be prohibited; and, f. Brightness shall be limited so as not to exceed 0.3 foot candles above ambient light as measured using a foot candle meter at a distance of 40feet.
