On motion of ~r.A~person, seconded by Mr. Browning, the minutes of February 10,1965,
are approved.
Col. Robt. Barton, representing the Howard Construction Company, comes before the
Board requesting a reduction of liquidated damages becquse his client has
experienced inclement weather and could not get certain rights of way on time and
that the actual work did not agree with the Engineer's estimate.
Mr. Wiley and Mr. Limerick, of the firm of R.Stuart Royer & Associates, explained
the contractual arrangements and the actual conditions as recorded by the inspector.
Upon considerable discussion, Mr. Browning made the following motion:
That the liquidated damages in the amount of ~3300.00 be reduced to ~2500..0.0.
Whereupon, Mr. Britton made a substitute motiom, which was seconded by Mr.A~person:
Be it Resolved, that the liquidated damages be set a~ ~2000.00, provided the Howard
Construction ~ompany paid in full the ~6500.00 bill for the breaking of the County
water ~ines. A vote being taken on the substitute motion, the majority vote Aye
Mr. Browning votes "No". '
Mr.B.Dunkum and his client Mr. Rodney Morris come before the Board seeking a
Variance for the construction of two buildings on Old Farm Road, stating that the
subdivision of this property is in progress. Upon consideration whereof, and
on motion of ~[r. M~rtin, seconded, by Mr.Browning, it is resolved that a Variance
be granted iV[r. Morris to allow the construction of the two houses ~resently being
built facing the Old Farm Road, with the reservation that ~ feet be granted to
widen Old Farm ~oad, if it is proven by the survey that same is necessary.
Mr. Peter Kain comes before the Board requesting a reduction in sewer charge on a
house in Morrisdale, which house was completed before the sewer line was completed
and the delay in the completion of the sewer line had apparently caused him
~300.00 in extra cost, Upon consideration whereof, and on motion of Mr.Browning,
seconded by Mr. Martin, it is resolved that this Board authorizes the County Engine~r
to connect the dwelling ~built by ~,~:r. Kain in Morrisdale to the public sewer at a
connection fee of ~200.00.
Mr.W.S.Pinchbeck requested in writing, the renewal of five building permits in
Dot.chester, which building permits were obtained on November 1~, 1963 and for
various reasons the houses have not been constructed. On motion of Mr.Britton,
seconded by M~.Apperson, it is resolved that the permits bn the following lots
in Dorchester be and they hereby are renewed: Lots 23E, 1OD, i~D, 50 and 60.
On motion of Mr. Britton, seconded by Mr. Apperson, the following erroneous tax
claims be and they hereby are approved for payment:

There anpears to be some controversy over the question of Mr. O.L.Hopkins signing
a contract for the installation of water in Creestwood Farms Subdivision, said
signature being as Agent of Mrs. Page Rudd, the original owner of said tract.
On motionof ~lr.Martin, seconded by Mr.Britton, it is resolved that Mr.O.L.Hopkins,
be allowed to sign said contract which is purported to be the last contract in
this development as the Agent of Mrs. Rudd without producing the necessary evidence.
There was presented the following resolution from the Plar~iing Conm]ission,
WHEREAS, the~County of Chesterfield has experienced tremendous growth within recen%
years;, and
WHEREAS, there seems to be no decrease in the number of new homes to be built in
Chesterfield; and
WHEREAS, the ~9,O00~000 Bond Issue approved by the voters of the County for the
financing of a sewer system has either been spent or allocated, leaving certain
areas as yet unserved by said sewer system,
NO~,', ~HEREFORE, BE IT RESOLVED, on motion of Mt. George W.Sray, seconded ~y Mr.
David Walker, that this Planning Commission recommends to the Board of SupervisorS~
the employment of a Consulting Engineer to study the needs of the County for the
expansion of the sewer system and to make recommendations on how said needs can b
financed. It was cited that the firm of R.'Stuart Royer ~ Associates had been
doing our present sewer design work as well as being the County's Consultant
on water planning. On motion of Mr. Britton, seconded by Mr.Apperson, it is
resolved that this Board follow the suggestion of the County Planning Commission
employing the firm of R.Stuart Royer & lssociates to study the feasibility of
expanding the County's sewer system ba~ed on the needs of the various drainage
areas.
On motion of Mr.ApDerson, seconded by M~.Britton, it is resolved that this Board
requests the firm of R.Stuart Royer & Associate's to prepare a contract to cover
the engineering costs for the feasibility study of exDanding the sewer system.
On motion of Mr. Apperson, seconded by Mr. Martin, it is resolved that the
Standard Water ContraCt R-262-A revised for the installation of water in tBe
subdivision of Nottingham for the price of ~100.OO be and it hereby is approved.
On motion of Mr. Britton, seconded by M~. Apperson, it is resolved that the following
Special Water Contracts be and the same are hereby a~proved:

On motion of Mr. Horner, seconded by Mr.Apperson, it is resolved that a meeting be
held at the Gr~ge Hall School on March 11~ 1965 at 8:00 p.m.to discuss the
closing of Rt.604 and how the traffic problem will be handled.
And be it further resolved, that the County of Chesterfield prepare a notice and
deliver same to the citizens of the area.
On motion of ~lr.Apperson, seconded by Mr.Britton, it is resolved that the following
sewer contracts be and the same are approved:

On motion of l~ir.Britton, seconded by Ivlr. Apperson, it is resolved that on the advice
of the County Engineer and the Consulting Engineers concerned with the sewerage
disposal in the Kenmore Ridge area, this Board authorizes the preparation and
signing of an option to rent approximately 35-acres of land from the Blankenship
Estate, immediately east of the Kenmore Ridge Sewerage Treatment Plant.
On motion of Mr.Britton, seconded by Mr.App~rson, it is resolved that the quitclaim
deed be signed and that this Board accepts new easement from the Park Building
Corporation on Belt Boulevard in exchanging sewer easement.
l~'lr. CatvinViar presents a study of street signs in the populated areas of the
County and 'it was generally agreed that he would include all areas of the County
before final consideration be given tohis recommendations.
On motion of ~ir. Britton, seconded by ~.Apperson, it is resolved that the County
Ehgime~r requests of Mr.~ames Sloan the prepayment of water connection charges
on apartment houses on the west side of Route ~1 and request further, if possible,
a change in the direction of the water line which would facilitate the County's
distribution of water to this pro jeer%
On motion of Mr. Apperson, seconded by Mr.Britton~ it is resolved that the firm
of Wiley & Wilson be requested to make application to the Federal Aviation Agency
for an airport in Chesterfield County on the second site proposed near the ~althalt
Interchange and tomake said application by April 2, 1965.
There was a brief discussion on the street light request of ~lrs. R.~7.Dunnavant.
On motion of I~r.Browning, seconded by Mr. Apperson, it is resolved that this Board
request the Judge of Circuit Court, the Honorable ~,"illiam Old, to a~point l'~lr.
~obby L.McGinnis as Police Officer for the County of Chesterfield.
And be it further resolved, t~at ,~ir. Franklin L.Hanks be and he hereby is appointed
Police Dispatcher.
On motion of [~lr. Anperson, seconded by [~.I<artin, it is resolved that the request
of the Manchester Fire Department for a 65-foot aerial ladder truckbe and i{ hereby
is referred to the Fire Committee.
There was read a letter from the Chairman of the '7elfare Board, Mr. Staniey L.
Crump, requesting that the Board of Supervisors approve the salary increase
!<isa Lucy Corr from ~700.00 to ~9600.00 annually, beginning July 1, 1965.
Upon consideration whereof, and on motion of l~[r.~tpperson, seconded by l<r.[<artin,
a motion was mase to approve this reouest of the ?Teifare Board. ~. Apperson
and [<r. Martin vote Aye, Mr. Brownin[i, ?dr. Britton and [.ir. Hornet vote No~ stating
that this matter should be discussed at the budget session after all budget items
ha,~, e been reviewed. '
There was ~istributed a proposed Ordinance drawn by the Co.vmonwealth's Attorney
would make necessary the securing= of a Use Permit before a trailer could be
located anywhere in the County. It was generally amreed that this Ordiaance
be amended and considered further.
On motion of Mr. Apperson, seconded by Mt. Martin, it is resolved that the plan
for the installation of telephones in the Utilities Division of the .office addition
which plans would co~t approximately ~$135.00 per month and .!$350.00 installation
charge, be, and it hereby is approved.
On motion of Mt.Browning, seconded by ~'4r. Apperson, it is resolved that the
suggestions forwarded ~o Mr. James Fletcher of the Telephone Company for
improving the telephone service in the Police Department and in improving
emergency calls a~ night, which proposal would cost approximately ~120.OO per
month, be, and the same is hereby approved for installation.
On motion of ~ir.Browning~ seconded by Mr.Britton, it is resolved that the bids
for the purchase of furniture for the office ad~'iition be awarded to the best and
cheapest bidder, depending upon the kind of furniture to be matched, the total
sum of which is approximately ~15,000.00.
On motion of Mr. ~rowning, seconded by ~lr. Amperson, it is resolved that a Variance
be awarded ~o ~ir. Lewis for the construction of a dwelling on a parcel of land on
the west side of Dogwood Avenue Extended~ there being on file in the Board's papers
a statement VD the effect that this road will be constructed by the Tri-City Realty
Corporation at some future date. This Variance isgranted with the understanding
that all other County requirements be recognized.
There was discussed the possibility of meeting at 9:00 a.m. on the second meeting
in each month in order ~o give the Board mo~.~e time to consider County problems.
No action was taken on this request.
On motion of Mr. Britton, seconded by ~r. ADperson, the meeting is adjourned at
