Britton, seconded by Mr. Apperson, it is resolved that Standard Water Contract C-368 forthe installation of water in Salem Street in the amount of $2270.00 beand it hereby is aoproved. On motion of i~r.Browning, seconded by R~.Apperson, it is resolved that the Engineering Department notify Mr. Lewis Walker that before building permits will b~ issued in College Park Subdivision, it w~ll be necessary to have water a~d sewer plans for the development of this area approved. On motion of Mr.Britton, sennnded by Mr.Martin, it is resolved that Contract S~65-2D for the installation of sewers in Deerbourne,Section E, be and the same is approved. On motion of Mr. Britton, seconded by Mr.Browning, it is resolved that the Chairman and. Clerk of this Board beand they hereby are authorized to execute an option agreement with Mrs. Daisy Blankenship for the rental of 35-acres of land for sewer facilities. On motion of ~r. Apperson, seconded by Mr. Browning, it is resolved that the resolution from the School Board concerning the purchase of 33 ~chool buses be received and action deferred for further consideration. There was read a letter from Mr. Gordon Bennett, stating that the State Auditor had aoproved the County's audit. On motion of Mr. Apperson, seconded by Mr.Goyne, it is resolved that the Highway Department be ~nd it hereby is requested to change the designation of Route 892 from a Secondary Road to a ~rimary Road. There was discussed the reque:~t of the Fire association for the removal of snow in front of fire houses by Highway equipment. There was read a request from Miss Lucille Butler, concerning the end of Luck's Lane and it was generally agreed theft the Highway Department would investigate this request. On motion of Mr. Goyne, seconded by Mr.B~itton, it is resolved that at the request of the Reynolds Metals Company, the Highway Department be requested to surface- treat Coach Road, same being Rt. 61~, in the 1965-'66 budget and that same be accomplished as soon as possible. Britton, it is resolved that the Resident Engineer of the Highway Department be requested to ascertain the cost of constructing sidewalks on the following locations: On'School Board property, east of Walnut Drive, from Rivermont Road to the School entrance. On public right of way along ~fniteh~ad Road, from Swanson Road to theG.H.Reid School entrance. Along Hopkins Road on public r~Bt of way from Edgemere Boulevard to Corbridge Road. On motion of Mt.Martin, seconded by Mr.Brovming, it is resolved that the Resident Engineer of the Highway Department be requested to review Bendemeer Road for possible inclusion into the State Highway System of roads. Mr. Grady Prentice comes before the Board presenting a request from the Chesterfield Farm Bureau for a Sales Tax and a Manufacturing Tax. Upon consideration whereoF, and on motionof Mr. Britton, seconded by Mr.Goyme, it is resolved that this Board receives the r~quest of the Farm Bureau with the statement that the B6ard is generally in sympathy with the Sales Tax request and will consider the recommendations of the Farm Bureau when theGeneral Assembly meets next. On motion of Mr. Goyne, seconded by ~ir.Apperson, it is resolved that this Board requests its members of the General Assembly to seek the passage of parallel legislation with the cities of the Commonwealth to allow counties to e~act the Sales Tax. On motion of Mr. Apperson, seconded Oy Mr. Goyne, it is resolved that this Board grants a Variance to Mr.H.C.Perdue to use certain plastic pipe which at present is in violation of the County Code in the Plumbing and sewer fixtures in his own home on Conifer Road. 65-4~. The request of the Dan. iel's ;~ayside Furniture Company deferred from February 10, 1965 was again brought before the Board and, ~ghereas, no one appeared for or against this ~atter it was generally agreed that this would be deferred for thirty days. 65-?C. I~r. N.P. Nichols, representing Mr.Tony A. Miller, comes before the Board requesting the rezoning from Residential-2 and General Business (C-2) to General Business in Bermuda Magisterial District. of an approximate 20-acre parcel of land of irregUlar shape fronting 620 feet on U,S.Route 1, and extending eastwardly 1500 feetto a frontage of 45~ ~eet on Route 95, its northern boundary being Riverside Drive and presently zoned C-2 for a depth of 300 feet on U..$.Route #1. It was pointed out that the Planning Commission recommended approval on a g to 3 vote, with the provision that County sewers be used. I~r. Nichols presented letters from Consulting Engineers stating that public sewer is available and agreed to the use of said facility. Mr.William Miller, representing Mr.J.C.Lunsford comes before theBoard requesting the rezoning in Dale Magisterial District, from Agriculture to Residential-2 of a 13.22 acre parcel of land frontin~ 600 feet on the south line of Ecoff avenue and extending southw~.~rdly 1~59 feet, being 1~02 feet east of Chalkley Road. It was pointed out that the Plannir~ Commission recommended approval and there appearing no one in opposition to this request, it is on motion of Mr. Apperson, seconded by )Yr.Britton, resolved that the aforedescribed parcel of land be and it hereby is rezoned for R-2 purposes. 65-12C. Mr.V~illiam Miller, SUrveyor, representing Marjorie P.Rose, comes before the Board requesting the re~oning in Midlothian M~gisterial District, from Agriculture to Residential-~ of a 39.37 acre parcel of land fronting 1260 feet on Coatfiald Road (Route 754) and extending westwardly 1503 feet, being 8gO feet south of Midlothian Turnpike. It was cited that the Planning Commission recommended approval of this re~uest~ it is on motion of ~r.~'~artin, seconded by Mr. Britton, resolved that the aforedescribed parcel of land be and it hereby is rezoned for Residential-1 purposes. 65-13C. i¥~. Lewis L.Walker, Jr. comes before the Board requesting the rezonin~g in Matoaca Magisterial District, from Industrial to Local Business (C-i) of an 8.8 afre parcel of land of irregular shape fronting 1256 feet on Dupuy Road and extending southwestwardly approximately gO5 feet and also fronting 597 feet on David Road. It was cited that the Planning Commission recommended 573 feet on River Road an~ 631feet on Dupuy Road to General Business, further that 575 feet on Dupuy Road be rezoned to Local Business limited to multiple family dwellings. There aopeared no one in opposition to this request, it is on motion of Mr. Brp~n~ng~.seeonded by Mr. Goyne. resolved that the afaredescribed parcel of land be and it hereby is rezoned from Industrial to Local Business with a limitation that 573 feet on River Road and 681 feet on Dupuy Road from the intersection be zoned to Local Businss~ and the next 575 feet westwardly on Dupuy Road be rezoned for Local Business wito~ a limitation only of multiple family housing, and further that the water and sewer engineering be a~proved by the County Engineer. 65-1~C. R~r.R.P.Sowers, representing Mr. Harry Grandis, comes before the Board requesting the rezoning in Manchester Magisterial District, from Residential-2 to Industrial of a parcel of land of irregular shape, fronting 165 feet on the south line of Bells Road (Route 1641) and 1650 feet on the s~ntBwest line of the A.~g.L.Railroad, said parcel having an average depth of 310 feet parallel to the Railroad. It was cited that the Plannin~ Commission recommends that approval be given to this request, subject to providing a 66-foot rorad adjacent tothe Residential-2 zoning, the buildings in front of said 66-ft. road with at least a 50-ft.setback and t~at plans for said buildins be approved by t~e Board of Supervisors. There appearing no one in opposition to this request, it is on motion of ~r. Britton, seconded by Mr.Goyne, resolved that the aforedesc~ibed parcel of land be and i~ hereby is rezoned for Industrial purposes with the provisions that the builder adhere to the recommendations of the Planning Conm~ission. 65-15~j. Mr. Walter J. Paulette requested that this aoplication be withdrawn. 65-16C. ~ir.R.P.Sowers, representing the Toddsbury Land Corporation, comes before the Board requesting the rezoning in Dale Magisterial District, from Agriculturall to GeneraI Business (C-P) of a rectangular shaped parcel of land fronting 617 feet on Hopkins Road (Route 637) and extending eastwardly 300 feet, its northern boundary being the southern right of way line of proposed highway State Route 89~. It was pointed out that the Planning Commission recommended aoproval of this request limited to professional offices only by a vote of 3 to 2. Mr.Sowers states that his clients will build housing facilities for some 725 families, there will be public water and sewer, hard-surfaced streets with curbs and gutters. I~.~r. Goerge Wilson, Land Planner, states theft this is a well-planned facility and should enhance the value of the surrounding area. Mr. Ed Grigg, President of said Corporation, states that the 2g8-ac res is zoned Residential, that 16.1 acres have a ~se Permit for multi-family dwellings, that the proposed Medical C~nter will cost approximately ~lO0~O00~hat the multi- family dwelling units will ~ost. approximately ~2,000,000, that the houses he proposes to build will cost between ~!5 and ~16,©O0.00 and that his Corporation will follow to the letter the plans as pres~nted, if permitted. Mr. James Carneal, Real Estate Broker, specializing in commercial ~property states that the proposed use in his opinion im the highest and best use for the land. ~.Fred Gray, representing I~r~W.S. Carnes, et als, presents arguments a~ainst the request, presentm a petition and letters agminst said request, saying that this is spot zoning and is against the plan of the area zoning as previously set and produces plans showing ~.ow the Carnes property will be developed in the near future. There were a~ proximately 30 people present in opposition to the ii request. ~V~r. Apperson states' that the Highway plans to close Dalebrook ~oad som~ day, that the corner property is already zoned, that such a zoned area would need the sl~pport of the neibhborhood and moves that the p~posed zoning be denied, which motion was seconded 0y Mr. Martin. 5'~.Goyne states that this is progress, that ths Board should zone the property for the highest and best use for the land in question. Whereupon, the matter is deferred until April 1~, 1965. 65-17~, Mr.Coleman L.Chavis comes before the Board requesting the rezonin~ in Bermuda Magisterial DiS~rict, from Agriculture to General Business (C-2) of a rectangular parcel of land fronting 430 feet on Route 10 and extending northwardly 1000 feet, said parcel is bounded on the north by Sunset Blvd., and on the east by East Avenue, and is presently zoned General Business for a depth of 200 feet, and cites the fact that he wishes to put in a Trailer Court. Mr. William Wise, with Mr.J.K.Timmons"~ states ~hat the en~ineer~n~ has been designed so that sewerage could be properly disposed of by means of a pumping station and septic tank. In Matoaca Magisterial Di~trict, the Board of Supervisors of Chesterf~el~ County requests the rezoning from Industrial (M) to Residential-2 of an irregu]~ar~ shaped parcel of land fronting 34© feet on Davis Road and extending northwestwardiy 700 feet, being 180 feet east of Sheffield Place and 710 feet w~st of the inter- ~ section of Dupuy Road and Davis Road. Mrs. Margaret Bell com~s before the Board asking some clarification to· this request but offers no opposition. Upon consideration whereof, andon motion of Mt. Browning, seconded by Mr. Goyne, it is resolved that the aforedescribed property be and it hereby i~ rezoned from Industrial to Residential-2. 65-6-U .P. Mr.C.M. Llellwyn, Jr.representing the Southern Materials Co. Inc. comes before the Boar~ requesting a Use Permit in Dale Magisterial District, to quarry stone and operate and maintain a stnne crushing plant on a parcel of land of irregglar shape, fronting 200? feet on Hundred Road IRoute 10) and extending westwardly 4488 feet, and also fronting 445 feet on Lewis Road (Route 632), property being at the intersection of L~wis Road and Hundred Road. There appearing no one in opposition to this request, it is on motion of Mr. Apperson, seconded by Mr. Goyne, resolved that this matter be deferred until March 25, 1965, so that the Company can submit a plan of operation in accordance with the County Ordinance. 65-?U.P. Y~.William Schaeffer, representing the Bensley Volunteer Fire Department comes before the Board reque'sting the Use Permit to construct and operate Volunteer Rescue Squad buildings,necessary parking, and other activities in connection withi its business on an irregular shaped parcel of land fronting 75 feet on Willis Roa~ and extending northwardly 357 feet, with its rear boundary being 121.86 feet in !~ length~ property being ?00 feet east of Route 1 and Rt.3Ol,in Bermuda Magisterial District. There appearing no one in opposition to this request, it is on motion of Mr. Goyne!~ seconded by Mr. Apperson, resolved that the ~se Permit to construct and operate a Volunteer Rescue Squad on the above described property be and it hereby is granted. Yir.Aubrey Gill, Vice-Chairman of the Library Committee appointed by the Board of Supervisors comes before the Board presenting the recommendations of the Library Committee, which in essence are that the Library Committee recommends the establiSh- ment of a County-wide Library System under %he direction of a Library Board of Trustees, appointed by the Judge of Circuit Court~ who would appoint a State certified Librarian and recommends further that the Board appropriate ~1.00 p~r capita, exclusive of capital outlay, for the Library System. Upon consideration whereof, and on motion of Mr.Goyne, seconded by Mr. Britton, it is resolv&d that this Board receives the recommendations of this Committee and thanks the Committe~ for its efforts in studying this project. This day again there was discussed the matter of t~e property lying immediately south of the office building at the Courthouse involving the store and building currently used by the Welfare Department, presently owned by Mt. Lee Gordon and others. Upon consideration whereof, and on motion of Mr.Martin, seconded by ~'~.Apperson, it is resolved that this Board reque~ts the Commonwealth's Attorney to examine the title and to prepare a contract ~f sale for the purchase of this property. There was presented a proposal to change certain insurance procedures covering the. fire insurance for the Courthouse, which n~ tter was referred to the Buildings and Grounds Committee for study and report. On motion of i~r.Britton, seconded by M~r.Martin, it is resolved that Contract 6~-1~ for the installation of certain water lines in the Belt Boulevard vicinity be awarded to the Van Doren Construction Company with the usx of reinforced concrete pipe for a total price of $72,2~2.61. On motion of Mr.Apperson, seconded by ~-r.Britton, it is resolved that Sewer Contract S-65-18D for the installation of certain sewer lines 2t Southside Plaza be approved. There again arose a discussion concerning the length of the meetings and the possibility of meeting all day on the fourth Thursday, whichmatter will be discussed further.
