On motion of Mr. Britton~ seconded bv ~h~. Apperson, it is resolved that the minutes of March 25, 1965, be and they are hereby a~proved. On motion of Mr. Britton, seconded by Mr. Goyne, it is resolved that the Standard Water Contract A-569C for the installation of water in the Marlboro Subdivision in the amount of ~7294.OO be, and the same is hereby approved. On motion of Yar. Britton, seconded by Mr. Govne, it is resolved tBat the Co~nty Engineer be authorized to install a fire hydrant in tBe vicinity of 5111 Old Midlothian Pike, providing th~ applicants pay the normal installation fee of ~175.0o. There arose a discussion concerning the planning of roads al, mc,ed by th~ Swift Creek impoundment. Upon consideration whereof and on motion of Mr. Horner, seconded by iMf. Martin, it is resolved that the plans be authorized for the raising of Rt.60~ and the necessary protection of Rt. 66~. On motion of Mr. Britton, seconded by Mr. Martin, it is resolved that Sewer Contract S-65-25D for the installation of sewer's in the.Larkwood SubdSvision, be, and the same is hereby approved. On motion of Mr. Martin, s~conded by Mr. Britton, it is resolved that the Contract No,S-64-19~ for the installation of sewers along the Powhite Creek in Bon Air be awarded to the Roanoke Construction Company in the amount of ~138.~00.00. On motion of Mr. Goyne, seconded by [~[r.Browning, it is resolved that this Board allows a sewer connection for $200.00 to Sgt. Arthur V.. GooJman, at 3G18 Bensley Road, due to extenuating circumstances. On motion of Mr.Britton, seconded by Mr. i',.artin, it is resolved that this Board approves l~:he request of the County School Board for th~. paym~.~.nt of Pupil Scho!arsh~ps for the second half of the current session in the amount of [~50,894.07 amd requests the Treasurer of the County to transfer said amount from the unappropriated surplus of the General Fund to the Scholarship Fund. On motion of Mr. Martin, seconded by ~r. Browning, it is resolved t~at the employee.s of the Sewer Department b~ authorized to attend the '¥ater Pollution Seminar in A ' rl~ngton, Virginia. There was read a letter from tho Superintendent of Schools requesting ~1100.00 for the development of the play area at Thomas Dale High School and the necessary money to connect' the Benale¥ Elementary School to the County sewerage system. Upon consideration whereof,'snd on motion of Mm.A~person, seconded by Mr. Goyne, it is resolved that this matter be referred back to the School Board with the request that said expenditures be included in the new School Bond Issue. There arose a discussion concerning the report of the Federal Aviation Agency's reduction of the County's proposed plans on the construction of the County's Ai~rport from a runway ~f 3800' x 100' to 3600' x 75', and it was reported that the Walthall site would probably be accepted and money would be aDpropriated in the near future. WHERE~S ~'~.',~.Hawthorne is the sole owner of all property shown on a ~lat of No~rthlake hills,Section B, dated June !1~ 1963, made by Foster and Y~[iler, Certified Surveyors, Richmond, Virginia, recorded in Plat Boak 13, ?ag:e Z~2, in the Clerk's office of the Circuit Court of this County; and WHEREAS said plat Was inadvertently recorded and may cause confusion in future conveyancing of said property; and WHEkEaS, pursuant to Section 15.1,~81 of the Code of Virginia 1950, M.W.Hawthorne desires to vacate said plat heretofore referred to above;, and WHEREAS, the proposed vacation will not interfere with any rights or privileges of any other property owners, NOW, THEREFORE, on motion of Mr.Britton, seconded by I,ir. Goyne, it is Resolved: That the Board of Supervisors doth hereby amprove the vacation of plat of northlake Hills, Section B, dated ~une 11, 19~, made by Foster & ~iller, Certified S~rveyors, 2ichmond,Virginia, recorded in Plat Book 13, ~age 42, in the Clerk's Office of the Circuit Court of this County, except as to the 16' easement along the north line of Lots 8 and 9 shown on said plat. This resolution is conditioned upon and shall become operative when M.W.Hawthorne shall have executed and acknowledged for record on a form approved by the Commonwealth's Attorney an appropriate Declaration of Vacation. Upon consideration whereof, i'4r.Browning makes a motion which is seconded by Mr. Apperson,that the insurance plan be approved as presented. ~.fnereupon, ivlr. Goyne m'akes a substitute motion: That Mrs. Bruce be added to the list of policy holders. The substitute motion failed by a vote of g to 1. A vote being taken on the original motion, Mr.Goyne votes Nay, the rest of the Supervisors vote Aye. On motion of Mr. ADperson, seconded by ]¥~.Goyne, it is resolved that Mrs. Bruce's name be c~nsidered in the insurance schedule for next year. it was generally agreed that the Executive Secretary write a ~tter to the Highway Department concerning the prospect of purchasing a right of way for the construction of a bridge across the Atlantic Coast Line RZ~.in the event that traffic on the new road at the Walthall Interchange would merit such a bridge, requesting the required right of way. ~. Goyne discussed the speed limit on Rt. 616 and Rt. 10, between Rt. 616 and Rt 1 and other locations in Chester. Upon consideration whereof, and on motion of Mr. Goyne, seconded by Mr.Browning, it is resolved that the~Highway Department be reqmested to reduce the speed limit from 55 to g5 MPH on Rt. 10, from Rt. 1 to Parkers Lane. On motion of Mr. Martin, seconded by ~.Browning, it is resolved that this Board requests the Highway Department to study the speed limit on Evansway Lane and to change the speed limit if same be feasible. ~ On motion of ~.Martin, seconded by Ar.Apperson, it is resolved that the ~ighway Department be and t~ey hereby are requested to install a traffic stop light at the intersection of Buford Road and Forest Hill Avenue. On motion of Mr.Goyne, seconded by ~ir.Browning, it is resolved that the County Engineer requests the contractors in~talling sewers in the C~ester vicinity to improve the streets as soon as possible. Mr. Apperson reports that 5 feet on the south s~de of Cogbill Road, from the Meadowbrook High School to Rt. 10 is obtainable, with the exception of one property owner. Upon consideration whereof, and on motion of Mr. Apperson, seconded by Mr. Browning, it is resolved that the Highway Department be requested to acquire the necessary right of way on the s~uth side of Cogbill Road from Meadowbrook High School to route #10 so that a sidewalk may be constructed to facilitate th~ traveling public on this narrow road. There was read a letter from Mr.J.E.Harwood, Deputy Commissioner and Chief Engineer, Dep~rtment of Highways, denying the Board's request to make Rt.892 a Primary road~. The request to improve Hill Drive was discussed briefly and it was a~reed that the Highway Engineer would investigate this matter further. Mt.Raymond Dash comes before the Board to request an appropriation toward the I~nch ester Athletic Association to share one-half the cost of certain proposed improvements to the Athletic Field, the total cost of which improvements are estimated at ~58,000.00. It was generally agreed that this Committee first seek the support and approval of the School BoarB since the improvements would be on School Board property. kr. Henry Blankenship explains the Centennial Edition of the Petersburg Progress- Index and requested the County to advertise in this issue. It was generally agreed that this m~tter be studied further. That pursuant to Section 15.1-482, Code of Virginia, a portion of that certain fifty (501) foot easement for street runninz southwardly from %gestover Drive as shown on the plan of'April Acres, dated July 29, 1955, recorded in Clerk's Office, Circuit Court, Chesterfield County, Virginia, in Plat Book 9, Page 63, and being more particularly shown, designated and described as Parcel No. 1 on plat of survey prepared by J.K.Timmons, Civil Engineer, dated September 1963, is hereby vacated, reference being made to said pla~ of J.K.Timmons, Civil Engineer, dated .September 13, 1963, attached hereto. On motion of l~r. Britton, se~onded by I~r.l{pperson. it is resolved that the request of Daniels ',"layside Furniture Company to withdraw its anplication be and it hereby is approved. 65-16 ~.'.r.R.Pinkney Sowers, representing the Toddsbury Land Cornorat for t~e zoning requeat on Hopkins Road deferred from I~larch 10, 1~6~',and iOn,statesSpeaks that his clients have just purchased liS-acres in this area and that the cost of mw construction will total $22,500,000.00, that this is an overall plan with tbs Medical Center possibly acting as a buffer for the proposed business area. Mr.Fred Gray., representing the opposition states that the additional land will add to the area served and if business lana is desired that this Corporation could request business in the middle ~f their own land, and introduced some 22 people who appear in opposition to this request. After much discussion of this proposal, and on motion of ~'~.Ap~erson, seconded by Mr. I~lartin, it is resolved that the request b~ and it hereby is denied. Mr. Goyne vote~ "No". 65-17. Mr. Coleman L.Chavis requests~t the rezonin$ in Bermuda Magisterial District, from Agriculture to General Business (C-2~ of a rectangular shpaed parcel of land fronting ~30 feet on Route 10 and extending northwardly 1000 feet, parcel!' is b~und on the north by Sunset Boulevard and on the east by East Avenue, and is presently zoned General Business for a depth of 200 feet, and cites that the sewerage disposal for this area had been adequately engineered. Five people appear in opposition to this request. On motion of 1,[r. Goyne, seconded by Mr. Browning, it is resolved that this request be and it hereby is denied. 65-~O. Mr. Zane Davis, representing Shoosmith Bros. comes before the Board requesting the rezoning in Dale Magisterial District, from Agriculture to General business (C-2) of a parcel of land of irregular shape, fronting approximately 1200 feet on Route 10 and extending southwestwardly 2275 feet and havinE a frontage of 900 feet on the west line 6f Lewis Road (Route 632). There appearing no one in opposition to this request and the Planning Commission~ having re$ommended approval thereof, it is on motion of Mr.Apperson, seconded by i Mr. Goyne, resolved that the aforedescribed parcel be and it hereby is rezoned to General Business. 65-20. Mr. Paul A. PSdersen comes before the Board requesting the rezoning from Agricultural to Industrial in Bermuda Magisterial District, of a 182-acre parcel of land fronting 24~8 feet on Route 10 and extending northwardly 2996 fee~ with Zts northern boundary being the James River property being 2900 feet west the intersection with Hundred Road (Route 6]8) and Route 10. There appearing no one in opposition to this reque~ and the Planning Commission having receommended approval, it is on motion of Mr. GOyne, seconded by ~. Apperson, resolved that the aforedescribed parcel of land b~ and it hereby is rezoned for Industrial purposes. 65-21. ~. Louis A. Lewis comes before the Board requesting the rezoning from Agricultural to Residential-1 In Manchester Magisterial District, of a parcel of land fronting 311 feet on Ruthers Road (Route 733) and extending westwardly 509 feet, being 1883 feet south of Route 60. There appearing no one in opposition to this request and the Planning Commis~on having recommended approval, it is on motion of Mr. Britton, seconded by Mr.Browning~ resolved that the afore- described parcel of land be and it hereby is rezoned for Residential-1 purposes. 64-22. Mr. James W.Vairo and Mm.Bolling L.Taylor come before the Board requesting the rezoning from Residential-2 tn General Business in Matoaca Magisterial District of a parcel of land fronting 240 feet on Route 600 and having an awerage depth o~ ' 85 feet. being 150 feet south of River Road (Rt.36). There appearing no one in opposition to this request and the Planning Commission having recommended approval, it is on motion of Mr.Browning, seconded by Mr. ~pperson, it is resolved that the aforedesfribed parcel of land ba and it herebyi · s rezoned to General Business.~ 65-23. Mr.A.O.Heath comes before the Board reque~ing the rezoning from ~ Agricultural tn Residential-2 in Manchester Ma~isteriai District, of a 12-acre parcel of land fronting 672 feet on Dorset Road and extending 1079 feet eastwardly, with its northern boundary being Spr~ng Branch,the property being iLO feet north of Pettus Road and better known as the Subdivision of Cornwallis Court. There appearing no one in opposition to this request and the Planning Commission having recommended approval, it is on motion of Mr.Britton, seconded by Mr. Goyne, resolved that the aforedescribed parcel of land be and it hereby is rezoned to Residential-2 purposes. 65-2~. ~ Mr. Rodney F.Morris comes before the Board requesting the rezoning in Midlothian Magisterial District from Agricultural to Residential-2 of an irregular shaped parcel of land fronting 22~ feet on 01~ Farm Road and extending westwardly approximately 700 feet, being 860 feet s~th of Robious Road (Route 675). Mr. Mann and Mr. Drake, representing the Mann Realty, Inc., come before the Board requesting in Midlothian Magisterial District, a Use Permit to constru~ a Ra~io Tower on a three-acre parcel of land of triangular shape, f~onting 770 fe~t on the southern right of way of the Southern Railroad and having an average de~th of 190 feet, the property being 535 feet northeast of the crossing of Route and t~e Southern Railroad. Come also, R~r.Edward Jefferson and Mr.Walter Smith and five ot~r people to oppose the erection of a Radio Tower,citing the fact that such an operation would interfere with people with electrical appliances. Upon consideration whereof, Mr. Martin makes the following motion, which was seconded by Mr. Britton: That the Use Permit to erect a Radio Tower on the afored~scribed parcel of land be granted~ subject to the approval of the Board of the exact location of the Tower. Hancock containing 89.t acres as shown on a plat made by LaPrade Bros., Civil Engineers, dated February 9, 1965, revised April 1, 1965, in connection with the construction of the Chesterfield Reservoir. The County Engineer is aut. horized to negotiate with the landowner for the purchase of said'easement, and if h~ is unable to acquire the same by purchase, then the Board is of the opinion that an emergency exists and that it is necessary to enter upon an~ take possession of the aforesaid land on May 20, 1965. The Executive Secretary of this Board is directed to notify the above lsndowner by registered mail at least thirty (30) days before said date that the County intends to enter upon and take possession of the said easement on the 20th day of May, 1965. Britton, seconded by Mr.Apperson, it is resolved that the County Engineer be authorized to notify the Woodstock Land Corporation that if the work proposad by the At]antic Coast Line Ry. in enlarging the drainage structure underneath said Railroad is accomplished, the land in this drainage area would be released for further development. Y~.E.L.Mumma, Building Inspector, presents Mr. Earl Ittner of the Reynolds Metals Company, who presents Mr.Rugg from Panel Fab Products, Inc. who shows plans of aluminum buildings~ commercial units and schools, citing c~rtain figures which indicate that schools of this class would be somewhat cheaper than schools currently being constructed. On motion of Mr.Goyne, seconded by Mr.Apoerson, it is resolved that the Building Inspector be authorized to approve one (1) dwelling of ' such a type for construction in the Co~]nty.
