The Clerk shall receive no compensation for his services in collecting the tax imposed by this Article. On motion of I'.~ir. William Ritchie and others of the M~toaca High School Activities Boosters' Club come before the Board requesting further action and the Board's guarantee of one-half the cost of making certain improvements to the recreational facilities at the Matoaca High School and presented plans for said improvements. On motion of l~r. Browning~,seconded by ~r.Britton, it is resolved that this Board requests the School Board to approve th plans presented and to finance one-half of the cost of this projecv by Bond funds. And be it further resolved, that in the event Bond money is not available, that this Board will guarantee ~10~000 as a loan until such time as the Bonds are sold. Mr. Burgess of the Burgess Construction Company comes before the Board seeking approval of plans for the construction of Chippenham Square Shopping Center arD it was point, ed out that this property had been zoned with the specific under- standing that a Nursing Home ~.,~ould be corsbructed and that the Commonwealth's Attorney further points ou% that the zoning of this property is questionable since it did not go ~o the Planning Conmmission according to the new State law. Upon consideration whereof, and on motion of I'~'[r.Britton, seconded by ~,Tr. Browning~ it is resolved thsv the approval of these plans be denied. Mr. Harold T.Goyne ,akes a brief present~tion speech and donates approximately ~2-acres of lend bordering on Rts. 95 and 1 for the site of a new Technical Coile~e, smd states tha~t.he wishes to give this site~since it ~,,~as the first choice of the consultants zor ±oc~,~g this ~-~chool. Mr. ~iorner accepts the agreement on behalf of the County and thanks ~,'~r. Goyne most profusely forsuch a generoua~gift. On motion of ~lr. Apperson~ seconded by Mr .Brow ning~ it is resolved that this Board accepts this deed and thanks Mr. Goyne for his fine gesture. On motion of ~Ir.Apperson, seconded byMr. Goyne, it is resolved that the request of the [~'iitcehll ?Jell & Pump Company for the purchase of water in Fan Court be investigated further. On motion of l~r. Britton, seconded by,~r ~'''' .Apperson, it is resolved that the County Engineer's recommendation to allow ?.~.S.Pinchbeck to build ten (10) houses and connect same to the Longwood water system, be, approved. On motion of Mr. Britton, seconded by Mr. Apperson, it is resolved that the following sewer contracts be and the same are hereby approved: 0-6~-26D Brinkwood, Section Shenandoah Falling 'Creek Hills Apartments On motion of Mr.~p~erson, seconded by l','!.r.Britton, it is resolved that this Board Accepts the general building of the sewer plant from the English Construction Company and waives the liquidated damages with the exception of ~i~2371.$5, the same being incidental expenses in the extra time necessary to complete this plant. And be it further resolved, that no equipment will be accepted until actually in use, inspected and approved. The County Engineer gives a re~ort on sewers in Chester- and the Enon areas. On motion of Mr. Goyne, seconded by Mr. Britton, it is resolved that a sewer connecti~on b~ given to the Forest View and Enon Fire Departments and cNa. rged to the General Fund of the County. Mrs. Hamilton Shepherd comes before the Board requesting a building permit on Mayv~ood Street. On motion of F~.Goyne, seconded by ]'(r. Britton, it is resolved tha~ this request be approved, provided Mrs. Shepherd puts gravel on said road and givesi to theCounty a letter saying she will not ask road improvements from the County. On motion of Mr.Ooyne, seconded by ~[r.Britton, it is resolved that the County EngiNeer be authorized to increase the offer for the purchase of lan~ along the Jwift Creek Reservoir by the amount of the estimated value of the timber and allow the owner to clear and keep the timber under prescribed conditions. On motion of ~4r. Goyne, seconded by ~lr. Browning, it is resolved that this Board recommends to the'Judge Of Circuit Court, the Honorable William Old, the re-appoint~ ment of Mr. Dennis Richard Sparks as a Police Officer for the County of Chester/ieldl, effective June 1, 1965. There was read a resolution from the County of Albemarle concerning the litter on t~he public highways and advocating all beer and soft drinks beplaced in containers wit~ deposits on same. On motion of F[r.Apperson, seconded by i'~r.Goyne, it is resolved that this matter be deferred for further study. On motion of Mr.Apperson, seconded by ~/!r.Browning, it is resolved that the request of Mr.~.B.Wa!ker, Commissioner of the Revenue, for ~!i~1800.O0 additional appropriation be and the same is hereby approved. ~ And be it further resolved, th~,t the Tres~urer of the County be requested to transf[er '.[~1800.O0 from theOeneral Fund of the County to Item 2A in the budget. On motion of ?ir. Goyne, seconded by [~r. Br. owning, it is resolved th~:~t the request of the Willow Oaks CountFy Club for a pyrotechnic display on July ~1965 be and it hereby is approved, provided the Police DeF~rtment is properly notified of this event. On motion of ['dr. Goyne, seconded by I~'ir. Apperson, it is resolved that this Board approves the reguest of the Chesterfield-Colonial Hei;~hts ?felm~are Board of' February 18, 1965, requesting an increase in the salary of the Supt. of Uelfare Department and hereby requests the State Board of ?~elfare and Institutions to increase the salary of Miss Lucy Corr, Supt. of said ~.[elfare Department from ~700.O0 to ~9600.00 per annum, effective July 1, 1965. Upon. consideration whereof, and on motion of Mr. Goyne, seconded by l~(r. Apperson, it is resolved 'that the right of way department be requested to obtain this right of way in the event that an overhead bridge may be constructed at this location at some future date. On motion of Mr. Britton, seconded by ~'~lr. Apperson, it is resolved that the request from the Elkhardt Intermediate P.T.A. concerning the traffic hazards on Rt.360 be sent to the Highway Department for investigation. ~/HEREaS, this Board has made numerous attempts to point out the traffic hazaFds existing at the intersections of Rts. 10 and 6~7, and Rts. 1 and 892; and WHERE~S, little or nothing has been accomplished to relieve the traffic hazards presently existing and getting worse each ~a¥, NOW, ~i'~£REEO~E, ~ IT RESOLVED, on motion of '~'~r. Br~tton, seconded by Goyne, that this Board requests the Highway Departm, ent to proceed as soon as possible with the installation of the traffic light ~tthe intersection of Rts. 10 and ~27 Rts. i and 892 so that the trsvelin~ public may have some dire~.ction during peak traffic periods. There was read a letter from I~'~.D.B.Fugate, Hi~zhway Commissioner, 'Virginia Department of Highways, citing t~e fact that construction~of Rt.892 would begin as soan as possible. On motion of ~'~.Goyne, seconded by Mr.Apperson, it is resolved that the. request of ~ir.J.T.Rose for him and his staff to attend the Assessing Of~.cers School at the University of Virginia, be a~p~'ov~d. Mrs. J.J.Anscell thanks theBoard for the use of the Exhibition Building for the AnnualArt Exhibit. There was read a resolution from the Ricb~nond Trades Industrial ~ouncil concerning its opposition to the Vendors Tax. On motion of Mr. Apperson, seconded by Browning, it is resolved that t~is resolution be and it hereby is received. On motion of Mr. Goyne, seaonded by Mr. Britton, it, is resolved that the Planned Budget presented by the Executive Secretary in the total amount of $2g,575,78~O0 be and it hereby is authorize~ to be advertised for a public hearing on June 1~,196~ at 8:00 p.m. It is here noted that Mr. Apperson votes "No" stating that all avenues for economy have not been investigated. On motionof Mr.Apperson, seconded by Mr. Goyne, it is resolved that the Highway Demartment be requested to extend ~'iorrissett Road, Rt.85?, as a Rural addition and to take said road into the State Secondary System to the e~ of the smith pmperty as a Rural Road. ' On ~otion of Mr. Goyne, seconded by Mr. Britton, it is resolved that the deeds from the Bethesda Baptist Church and ~ir. John Roberts, et als, for rights of way o~ proposed Rt.620 be accepted. On motion of Mr. Apperson, seconded by Mr.Britton, it is resolved that the request of the School Board to transfer $20~O00.O0~from l?f to l?bl be and the same is hereby approved, and the Treasurer ms requeg~ted to make said transfer. On motion of Mr. Goyne, seconded by Mr. Apperson, it is resolved that the Virginia Department of Highways be requested to extend ~reely Road, Rt. ,.0~ miles and take same into the Seoondary System of roads. On motion of Mr.Britton, seconded by Mr. Apperson, it is resolved that this Board sell to the Town of Claremont the 19~2 Six-Cylinder Ford Fire Truck formerly located at t~e Enon Fire D~partment, for the s~mof ~200.00. On motion of Y~.Apperson, seconded by Mr.Brownihg~ it is resolved that tBe Treasurer of the County be and he hereby is requested to transfer from the unappropr:~ated urplus of the County's ~eneral Fund, ~600.00 to 5A-Compensation of Jurors and 12,O00.O0 to ?-Fire ~xtinction On motion of Mr.Browning, seconded by Mr.Apperson, it is resolved that the Treasurer of the County be and he hereby is r~quested to transfer the sum of~5715.00 from the Operating Fund of the Ettrick Sanitary District, to the Debt Fund of the Ettrick Sanitary District. On motion of Mr. Apperson, seconded by Mr.Browning, it is resolved that this Board accepts the resignation of Mr.H.T.Goyne from the Step_ring Committee created by localities to solve the problems attendant to the location of the Technical College.
