On motion of Mr.A~person, seconded by Mr. Britton, it is resolved that the budget of the Water Department and the Sewer Department and all funds pertaining thereto be and the same are hereby approved. On motion of Mr. Apperson, seconded by l~lr.Britton, it is resolved that the following water contracts be ~nd the same are hereby approved: 338 - Brinkwood Subdivision -Section ,,B,, ~,OOO.OO 375 - Chat swo rth 68-A - Reservoir Lane ilO~O0 399. OO On motion of Mr. Britton, seconded by Mr. Appers'on, it is resolved that the following Special Water contracts be and they hereby are a~proved: AC-379 - Falling Creek Marino ~8595.00 A-5~8-B-Quail Oaks, Sections "A" and "C" 15,931.00 On motion of ~ir. Britton, seconded by Mr. Apperson, it is resolved that the County Engineer be and he hereby is authorized to proceed with the installation of water lines on Rt.60, the total cost being approximately $9600.CO, which extension would serve the Bethlehem Baptist Church. It being understood that this water line is scheduled for installation next spring and that acceleration would greatly bSnefit people in this area... . On motion of Mr. Brownirg, seconded by Mr. Apperson, it is resolvedthat 3ewer Contra~ct S-65-3OD for the installation of sewers in Quail Oaks Subdivision, Sections "A" r~ and "C" be and it hereby is approved. The matter of allowing Mr. ~";.S.Pinchbeck to run sewer lines from a proposed ; apartment house in the ?~oodstock area was generally agreed to be feasible; however., no formal action was taken. The matter of requesting the City of Colonial Heights toincrease the area in the County served by City sewers was generally discussed and it was agreed that this matter be deferred until further action from the City. On motion of Mr. Britton, seconded by ~h~. Martin, it is resolved that this Board requests the Highway Department to grade and hard-surface the 20-ft. right of way leading from O~d Quarry Road to South Drive, and charge same to the 3¢ Road Fund of the County. bn motion of Mr. ~'iartin, seconded by Mr.Browning, it is resolved that this Board requests the Highway Department to widen and hard-surface Family Lane, provided the citizens of the area would grant additional right ofway for this improvement. ~n motion of ~'ir. Britton, seconded by Mr. Apperson, it isresolved that this Board requests the Highway Department to move the ditch lying in an undeveloped 50-ft. right of way between Shawnee Road and Montauk Drive to the center of the right of way and cksrge same to the 3¢ Road ~'und of the Ceiunty. [There was read a letter from Mr.G.F.herrmann, Safety Committee, Che~ter Lions Club, requesting_, further investigation on the installation of sidewalks along .Osborne Road and Mr. Lancaster stated that investigatLon on the part of the Highway Department on several locations involving sidewalk recuests had not been complete~. ~here was read a letter fi~om Mr. Jqmea A.Spancer, Secretary Central Chesterfield Kuritan Club,.. citing the f~act that additional road work should 'L:e done in tko area. Cn motion of Mr. Britton, seconded by ['~r. ~,'~artin, it is ~'esolved theft thi;s nequest be forwarded to the Hi, way Department. Iqr. Goyne raised certain aue~ions concerning bhe channelization of ~(out,~, ~1 at its intersection with P,t[608 and s~,lso coneerning the hard-surfacing of Coach Road. f'~'~r. Browning cited a letter received from Mr. R.V.Lancaster, Iii, Resident Eneineer, stating that the dimensions of the ditches along Holloway Avenue as planned could not be given at this time unless plans and specific a't ions were drawn. It was .generally aKreed that ~,~[r. Lancaster would aecuire the r~ ~ht of way alone Holloway Avenue. ' ' ~-. On motion of ~[r. Britton, seconded by I','~r. Apperson, it is resolved, that this B~'~ accepts the deed for an easement between Lots 1~, 19 and 20 in the D '~, Subdivision. h'~r. There arose aertain questions concerning the necessity fsr an Ordinance to govern the operation of taxicabs in the County of Chesterfield. Upon consideration whereof, and on motion of Mr. Browning, seconded by Mr. Britton, it is resolved that the Commonwealth's Attorney be requested to study the present controls set up by adjacent cities and to write an ordinance for the County that would effectively safeguard the operation of County taxicabs. On motion of Air. Browning, seconded by IV, r. Apperson, it is resolved that the Executive Secretary be requested to h'a-¥e the pu~lic address system in the Board room improve~ to the point that citizens attending a meeting can hear the proceedings of said meeti~ng. On motioJ of ~ir. Apperson, seconded by Mt. Browning, it is resolved that the followinig street lights recommended by the Executive Secretary be and they hereby are app~Ove~d: Intersection of O15 Centre!ia Road and entrance to the Thomas Dale Hi gh Scho ol. Intersection of RoutelO and entrance to Thomas Dale High School. Intersection of Livingstone and Stanley Roads ~Intersection of Rt.366 and the entrance to Manchester High School 65-32. This is the time scheduled to hear the request of Mr. M.H.Hunter for rezoning certain land on Hopkins Road in Dale District to Residential-2 and, ~fhereas, no one is present to speak for or against this proposal, it is on motion of Mr. Apperson~ seconded by Mr. Goyne, resolved that this n~tter be continued. Mra. Pearl S. Clark comes before the Board requesting the rezoning from Agricultural to Residential-2 of a 2.9-acre parcel of land of irregular shape, fronting ~85 feet on Flagler Road and Wanness Way. There apearing no one in opposition to this request, it is on motion of Mr.Apperson, seconded by Fir. Browning, resolved that the sforedescribed parcel of land be and it hereby is rezoned for Residential-2 purposes. Mr. Charles Townes and Mr. Leon Boisseau request the rezoning in Matoaca Magisterial District, from Agricultural to Residential-2 of a parcel of land fronting 2150 feet on Sandy Ford Road (Route 669) and extending eastwardly 200 feet, being 211 feet north of the intersection of River and Sandy Eord Roads; also, the rezoning from Agricultural to General Business (~-2) of a parcel of land fronting 211feet on SandF Ford Road and extending eastwardly 200 feet, and also, fronting 199 feet on Sandy Ford and River Roads. It was pointed out that the Planning Commission recommended approval of the Residential-2 request but denied the General Business request. %~,~nereupon, Mr. Townes states that his client requested the withdrawal of the request for business in this area. Upon consideration whereof, and on motion of Mr. Apperson, seconded blf Mr.Martin, it is resolved that the aforedescribed parcels all be zoned for Residential-2 purposes, this includes the parcel requested for General Business. 65-36. ~ir.Jerry ;Iewett, representing Joseph and Gertrude Battle requesting the rezoning from Agricultural to General Busineso (~-2) of an 18.8 acre parcel of land fronting 775 feet on Qualla Road (Route 653) and extending~ northwestwardly 1135 feet, said parcel being 1570 feet southwest of the intersection of Old Hundred Road (Route 604) and Qualla Road. and presented a petition signed by some 5~ property owners requesting the ~oard to allow this land to be use8 as an Auction center for horses. Come also, M~rs. B.B.Chandler, Mt.Benton, Mr. F.L.Cook and others to oppose the requested rezoning and it was cited that the Planning Commission recommended disapproval of the re<:uest. Upon consideration whereof, and on motion of Mr. Martin, seconded by Mr. Goyne, it is resolved that the request of l~Ir.Battle be and it hereby is denied. 165 37. ~'ir. R.P.Sowers, representing the Giant Food Properties, Inc. comes before 65-38. 65-39. 65-4O. 65-41. 65-7+2. 65-43. the Board requesting the rezoning from Residential-2 to General Business (C-2) of a rectangular shaped parcel of t~nd fronting 80 feet on Belt Boulevard (RSute 161) and extending northeastwardly 315 fee.t, being 695 feet east of the intersection of Lordly Lane and Belt Bouleyard (Route 161). There aopearing no one in opposition to this request and the Planning Commission having recommended approval, it is on motion of Mr.B~itton, seconded by Mr. Goyne, resolved that the aforedescribed parcel of land be and it hereby is rezoned for General Business purposes. Mr. Courtney Wells, representing the Shady Springs Corporation, comes before the Board requesting the rezoning from Agricultural to Residential-2 of an i~regular shaped parcel of lan8 having a frontage of 1950 feet along Cattle Run Creek and extending northwestwardly approximately 2250 feet, its northernmost boundary being VE?.CO transmission lines right of way, said parcel being 950 feet west of Route 1 and better known as the proposed subdivision of Shady Springs. '~ It was cited that the Planning Commission recommended approval. Upon consideration whereof, and on motion of Mr. Goyne, seconded by Mr. Browning, it is resolved that the aforedescribed parcel of land be and it hereby is rezoned for Residential-2 purposes. Ivir.Robert G.Stamatas comes before the Board requesting the rezoning in Bermuda Magisterial District, from Agricultural to Residential-2 of a 7-adre parcel of land of irregular shape, fronting 500 feet on Hundred Roa~ (Route 618) and extending southwardly 540 feet, said parcel being 1450 feet west of 'ROute 696. It was cited that the Planning Commission recommended approval and there appearing no opposition to this request, it is on motion of Mr. Goyne, seconded by Mr.BrDw~ing, i~ is resolved that the aforedescribed parcel of land be and it hereby is rezoned for Residential-2 purposes. And beit further resolved, that the Virginia Department of Highways be and it hereby is requested to take into the Secondary Road System, Scarsborough Drive, beginning ~ at the intersection of Route 1~7 and Rt. 178& and extending southwardly .~8 miles t~ a turnaround; Starmont Road, beginning at a point on Route 1769, .03 miles west of Route 1777 and extending westwardly .05 miles to Scarsborough Drive; Swathmore Road, beginning at a point on Scarsborough Drive .16 miles south of Rte. 1~7 and extending westwardly .05 miles to the property line; Renfro Road, 6eginning at a point on Scarsborough Drive .36 miles south of Rt. 1~7 and e~tending westwardiy .05 miles to Renfro Road in ~'~oodmont, Section "B", These roads serve 3 houses. And be it further resolved, that the Board of SuperVisors 6f Chesterfield County, guarantees to the Virginia Department of Highways, rights of way of not less than 50 feet for these roads.
