held at the Courthouse on June 15, 1965, at

This is the time set for a public meeting to discuss the proposed Vendors Tax and
contemplated budget for the year ending June 30, 1966. The Chairman makes a
brief' statement to the effect theft the County has had several questions raised
as to the legality of a Vendors Tax~ that no action would be taken on eihherthe
proposed tax or the proposed budget.
Several citizens speak for and against the Vendors Tax. The Retail Merchants
Association offered its legal staff to aid the County in its legal dilemma.
?;hereupon, it was ~enerally agreed that this meeting be continued to Monday
June 21, 1965, at ~:00 p.m.
Reconvening after a brief recess - it is on motion of Mt.Browning, seconded .by
Mr. App~rson, resolved that the Treasurer of the County be and he hereby is requested
to transfer the sum of ~265.00%~o .the Ettrick Sanitary Distri¢'t Debt Fund from the
unappropriated surplus of said Fund.
On motion of ~r. Apperson, seconded by Mr.Goyne, it is resolYed that the Purchasing
Agent be and he hereby is authorized to purdhase certain fire hose for the Chester
Volunteer Fire DeDartment.
Mt. Robert Painter, County Engineer, comes before the Board stating that b~ds had
been received for the construction of the dam at the Swift Creek Reservoir and
recommended that the bid be awarded to the English Construction Company who
submitted an est~ated total bid of ~282,500.O0, the lowest of six bids received;
Upon consideration whereof, and on motion of Mr. Brittom, seconded by Mr.Apperson~
it is resolved that since the estimated cost of building the Swift Creek dam had
been somewhat higher, that t~e bid received from the English Construction Company
in the estimated amount of ~282~500.00 including alternates, be, and it hereby is
ac~'epted.
On motion of Mt. Browning, seconded by Mr.Apperson, it is resolved that the Board
of Sunervisors agrees to contract w~th the City of Colonial Heights to have the
city treat and dispose of the sewage originating in the area of the County
generally d'escribed as, starting at a point on River Road, thence in a northwesterly
direction along a line 200 feet southwest on and parallel to Dupuy Road to the
Atlantic Coast Line RR.,thence in a southwesterly direction along the Atlantic
Coast Line RR.to the EttrickSanitary District line, thence in a southwesterly
direction along the Sanitary District Line to River Road, thence ~/ong River Road
to the point of beei'nning, for the sum of 70¢ per connection per month.
The Chairman and Clerk of this Board are authorized to sign an agreement with
the City of Colonial HeiKhts when said a~reement is approved as to form by the
Commonwealth's Attorney of the ~ounty.
There arose a discussion concerning the vending machines in the County lunchroom.
On motion of Mr. Browning, seconded by Mt.Martin, it is resolved that this Board
authorizes the vending machines toremain in the County's lunchroom until further
noti ce.
