The Chairman gives a brief review of the situ@tion concerning the Vendcrs Tax and
the proposed County budget and states that no action will be takan at this meeting
concerning the budget.
About 30 people appear to hear the discussion concerning the budget~ some o~ whom
shared with the Board the ideas concerning the financing of the County.
On motion of ~h~.ADperson, seconded by Mr. Britton, it is resolved that the budget
consideration be continued to June 2g, 1965 at 3:00 p.m.
On motion of Mr.~[pperson, seconded by the entire Board, it is on the advice of the
Commonwealth's Attorney and other~ that the proposed Vendors Tax for the County
of Ghestei~field be and it hereby is not adopted.
On motion of Mr. Britton, seconded by ~'~r.~pperson, it is resolved that the Purchasing
Agent of the County be an~ he hereby is authorized to purchase a slope rotary mower
to cut the grass from the various sewage lagoons in the County, at a price of
~79~0.00.
On motion of Mr. Apperson, seconded by Mr.Browning, it is resolved that the Board
authorizes the Telephone Company to move the poles from the r~ght of way of the
extension of Rt.~2 at a total co~t of $250.OO.
On motion of ~;~r.Britton, seconded by ~Ir. ADperson, it is resolved that th~ s Board
employes Mt. Dan Robinson to make the audit of the ~ounty of Chesterfield for the
year 1964-'65.
On motion of Mr.A~person, seconded by Mr.Britton, it is resolved that t~e Treasurer
of the County be and he hereby is requested to give tBe~ 1961 Delinquent Personal
Property Tax bills to the Deputy Delinquent Tax Collector as soon after July 1,
1965 as conveniently possible.
In Re: Acquisition of property of W.R.Winn and Hattie L.Winn,husband and wife,
· and R.D.Winn and Peggy C.Winn, husband and wife, for use as a t.ocation
for the Technical College.
It being represented to the Board of Supervisors that it is necessary and
expedient for the County of Chesterfield to acquire the property of W.R.Winn and
Hattie L.Winn, husband and wife, and R.B.Winn and Peggy C.Winn, hu~sband~amd wife~
located on U~S. Route 1 containing approximately 5.17 acres which property has
been appraised by J.L.Longest, Realtor of Chester, Virginia and determined to be
worth ~17,500.O0. '

Resolved: That the Board of Supervisors of Chesterfield County, Virginia~ determines
that it is necessary and e~pedient to acquire property of W.R.Winn and Hattie L.Winn~
husband and wife, and R.B.Winn and ~eggy C.Winn, husband and wife, for the location
of a Technical College under provisions of Chapter 16, Title 23, of the Code of
Virginia, 1950, as amended,on U.S.~toute ir the same being all the property owned
by ~.R.Winn and Hattie L.Winn, and R.B.Winn and Peggy C.Winn, acquired by them from
F.E.Rose, single, by deed dated June 1, 1965, and recorded June 17, 1965 Th~
Board determines thatthe amount of $17,5OO.00 is the fair market value o~ property~
to be acquired and the Executive Secretary of this County through the agents of

Con~nonwealth's Attorney of this County is authorized and directed to institute the
necessary proceedings to acquire the title thereto by exercising the right of
eminent domain vested in the County, and all county officials are authorized and
empowered to do everything necessary to make effective this resolution.
In Re: Acquisition of property of Herbert L.Boyd for use as a location
for the technical college.
It being represented to the Board of Supervisors that it is necessary and
expedient for the County of Chesterfield to acquire the property of Herbert L.Boyd
located at the intersection of Interstate Route 95 and State Route 618 containing
a-oproximately 3.75 acres which property has been appraised by J.L.Longest, Realtor,
deten~lned to be worth ~18,000.00.

Resolved: T~at t~e Board of Supervisors of ~hesterfield County, Virginia, determines
that it is necessary and expedient to' acquire ~mperty of Herbert L.Boyd for the
location of a ~echnicat college under provisions of Chapter 16, Title 23, of the
Code of Virginia, 195Oas amended, at the.inte~aection of Interstate Route 9~
and State Route 615, the same b~ing all the property owned by Herbert L. Boyd
acquired by him from Alice Mae Jackson andRaymond Jackson, her husband, by deed
dated February 5, 192~, recorded in Deed Book 173, page ~69, and from Sye .~edwell
and Pearl ~E.Bedwell, his wife, dated January 17, 1957, and recorded in Deed Book
531, page 447, less and except the parcel acquired by the ~ichmond-Petersburg
Turnpike Authority. The Board determines that t~e amount of ~18,O00.00 i.~ the
fair market value of property to be acquired and the Executive Secretary of this
County through the agents of theCounty are authorized to offer Herbert L.Boyd the.
sum of ~18,000.OO for the property, provided the same is free and clear-of all lieas

On motion c~iqr.Britton, seconded by I¥1r. Goyne, it is resolved that this Board palm
~2~5.00 to Mt. Thomas S.Winston, III, for examining the titles to five ~r~cels of
land to be acquired by the County of Chesterfield for the widening of kt.620.
On motion of ~[r.Martin, seconded by ~,~lr.~person, it is resolved that Mt. Howard
Jr., be authorized to attend the meeting in New York on July 20, 1965, to present
the County's position in s ~earing concerning Chest~rfield~s proposed airport.
On motion of I'4r.Ooyne, seconded by ~,'ir. Britton, it is resolved that the request of
Chief E. P.Gill for one additional do~ in the K-9 Corps be and it hereby is approved.
On motion of Mr. Apperson, seconded by I.~ir. Britton, i.t is resolved that this meeting
'be adjourned at 10:30 p.m. to June 24, 1965 at 2:00 p.m.
