Mr, Richard L.Gayle presents petitions requesting the Board to acquire all of
~ands at the Swift Creek Reservoir and to make same available to the general publi~
for all uses consistent with the use as a r~servoir.
Mr.S.T.tVagstaff and Mr. Charles Stigall oppose t~he present method of control in.
the proposed impoundment.
~r.R.W.Slocum and Mr.Frank Hancock come before the Board presenting a check in
the amount of $~965.19, the same being One-fourth of the gross proceeds from
the sale of timber by the State of Virginia, and introduced Mr. Hayes who will be
superintendent of all State Forestry in the area. On motion of Mr Govne seconded
by Mr. Apperson, it is resolved that this Board receive the check for ~4965.19 and
thanks the State for said money.
It is here noted that this involves the sale of timber in the Pocahontas State
Park.
~v~.~.D.Parrish comes before the Board requesting a Variance to allow the completio
of a home on Lucks Lane, which home is located beyond the limits of the State
maintained road. Upon consideration whereof, and on motion of Mr. Goyne, seconded
by Mr. BrowninE, it is resolved that this Board grants a Variance from the
established policy and allows the completion of this home with the provision that
the County has no responsibility in constructing or maintaining this road.
mr.R.V.Lancaster, III, Resident Engineer, Virginia Department of Highways, comes
before ~he Board and cites that it will cost approximately $&O0,O00.O0 to improve
HoPkins Road from the City limits toRt. 161.
The .Executive Secretary stated the problems involved in the County acquiring righti,S
of way and in moving utilities if part of this road were to be built by Industrial
Access Funds. On motion of Mr. Britton, seconded by Mr.Apperson, it is resolved
that~ this Board requests the Highway Department to proceed with the preparation
of plans for the improvement of Rt.637, from the Richmond City limits to the
Belt Boulevard and when pland are approved to complete the project as soon as
possible.
Mr. 'James Lacks comes before the Board requesting some aid in the construction of i
a stub road, leading e~twardly from Kingsway Lane in Barleth Heights. Mr. Walter:
Casen described the conditions under which the road was improved and the engineering
forced upon him by the Highway Department. On motion of Mr. Britbon, seconded
by ~r. Browning, it is resolved that this Board requests the Highway Department to~
investigate the present situation and to improve same as far as the State's
responsibility is concerned and to recommend further steps necessary to be taken
by other parties.
On motion of R~r. Apperson, seconded by Mr. Goyne, the following resolution was
adopted:
WHEREAS, Toddsbury Land Corporation, et al, are the owners of all of the
lahd which adjoins a certain fifty-foot road extending southwardly from Cog~ill
Road in Dale District, Chesterfield County, Virginia; and
WHEREAS, sa~d owners have petitioned this Board in writing to abandon the
said road, which petition has this da~ been'filed with the Board, and said road
being shown on a plat made October 22, 1964, by'Philip H.Brooks, Certified Land
Surveyor, a copy of which is attached to said petition and a copy of which is
hereto attached; and
WHEREAS, the proposed vacation and abandonment will not interfere with
any rights of any other parties not consenting thereto.
NOW, TH~i~EF~RE, WITNESSETH: That the Board of Supervisa~s does hereby
approve the vacation and abandonment of a certain fifty-foot road extending
southwardly from Cogbill Road in Dale District, Chesterfield County, Virginia, as
showm on "Map Shying Fifty-Foot Road extending west of Dalebrook Road and south
of C0gbill Road'in Dale District, Chestergield Count¥,Vir~nia, "made October 22,
1964 by Phillip H.Brooks, Certified Land Surveyor, Richmond,Virginia, and the
Declaration of Vacation exhibited withthe petition herein shall be recorded in
the Clerk's Office of the Circuit Court of 'Dhesterfield County,Virginia, an~
the Clerk of said Court shall indicate the vacation in the General Index of
Deeds in the names of theparties who executed the same.
On motion of Mr. Britton, seconded by Mr. Apperson, it is resolved that this Board
requests the Highway Department to g~ve an estimate of the cost of extending
Daytona Road westwardly to the general area of Mrs. Mattie Harris.
On motion of Mr. Goyne, seconded by Mr. Browning, it is resolved that this Board
requests the Highway Department to give an estimate of the cost of improving
West Street from Richmond Street eastwardly to the Atlantic Coast Line Railroad.
On motion of i%r.Goyne, seconded by ~'~r. ADperson, it is resolved that this Board
requests the Highway Department to su.rface treat a short section of road to the
public landing at the Virginia Electric & Power Company's Plant and to scrape
and generally improve the parking lot adjacent thereto·

On motionof Mr.Britton, seconded by Mr.Apperson, it is resolved that this Board
approves the request of the School Board for the payment of the sewer connection
cost to ~he BensleY School from the School Bond Fund.
On motion of Mr. Browning, seconded by Mr. Apperson, it is resolved that this
Board approves-the proposal of the County Engineer concerning the agreements to
reach~ with the subdividers and contractors on the installation of sewers in the~
College Park Subdi ~rision.
On motion of Mr. Britton, secom~ed by Mr. Browning, it is resolved that the
recommendation of the County Engineer be accepted and no liquidated damages will
be charged the Reedy Creek sewer pumping station and the Elkhardt water pumping
station.
On motion of Mr.Browning, seconded by Mr.A~person, it is resolved that the County
Engineer be and he herebyis requested to seek bids on the construction of water
mains in Court and Main Streets and the replacement of a ~ewer main in South
and Williams Streets in the Ettrick Sanitorv District.
65-32. Mr. M.H. Hunter com~s before the Board seeking the rezoning in Dale
Y~gisterial District from Agricultural to Residential-2 of a parcel of land of
irregular shape fronting l~Sfe~t on Hopkins Road (Rt. 637) and extending
westwardly 1150 feet, being 510 feet north of Centralia Road, better known as
the proposed subdivision of Kendale Acres. There appearing no one in opposition~
to this request and the Planning Commission having recommended approval of this
request, it is on motion of Mr.A~person, seconded by Mr. Goyne, resolved that the
aforedescribed parcel of land be and it herby is rezoned for Residential-2 purposes.
65-35. Mr.L.R.Goyne, Jr. com~s Before the Board reouesting the rezoning in
Bermuda M~gisterial District, from Agricultural to I~dustrial (~) of a 139.6
acre parcel of land of irregular shape~ being southeast of the crossing of Pine
Forst Drive and the At~antic Coast Line Railroad fronting 3500 feet along the
eastern right of way of the A.C.L.Railroad and extending eastwardly 2200 feet, an
the-majOr portion of its southern boundary being Swift ~reek. It was cited that
a petition signed by some thirty people in opposition to this request had been
presented to the Planning Commission and that a letter from theCity Manager of
Colonial Heights had been received requesting a delay in the rezoning of this
property.
~r. Fred Gray, Attorney, speaks in opposition, representing Mrs. Roper and other
citizens from Chesterfield County.
Mt.Richard Jones, Attorney, speaks in opposition for certain citizens in Colonial~
Heights, ~soth of whom generally agreed tha~t the land is suitable for industrial
use. After considerable discussion, the applicant agrees to certain restrictiohs.
On motion of ~lr. Goyne, seconded by Mt.Browning, it is resolved that since the
Planning Commission had recommended approval, that the aforedescribed parcel of
land beand it hereby is rezoned for Industrial purposes with the conditions that
the nature and type of industry, the ingress and exress of the traffic, the
architectural design of the structure be approved by the Board of Supervisors
after notice has been given to Mrs. Roper and ~r. and Mrs. John Dunlop.

65-45. The request of ~r. Harry Grandis for the re~oning in Manchester Magisteria~
District from Residential-2 to Industrial (M) of an irregularly shaped parcel of
land consisting of 5.~ acres, fronting 350 feet on Hopkins Road and extending
eastwardly ~35 feet, being ~0 feet south of Terminal~ Avenue {Rt. 16~1), was
called, and Mr.R.P. Sowers stated that Mr. Timmons presented this case to the
Planning Commission and that Mt. Harry Grandis was out of the County, and
recommended that the~matter be deferred. Upon consideration whereof, and on
motion of Rlr. Britton~ seconded by Mr.Browning, it is resolved that this Board
accepts the Planning Co~nission's reco~endation and denies the requested re~oning.

65-46. Mr. Graham R.Daniel comes before the Board requesting the resorting from
Agricultural to Industrial (M) in Bermuda Magisterial District of a 9-acre parcel
of land of rectangular shape, fronting 249 feet on the S.A.L.Rail~oad right of way
and extending westwardly 150 feet, being 419 feet north of the intersection of
Ecoff Avenue (Rt. 1502) and the S.A.L.Railroad. Mt. Daniel presents a petition
signed by two people owning adjoining land.
Mr. Louis Longest soeaks for the zoning request. It was cited that the Planning
Commission had recommended that the requested rezoning be denied.
Upon consideration whereof, and on motion of Mr.Goyne, seconded by Mr. Apperson,
it is resolved that the afore~escribed parcel of land be and it hereby is resorted
for Industrial purposes.

65-47. Mr. R.P.Sowers, Attorney, formally withdraws the application and on motio~
of Mr.Britton, seconded by Mr. Goyne, it is resolved that this Board adcepts the

In Midlothian Magisterial District, Virginia, Roane Fits Trible
requests the rezoning from Residential-1 to General Business
of a triangular shaped parcel of land fronting 203 feet on RoUte 147,
393 feet on Forest Hill Avenue and373 feet on McRae Street, being
500 feet southwest of the intersection of Buford ROad and Yest
HuguenOt Road (Rt. 147).
65-48. Mr. Charles Kahl, representing ~he Kay Vee Corporation comes before the
Board requesting the re~oning from Residential-2 to General Business (C-2) of a
parcel of~land in Manchester Magisterial District of irregular shaoe fronting
56 feet on Brandon Road and eXtending westwardly 148 feet, beinz 100 feet southwest
of Belt Boulevard (Rt. 161) and also, the rezoning from Residential-2 to General
Business (C-2) of a parcel of land of irregular shape fronting 1OO feet on
Bra ndon Road and extendin~ northwestwardly an average depth of 90 feet,being
230 feet southeast of Belt Boulevard (Rt. 161) and better known as 104 and 117 .~

There appearing no opposition to this request,~nd the Planning Commission having

65-13U. Mt. Fred Gray, Attorney, representing the Southern Materials Company,
Inc. comes before the Board requesting a Use Permit to operate a stone Quarry
and processing plant on a parcel of land in Manchester Magisterial District, of
irregular shape, consisting of approximately 294 acres, having a broken frontage
of 1575 feet on the southeastern side of Newby's Bridge Road (Rt. 6&~) and
extending southwardly approximately 4700 feet to a frontage of 4400 feet on the
northern bank of Falling Creek, being 1675 feet south of the intersection of
Walmsley BouleVard (Rt. 647) and Newby's Bridge Road.
Mrl Gray states that the Company plans to work on approximately lO-acres in the
middle of this 294-@cres, leaving a wide buffer strip with trees surrounding the
qu&rry.
Mr~ C. Llewellyn presented certain maos showin~ elevations and slopes to the
qu&rry.
Mr. R.P.Sowers, Attorney, representing the opposition raises certain questions
as to the water ta~ble, the drying of wells and states that this is a violation of
all planning and development principles.
Mr. John Thomas, speakinz as a neighboring citizen, presents a petition signed by
188 people in opposition ~nd shes a map indicating the extent of the opposition
t6 the requested quarry.
M~.Porter Vaughan, representing Belmont Land Corporation and Belmont Bills
Cbrporation, states that a]l of the land in the area should be residential and
that the quarry would detract from existing values.
M~.Robt.Wolfe complains of the shock, dust, noise @nd stressed the fact that roads
a~e ntt suited for heavy truck traffic.
Mr. Phil Berger, Vice-President of Vibrateck Engineering Company, which Company
i~s renowned for its measurements of vibrations and present a report of various
Seismograph readings of an explosion of 458 lbs. of explosives and states that
u~p to 4000 lbs. of explosives could be set off with delay and not hurt adjacent
p~oper%y. ~
~r. Ltewetlyn states that blocking would occur from 10 days to two weeks .apart.
Mr.Alffed McCauley, DuPont Sales Engirs~r for explosives, states that the delay of
ohe-fortieth of a second is standard practice in shooting explosives and that from
20 to 30,000 l~s4 of explosives will be used in each shot.
~r.R.~D.Sayre, Engineer,from Froehling & Robertson, presented a series of decibel
readings purporting to show that there would be little noise.
Mr. Wi~ndsley, Production ~lanager, states that the Company will employ Johnson &

Mt. Gray sums up the Company's position, that there will be no dust, smoke,
relatively little vibration and ~oise comparable to existing sounds so therefore

~r. Sowers in ~um~ing up, states that there will be dust of necessity, people
have already experienced the vibration in the pilot explosition, and will be
noise if explogives are set off, that no expert had said that such an operation
will not depreciate the surrounding property and that adequate zoning is provided ~

65-14U. Mr. Henry Stern again comes before the Boa~r~d representing the Izaak Walton
Park, requesting the extension of an existing Use ~ennit to operate a recreational
park with such uses as fire arm ranges, archery ranges, f~shing ponds, picnic
areas and other related uses to operate s~ch a park on a parcel of land of
irregular shape, Being at the terminous of Route 624, approximately2 miles s~uth
of Route 60 and better known as the I~.aak Walton Park, as shown on Map Section 26,~
being parcels 7, 7-1, 7-2 and 8-1 in Midlothian Mazisterial District.
Mr. Britton states that Dr. Martin wished to have this matter postponed for
furth~ study and after much discussion of this entire problem, it is on motion
of [%r. Britton, seconded by Mr.Goyne, resolved that this matter be postponed to
July 29, 1965.
On motion of Mr. Britton, seconded by Mr. Browning, it is resolved that the
Executive Secret~ry of this County is hereby authorized by the Board to accept al~
easements, deeds and conveyances to the County of Chesterfield, Virginia, on
behalf of the Board and to execute a certificate on the face of each instrument
showing the Cou~tyJs acceptance when the form of the instrument has been approved
by the.Commonwealth's Attorney.

of the English Construction Company for the construction of a filter plant on
the Swift Creek Reservoir in the amount of ~9~5,680.00, be, and it hereby is
accepted, sub~ect to a meetin~ with the Consulting Engineers, the contractor
and.the County Engineer for possible revision and explanation of specifications.
