that this Board grants a Use Permit as requested for a term of 5-years and said
Use Permit will continue to be valid if no opposition tosuch use develops, and
if opposition develops, the Board of. Supervisors, at its discretion, will review
the Use permit in light of existing c~rcumstances.
On motion of M~.Browning, seconded by Mr. Britton, it is resolved that at the
request of the School Board, the Treasurer of the County is authorized to transfer
~30,~80.OO~rom the unappropriated surplus of the General Fund to the School Board

On motion of Mr.Browning, seconded by kr.Britton, it is resolved that the
resolution from the School Board requesting $4,O00,000 for capital outlay be
received and filed.
On motion of l~'lr. Britton, seconded by ~,.lr.Martin, it is resolved that the roads
in Deerbourne Subdivision be recommended~for inclusion intothe 5econdary i~oad
Syst em.
This~day the County ~oad Engineer in accordance 'with directions from this Board
made report in writing upon his examination of Netherwood Road in Westlake Hills,
Section 1, Manchester I~sterial District, which shows that in the opinion of
the County ~qoad Engineer it is expedient that s~id road be established as a public
road.
Upon consideration whereof, and on motion of Yir.Britton, it is resolved that

considerat ion.

~. N.B.Welton, representing Mr. Boyer, comes before the Board seeking a Variance
to allow the construction ~f a home on Stroud Lane, which road is not in the State
Secondary System and it was cited that there existed a 50-ft. right of way which
was in fairly good condition at this time. Upon consideration whereof, and on
motion of Mr. Martin, seconded by Mr . Britt on , it is resolved that the Building
Inspector.be authorized to grant a building permit as requested, provided Mr. Boyer
and others agree in writing, to improve said road ~o meet the specifications of the
Highway Department before the house is occupied~
On motion of ~V~r,Browning, seconded by Mr. Britton, it is resolved that this Board
authorizes the purchase of 5.5128 acres of land fronting on the Richmond-Petersburg
Toll ~oad from Mrs. Gertrude B. Harris, at a price of ~800.OO peracre and requests
the Commonwealth's Attorney to take such steps as are necessar~ to have the title
examination accomplished and the Executive Secretary is authorized to pay for and
accept the land upon the presentation of a legally acceptable title.
On motion of Mr .Browning , seconded ~y Y~r.Britton, it is resolved that the sum of

On motion of tz~". Britton, seconded by ~r. Browning, it is resolved that the request
of Mr.J.T.Rose for the employment of a County· Appraiser~ at the salary of ~60OO.O0
be and it hereby is a~proved.
There was read a letter signed by seven families requesting a street light in the
Quail Oaks Subdivision. After a gene~l discussion of other requests for street
lights, it is on motion of Mr.Goyne, seconded by Mr. Britton, resolved that the entire
Board be appointed as the Light Committee with Mr. Browning as Chairman.
On motion of Mr.Britton, seconded by R~r. Goyne, it is resolve~ that this Board
requests t'he Treasurer to transfer the sum of $~O0.O0~to Item 8 in the County
Budge~, from the unappropriated surplus of the General
TM Fund.
On motion of ~ir.Britton, seconded by Mr.Goyne, it is resolved that the Purchasing
Agent be authorized to purchase four (4) mobile radios from the Radio Corporation
of America which submitted the lowest bid.
And be it furth~=_r resolved, that the arrangement with ~'ir. Lowe for the maintenance
of Police radios in the southern part of the County, be~ hereby approved...

be re-appointed tothe Policemen's Pension and Retirement Board until June 30,i96~

years which will expire on June 30~ 1969.
On motion of ~,r. Browning, seconded by ~'r. Britton, it is resolved that since the
County ha~ previously agreed to underwrite the expense of auditing the Richmor~d
[~egional Planning Commission for the 1964-'65 year, that the same Auditor. whi.ch
uadited the Regional Planning Commission last year be authorized to audit the books
for the 1964-'65 .fiscal year.
On motion of i'=.Britton, seconded by Mr. Goyne, it is resolved that the Treasurer
of the County be amd he hereby is requested to transfer the sum of $3000.00 to
the Sewer Operating Fund-lOf from the Sewer Revenue Fund. ~'
On On motion of ~Ir. Goyne, seconded by ~.r. Browning, it is reso!ve.d that this Board
requests the Commonwealth's Attorney to prepare a legal instrument to transfer
the ownership on the old i~.orrisdale Sewer System to the County ~f Chesterfield,
with the provisions recommended by the Engineerin~ Department.
On motion of l..~r. Ooyne~ seconded by ]Qr. Britton, it is resolved that contract
~C-315A for the installation of water and gas to the Park Lee Apartmenzs,
Section 3 be awarded to the Van Doren Construction 3ompany who submitted the low
bid of ~1~,762.00.
On motion of Mr.Martin, seconded by [~{r.Browning, it is resolved that standard
water contract R-70E for the installation of water in the Oxford. Subdivision,
Section E, at a' cost af ~6366.00 be and it hereby is approved.

On motion of ~r.Britton, seconded by Mr.G~yne, it is resolved that the 'County
Engineer's Office be requested to get bids on the installation of a storm
sewer pipe tp serve the subdivision of Haollandale and its surrounding areas, and
the construction of a ditch from said pipe to Rotate #10.
And be it further resolved, that the approximate cost of ~30,000 be divided
between ~20,000 from the General Fund and ~10,000 from the 34 Road Fund, and w~th
the further stipulation that tBe County will add to the length of pipe installed
each year as funds w~ll permit.
On morion of ~'ir. Browning, seconded bM I¥lr.Martin, it is resolved that R~r. Rodney J.
Fringer be and he hereby is employed as the Assistant Purchasing ~Cl~rk at at a
salary of ~6000.00 per year.
On motion of IVir.Britton, seconded by Mr.Goyne, it is resolved that 25 seat-table
combinations be purchased from the Flowers Equipment Company for use in the
Exhibition Building.
It is here noted that Mt.Browning votes "No".
On motion of ~lr. Goyne, seconded by Mr.Browning, it is resolved that this Board
receives and file~ Permit No. 141~ from the State Department of Health for the
construction and operation of a reservoir and filtration plant on Swift Creek.
On motion of N~.Browning, seconded by Mt.Martin, it is resolved that this Board
meets ~he request of the Board of Directors of the Southside Area Mental Hygiene
Clinic to increase its previous $1200.O0 appropriation to ~2133.00.
On motion of ~'~r.Britton~ seconded by Mt. Browning, it is resolved that this Board
requests the Highway Department to install the culverts on Frontier Drive, provided
said culverts are purchased by the property owners~ and the cost of this installation
be charged to the 3¢ Road Fund of the County.
On motion of I¥~r.Browning, seconded by Mr. Goyne, it is resolved that the Taxicab
Ordinance be introduced for public hearing on August 26, 1965.
There was read a letter from Dr. Custis L.Coleman thanking the Board for its
support in his appointment on the Game and Inland Fisheries Con~nission.
