On motion of bir. Apperson~ seconded by i'zr. Browning, it is resolved that the
minutes o'f August 11 and 26, be, and they hereby are approved.
On motion of ~J?r. Apperson, seconded by 3~r. Bro~ming, it is resolved that the
Commonwealth's Attorney be authorized to have the title searched on the property
necessary to be acqui!~ed for the connection of Stratford Road and Bloomfield
[2~ad across the SouthernRailroad.
And be it further resolved, theft if the property can not be acquired that
condemnation of the necessary property be initiated.
On motion of l~lr. Apperson, seconded by ~*r.Browning, it isresolved that the Special
Wate~ Contract A-591_B for the installation of county water in the subdivision of
"~ Gay Farms, Section "B" in the total amount of ~9,986 50 be and it hereby is approved
On motion of Mr. Apperson, seconded by Mt.Martin, it is resolved that the County
Engineer be authorized t~ have the necessary telephone and electric lines
relocated to facilitate the construction of the Swift Creek Water impoundment.
On motion of Mr. Apperson, seconded by fAr. Browning, it is resolved that this Board
reqdests that the American Telephone and Telegraph Company submit .~o ,County
authorities the plans ~ho~ing where the necessary telephone cables will be
constructed, along with its request for permission from the County to cross County
roads with said cable construction. .
On motion of Mr. Apperson, seconded by t~'*r.Browning, it is resolved that the Board
requests the Commonwealth, s Attorney todraw an amendment to the Zoning Ordinance
to control the ins,albion and location of public service corporation facilities
in the County.
On nfotion of fVm.Apperson, seconded by Mr.Browning, the 2'ollowing resolution is
ad op't ed:
BE it resolved by the Board of Supervisors of the County of Chesterfield,
Virginia, in regular meeting assembled that the Chairman of said Board
be and he hereby is authorized to enter into an agreement with the
Atlantic Coast Line Railroad Company~ and to sign same on behalf of
said County, whereby said Railroad Company grants unto said Count~
the r~ght or license tn install and maintain for the p~rpose of a
~ater main, a line of 16-inch cement-asbestos pipe across the right ~f
way and underneath the tracks of the Railroad Company in Virginia State
Route No. 620 near Walthall, Virginia, at a point 800 feet southwestwardly
measured along the center line of Railroad Company's east track from Mile
Post 17; as more particularly described in said agreement, which axreement
is dated AUgust 12, 1965, a copy of wbich agreement is filed with this
Board of Supervisors.
On motion of Mr. Apperson, seconded by Mr. Goyne, it is resolved that the following
sewer contracts be and the same are hereby a~:proved:

It was generally agreed that tha County Engineer should not allow a ~200.00 sewer
connection to Mrs. Alma D. Haley, residing at 1057 Dixon Drive.
On motion of Mr.Goyne, seconded by ~'lr.Martin, it is resolved that this Board
grants a .Variance from the subdivision ordinance to Mr. Chester Harris for the
construction of a dwelling on a private road on 11-3/4 acres off Rt.69~.
It is here noted t~t Mr. Harris has a~reed to construct said road to meet the
minimum s~ec~fmcat~ons of the Highway Department.
On motion of Mr. Britton, seconded by Mr.A~person, it is resolved that the County
Engineer be authorized to proceed as expeditiously as possible, in the most
eCbnomical way, to furnish sewer service for Mrs. Jean Willis at 5542 Jahnke Road
and other houses now adjacent to the sewer line on Jahnke ~oad.
Cn motion of Mr. Goyne, seconded by ~qr. Apperson, it is resolved that this Board
requests the Highway Department to patch the holes in the short road leading to.
the Red Cross Building, off Rt. 14~.
On motion of Mr. Goyne, seconded by ~'~.Apperson, it is resolved that this Board
requests the }iighway Department to accept Pine Street into the Secondary Road
Syst em.
This day the Uounty Road Engineer in accordance wit~ directions from this Board made
report in writing upon his examination of Pine Street in the Locust Grove Subdivision,
in Bermuda District, which shows that in the opinion of the County Road Engineer
it is expedient that said road be established as a public road.
Upon cnnsideration whereof, and on motion of Mr.Goyne, i~ is resolved that Pin~
S~reet in the subdivision of Locust Grove, Bermuda District, be, and it hereby is
established as a public road.
And be it further resolved, that the Virginia Department of Highways be and it
hereby is requested to take into the Secondary Road System, Pine Street, beginning
at a point on Route 706, .15 miles east ofRoute l~3+,and extending southwardly .05
of a mile.
And belt further ~esolved that the Board of Supervisors guarantees to the Virginia
Department of Highways, right of way of not less than 50 feet for this road.
Plat recorded in Plat Book 5, page 274, on June 27, 1947.
On motion of Mr. Britton, seconded by Mr.Goyne, it is resolved that the County Engineer
~ authorized to install sewers to the 75-acres of land owned by Mr.W.S.~inchbeck
in the vicinity of the A.M.D@vis School, with the provision that ]~'~r. Pinchbeck pay
for all off-site improvements, and with the further provision that he be allowed
to recover his connection co~s up to the amount paid for off-site expenses for
the first 5-years. And with the further provisions that the pumpin~ station, if
same is necessary, be placed on a major creek.
It is here noted that the Highway Department hzs notified the County that the
Tomahawk Road has been accepted into the State S~condarv System of roads.
On motion of Mr. Apperson, seconded by Mr. Horner, it is resolved that the Board of
Supervisors requests the Highway Department to add to the Secondary S]~tem of roads,
0.79 miles of road constructed due to relocation of Rt.621, between Int. Rt.702 and
W. Int. Rt. 661. This is shown on sketch prepared by the Highway Department and
dated September 7, 1965, as Section I.
Be it further resolved, that the old road, shown on said sketch as Section II,
length 0.85 miles, be retained in the Secondary System.
There was read a request from the Virginia Electric & Power Company concerning the
improvement of Rt. 615, the same being one of the m~ads to the VirKinia Electric
and Power Company's plant.
On motion of Mr. Goyne, seconded bv Mr.Browning, it is resolved that this Board
requests the Highway Department to study the suggested improvements for Rt.615
as recommended by the Virginia Electric & Power Company officials and to make such
improvements on this road as are possible.
There was r~gd a request from the Appomattox P{ater Authority for approval of the
plan toconstruct the ~am across the Appomat~x ~tiver presently being designed, in
such a way that a bridge could be constructed on said dam. Such~ dditional work
would cost ~23, 270.00 when the dam is built and should be divided between the
counties of Dinwiddie and Chesterfield.
Upon c onsideratiom whereof, and on motion of Mr.Brawning, seconded by Mt.Martin,
it is resolved that this Board approves the plan for constructing a dam with
built-in supports for a bridge and agrees to appropriate the sum of 911,635.00
when the dam is built.
On motion of Mt. Browning, seaonded by I'~lr.A~person, it is resolved that the Secondary
Road Budget for the year 1965-'66 in the amount of ~1,51g,695.00 for'the County of
Chesterfield be' and it hereby is approved.
On motion of ~ir. Goyne, seconded by i~r. Anperson, it is resolved that this Board
~i grant a Variance from the subdivision ordinance to Mr. Herbert Crowder to allow
the construction of one house on Lucia Drive extended, south of SylVania Road.
i! 65-58. Mr . ~ .O .Browning, representing himself and i~r. Claiborne I~awkins, comes
i before the Board again requesting the rezoning from Agricultural and ~esidential-2
'to General Business (C-2) of an irregular shaped parcel o~ land fronting 590 feet
~ Ma~theast .line of Hickory Road lRte. 628), 8gO feet on the northwest line of
. River Road (Rte. 36), 550 feet on the west line of New Road and 570 feet on the
';i southwest line of Woodpecker Road (Rte, 627), with a meandering rear property line
tO the point of ~eginning, which case was deferred from August 2~, 1965.
Mr. Shepherd, Attorney, for the opposition, reada s petition signed by 8 persons
i objecting to the proposed Shopping Center and states that twoother citizens had
not been properly notified. ~'lr.Gates,Oom?,onwealth's Attorney, rules that if '
!i the people are present and have knowledge of the rezoning that the notice
technicality is invalid.
Mr. John Edmonds, Jr. states that his house is four years old and a Shopping Ceq.terl
willdevalue his property.
Mr. Browning, state~ that this is the proper place for a Shopping ~enter and that
the adjacent homes will be increased in value.
Upon consideration whereof, and on motion of I~'~.r. Britton, seconded b/ iqr. Martin,
it is resolved that the aforedescribed property be and it hereoy is rezoned for
General Business purposes.
65-~9. Mr. Douglas Bethel, representing i~(r.R.C.Newman and Jr.J.F.Brandon, Jr. comesi
before the Board requesting the rezoning from Agricultural to Industrial (M) of an
irregular shaped parcel of land consisting of approximately 20 acres, fronting
. 1500 feet along the southern right-of-way of the Southern RR.; also, extending
1650 feet along the northern bank' of Swift Creek, its eastern zoning line being
200 feet west and parallel toOld Mt. Herman Road (Rte. 606) with a 6G-ft. access
to Route 606 opposite Route 671, said parcel being 200 feet west of the crossing
of the Southern RR. and Old Mt.Herman Road, in Midlothian Magisterial District,
and stat~s that great planning has gone into the selection of this site as the
proposed location for Brandon Silo, Inc. and cites further that all adjacent proper~y
owners do not oppose this request.
Mr. Timmons cites the fact that this is spot zoning and the area is growing in
resident ial development.
Upon consideration whereof, and on motion of i,ir.~'~rtin, seconded by Mr. Apperson,
it is resolved that the aforedescribed parcel of land be and it hereby is rezoned
for Industrial purposes.
65-59. Mr.J.K.Timmons, representing the Indian Springs Cormoration comes before
the ~oard requesting the rezoning from Agricultural to Res~dentiai-2 in Dale
Masisterial District of a llS-acre parcel of land of irregular shape, having a
frontage of 960 feet on Hopkins Road (Rte. 637) and its western and northern
boundaries being Indian Spring Branch, Reedy Creek, and Kingsland Creek, being
520 feet south of the intersection of Conifer Road and Hopkins Road; said parcel
also having a frontage of 638 feet on Kingsland Road (Rte. 611), being 2600 feet
west of Hopkins Road, and extending northwardly 3200 feet to Reedy Creek and
better known as the pro.posed subdivision of Indian Springs.
There appearing no one mn opposition to this request, amd the Planning Comm.~ission
having recommended its amproval, it is on motion of ~'r. Apperson, seconded by
Browning, resolved that the aforedescribed parcel of land be and it hereby is
rezoned for Residential-2 purposes.
65-60. ~[r. J.K.Timmons, representing Mr'. ~.S.Pinchbeck, comes before the Board
requesting the rezoning from Agricultural to Residential-2 of a parcel of land
of irregular shape, fronting 300 feet on Newbys Brid~e Road north of Falling Creek
and extending westwardty 1700 feet to a point 300 fe~t south of Falling C[eek,
thence 2150 feet northwardly along the eastern boundary line of Longwood ~cres
Subdivision, thence 1150 feet in a northeastwardly direction to a point; thence
1250 feet in a southeastwardly direction to a point on Old Newbys Bridge ~oad, and
extending ~O0 feet southwestwardly along the western line of Old Newbys Bridge
Road to a point; thenc'e 1500 feet southwardly to a point on Newbys Bridge Road
300 feet north of Falling Creek, and better known as the proposed subdivision of
Bedford in Manchester Magisterial District.
There appearing no one in opposition to this request, and the Planning Commission
havim~ recommended approval, it is on motion of Mr.Britton, s eco~ded by i'dr.
Apperson, resolved that the aforedescribed parcel of land be and it hereby is
rezoned to Residential-2.
65-61. 1,1r. J.K.Timmons, representing l~'ir.W.S.Carnes, comes before the Board
request4ng the rezonir4; from ~gricultural to Residential-2 of a 131-acre parcel
of land~of irregular shape located :.~,~est of the intersection of Turner and Jessup
Roads, and extending westwardly from said intersection 2767 feet, and being parcel
6 on Il'lap Sections 51-6 and 7 of the currentCounty Zoning maps, in Dale Magisterial
District. There appearing no one in opposition to this request and the Planning
· Commission having recommended its approval, it is on motion of },~k~.Apperson, seconded
by l~ir.B_~itton, resolved that the aforedescribed parcel of land be and it hereby is
rezaned for Residential-2 purposes.
65-6~. M~r. Eddie Nugent, representing the Ettrick Athletic Association, Inc.,
comes befor~ the Board'requesting the rezoning from Residential-2 to General
Business (C-2) of a rectangular shaped parcel of land fronting 200 feet on James
Street extended and alsofron~ing 180 feet on a proposed street, said ~s rcel being
1900 feet southwest of Chesterfield avenue, and presently zoned General Buainess
(C-2) for a depth of 200 feet so~thwest of Chesterfield Avenue, in Matoaca Magisterial
District. There appearing no one in opposition to this request, it is on motio~
of Mt. Browning, seconded by ~ir.Apperson, resolved that the aforedescribed parcel
of land be and it hereby is rezoned to General Business.
65-18U.~ Mfs.Dorothy S.Booth comes before the Board requesting a Use Permit to
operate a printing shop in an existing garage on a parcel of land fronting 62 feet
on Upp [Street and extending northeastwardly 238 feet, to an existing 20 foot road;
said parcel being 352 f. eet to the south line of Marty Boulevard, and better known
as 5619[ Upp. Street, and stated that there will be no proposed signs and no enlarge~
ment of~ garage facilities. Upon consider~tion whereof, and on motion of ~.'!r.
Apperso~n, seconded bM I~r.Browning, it is resolved that a Use Permit to operate a
printing Shop on the aforedescribed parcel of land be approved, subject to condition
that the operation be confined to the pre~'ent garage structure, that there be no.
outdoor advertising an5 that t¼e Use Permit be given only to the existing owner
at this location.
65'19U. Mt. Gardner and other officials of the Reynolds ~etals Company come before
the Board requesting a Use Permlt to construct and operate a range for testing
ballistic armor plate, being a 15 ft. by 122 ft. reinforced structure within a
fenced area 1000 feet east of the $.A.L. Railroad and 2000 feet southeast of the
intersection of the S.A.L. Railroad and ~leymet Road (Rt. 605), said area being
wholly.within .the gevnold~ ~ietals Company propert? referred to on Couz.'ty ?oning
~[ap, Section S2, parcel 5, in Bermuda Magistez'ial District.
There a~ppearing no one in opposition to this request, it is on motion of ~,~r. GoyHe,
seconded by ~r.apperson, resolved that a Use Permit to operate a range for ~esting
ballis6ic armor plate be and it hereby is granted to the Reynolds I~'[etals Company
on the aforedescribed parcel of land.
On moti_on of lVlr.Br.itton, seconded by Mr. Apperson, it is resolved that this Boar~
requests the Hiehway Department to survey Bells Road from its intersection with
Rt. 16!~ southwardly and eastwardly to the Richmond Sity Line, and to make some
improvements on said road to facilitate the expanding truck traffic on this road.
Mr. Rcbert ~!orn, ExecutiveDirectcr, of the Richmond ?[e~ional Planning Commission
comes before the Board and presents a revised copy of the work program for
1965-'66. Upon consideration whereof, an~ on motion of ~,'~..~pperson, seconded by
~ir. Browning, the following resolution be adopted:
~'fHEREn~S, the Richmond i~egional Planning Commission had originally reouested the
,Jounty of U, hesterfield to pay ~10,200 as its share in the operation of the
Richmond Regional Planning Commission e~panded to include an industrialization
progra~n~, and
WHEREAS, the County of Chesterfield had not acted on said request, and
WHEREAS, tho Richmond Regional Planning Commission had amended its request to
$5100.00 from Chesterfield County,
NOW, T~E~'Oi~E, ~E IT RE~L~ED, tha~ this Board of Supervisors a~proves the
[equest of the Richmond Regional Planning Commission for an appropriation 'of
~5100.00 as Chesterfield's share in the operating cost of this organization.

requests the ComE~onwealth's Attorney todraft a proposed resolution allowing the
Boar~ of Supervisors to appropriate money from the General Fund of the County to
the vario~s departments and a~encies of theCounty government on a ~uarterly basis.
On motion of Mr. ADperson, seconded by i',~r. Browning, it is resolved that the notice
for franchises involving the ~,.~[inn Bus Lines, Inc. ~nd the Estes Express Lines be
and the same are received and filed with the Board's papers.
On motion of Mt. Browning, seconded by Mr.apperson, it is resolved that the low
bid of the Van Doren ~onstruction Company in the amount of ~20,500.O0 for the
construction of water and sewer lines in the Y-ttrick ~ani~ary District be and it
hereby is accepted.
On motion of Mr.Apperron, seconded by Mr.Martin, it is resolved that the Ens~neering
Department be authorized to install a culvert on Stratford R~ad next to the
Southern RR. so that the road c~n be elevated with fill dirt to facilitate the
crossing of the Southern RR. at grade.

Engineer be amd he hereby is authorized to notify Mr.Ed Garrigan that sewers
on Forest Hill Avenuw ill be available in 18 months, provided connection fees

The Executive Secretary advised the Boar~i that the Federal Government had
appr.~riated the sum of ~336,700 to build an airport in the County of Chesterfield
under certain conditions which calls for the appropriation on the County's part
of approximately ~170,000.00.
Upon consideration whereof, and on motion of Mr. Apperson, seconde~ by i~.Goyne,
it is resolved that industries formerly signifying their interest in this progra~
be contacted for support.
Mr. Goyne speaks a~ainstthe proposed location of the airport at ~.'.~althall Intercha.~ge
and states that the Route 10 site sho~ld be restudied. %~[hereupon, the Chairman
appoints Mr.Goyne and the County Planner to further explOre the Route 10 site.
On motion of i'~r.Browning, seconded by ~[r. Apperson, it is resolved that the request
of i'~'ir. Rose, County Assessor, to attend with his appraisers the Virginia Association
of Assessing Officers' meeting in Charlottesville, Virginia, ba approved.
On motion of ~[r.[~'[artin, seconded by Mr. Goyne, it is resolved that the r~quest of
the SchOol Board of August 25, 1965, along with the accompanying letter of
Dr. Alcorn dated September 8, 1965 for a guarantee of ~14,500 for additional
personnel in the School Board office be approved provided the School Board makes
every effort ~o fit this increased cost into the present School Budget.
On motion of Mr. Goyne, seconded by Mr. Browning, it is resolved that the County
Purchasing Agent be authorized to seek an engineering survey of the fire engine
in the ~gags~aff Fire ~epartment in relation to the condition of the hydraulic
brakes and the necessity for air brakes.

circumferenti@l road adopted by the Board on August ii~ 1965, whic~ change
would locate the new road north of the Courthouse, north of Centraiia Gardens,
