r~'. N.Graves again comes before t~e Board in behalf of a sewer-.connection request.
Upon further consideration of this matter, it is on motion of ~otion of
ApDerson, seconded by l'~ir.Br~ninR, resolved that consideration be deferred until
the Sanitarian who originally worked with l~dr. Graves on this matter can appear
at the Board meeting.
i',ir. Harry ~utledge comes before t¼e Boarc s~.ating that he has a parcel of land
lying south from Rt.60~, a divisionof ~,.~hJch was approved by the Planning Con~T~issii0n
on October 9, 1965, that ?'.e wishes to consti~uct a house on a proposed 50-ft.
road without the necessity of improving this road at this time.
Upon consideration whereof, and on motion of Mr. ~.Tartin, seconded bv I',he.Goyne,
it is resolved that a Variance be gran~;ed to Mr.~utledge to build a home in
approximately the location of Lot ~, provided that if a future development is
contemplated the Plat must be recorded and the roads improved to meet the
specifications of the Highway Deoartment.
~h~.J.F.Lanham comes before the Board seeking a Variance from the Subdivision
Ordinance to allow the sale of a parcel of land north of F~est Hill Avenue
on a proposed 20-ft. right of way, which parcel would be used for business
purposes. On motion of Mr.Browning, seconded by Bir.Fiartin, it is resolved theft
a Variance be ~ranted to Mr. Lanham to allow the sale of one acFe parcel of l~n~,'
in the rear of land located on the north side of Forest hill Avenue appro~imate!y
797.~5 feet west of Chippenham Parkway.
On motion of Mr. Apperson, seconded bM Mr.Goyne, it is resolved that this Board
authorizes the sum of ~20.O0 to be paid to James A.Emory on a claim for the
killing of two pigs by ~ray dogs.
On motion of Mr.Apperson, seconded by ~[r.Goyne, it is resolved that this Board
sign "Assurance of :$ompliance with the Dep~rtment of Defense and Office of
Civil Defense Regulations Under Title VI of the Civil Rights Acts of 196~".

On motion of Mr. Goyne, seconded by Mr.Apperson, it is resolved that the Chsirm~n
and Clerk of this Board be and they hereby are authoriz ed to sign the .,greement
dated September 17, 1965 with the Virginia Electric and Power Company for the
furnishing of electric service to the Chester Intermediate School Addition.
On motion of Mr. Browning, seconded by Mr.Goyne, it is resolved that this Board
grants a Variance from the Building Code to allow Mrs. Florrie Purdie to put in
a permanent foundation on a house trailer at 819 Madison ~venue in Mata~ca.
On motion of ~'ir. Browning, seconded by ~,ir.Apperson, it is resolved .that
Treasurer of the County b~ and he hereby is requested to transfer the sum
of ~5800.O0 from the Ettrick Operating Fund to the Ettrick Debt Service Fund.
On motion of ~,'ir. Apperson, seconded by [d.r. Goyne, it is resolved that the Purchasin~
Agent be and he hereby is authorized to approve the contract fOr,~the installation
of heat in the present !felfare Building at a cost of approximately ~2000.00.
On motion of ~ir. Goyne, seconded by £vlr.A~person, it ia resolved that a letter from
l~r. J.Gordon B~nnett, St~ite ~uditor, approving ~he audit of the County for the year
1964-'65, be fi'led with the Board's papers, and th~;t Mt. Dan ~obinson v,.'ho completed
the audit be requested to r~}eet with the Board on November 22, 1965 at 7:30 p.m.

WHEREAS, on August 1t, 1965 the County of Chesterfield approved a plan for an
outer circumferential roadway to be constructed from Route 31 westwardly and
northwardly to the James River, and amended said plan on September 8, 1965, and
WHEREAS, an explanation of this right of way has been presented to the Highway
Department along with a guarantee that ?5% of the right of way can be obtained
free of charge, provided some action is taken within a reasonable time,
NOW, THEiiEFORE, BE IT RESOLVED, on motion of ~ir. Apperson, seconded by Mr. Goyne,
resolved that this Board of Supervisors requests the Highway Commission to
proceed With the planning of and to program the construction of the outer
circumfer~ential roadway from Rt.95 westwardly and northwardly to the James
River and crossing the James River to an interstate route in Henri¢o, thus
completing the circumfe~ntial by-pass of the City of Richmond.
On motion of Mr. Britton, s~¢onded by Mr.ADperson, it is resolved that a contract
for the installation of water and gas RA-390 in Jefferson '~illage Apartments
in the amount of ~19,420.75 be and the same is hereby approved
On motion of Mr. Britton, seconded by Mr. Apperson, it is resolved that the contract
to install water and gas in the Jefferson ViIlage Apartments be awarded to Linger~
felt and Carpenter, who submitted the low bid.
On motion of Mr. Britton, seconded by Mr. Goyne, it is resolved that the contract
to revise the roads and structures due to the SwiftCreek Reservoir, Contract
W-6&-iB be given toMr. E.G.Bowles,in the amount of $211,585.00.
On motion of Mr. Apperson, seconded by Mr .Britt on , it is resolved that the following

There was a short discussion held concerning the signing of ~.he contract with thei
Virginia HousinE Corporation for sewer connection charges to a group of apart- ,
ments. No action was taken on tkis n~tter and it was delayed for further consid~eration.
On motion of Mr. Goyne, seconded by Mr. Britton, it is resolved that this Board
accepts title to.the i~orrisdale Sewage System which calls for the payment of
~6000.00 as the County's cost of this entire facility.
On motion of ~ir. Goyne, seconded by Mr. Apperson, it is resolved that the Chairmar~
and Clerk of this Board be and they hereby are authorized to sign a deed of
easement from the Richmond-Petersburg Turnpike Authority in the vicinity of the
Willis Road.
On motion of Mr. Britton, seconded by Mr.appmrson, it is resolved that this Board
authorizes R.Stuart Royer & Associates, Consulting Engineers. to prepare plans
for the installation of sewers for certain sections of Falling Creek.
On moti. on of ~r.Goyne, seconded by Mr.Britton, it is resolved that the County
Engineer be and he hereby is authorized to allow the sewer connection of the
Harwell Hardware and the Sanford's Grocery Store to be waived since these
facilities were connected to an existing sewer line before the Chester lagoon
was constructed. ·
On motion of }4r. Goyne, seconded by N~r.Britton, it is resolved that this Board
grants a Variance from the Subdivision Ordinance to allow Mr.R.A.Dillon to
construct a home on a right of way serving a new Church on the Harrowgate Road,
provided sai~ Church grants ~o Mr. Dillon a perpetual easement for access to
the property. ·
On motion of Mr.Britton, seconded by Mr.Goyne, it is resolved that this Board
grants a Variance from the Subdivision Ordinance to Mt. Clarence Harris to
allow him to move his present dwelling a distance of approximately 50 feet
due to the circumferential road, Rt.892, coming through his property,, just
'south of Rt.60.
On motion of Mr. Britton, seconded by Mr.Goyne, it is resolved that the street
lights requested by the Tower Construction Company, ~rs. James M. Olinger and the
request of Mr. Goyne on Treely Road be referred to the Light Committee.
On motion of ~;~..Apperson, seconded by ~ir.Rlartin, it is resolved that this Board
apprOves the request of the Police Chief, E.P.Gill, for the appointment of
Mr. John F.Bellamy, Jr. as Police Dispatcher.
On motiOn of I~r.Britton, seconded by M~r. Martin, it is resolved that on the
recommendation of the Building Inspector, the Commonwealth,s Attorney is requested
to draft a Heating Ordinance to regulate the installations in new construction in
the County.
On motion of Mr. Apperson, seconded by Mr. Britton, it is resolved that the proposed
Taxicab Ordinance again be deferred until November 23. 1965 at 2:00 p.m.
On motion of Mr. Apperson, seconded by Mr. Britton, it is resolved that the low bid
f~om the Standard Parts Corporation for the installation of air brakes on the
Wagstaff Fire Department's pumper in the amount of $1885 50 be and it hereby is
approved. '
On motion of Mr. Britton, seconded by'Mr. Apperson, it is resolved that the low bid
of the Richmond Rubber Company in the amount of $18,28&.91 for the construction ~
of a pumper and equipment for the ForeSt View Fire Department me and it hereby is
accepted.
On motion of Mr. Apperson, seconded by Mr. Britton, it is resolved that this Board
authorizes the use of the County Exhibition Building by the Colonial Bassett Club
oh November 28, 1965 at the standard price of $15.OO.
On motion of Mr. Apperson, seconded by Mr.Goyne, it is resolved that this Board
requests Mr. Forberg of the State Department of Taxation to assess the minerals
and mineral land in the CoUnty of Chesterfield according to Section 58-774.2
of the Code and to advise the County officials of the extent of the mineral
rights in the County.
On motion of Mr. Goyne, seconded by Mr. Apperson, it is resolved that this Board
requests the Highway Department to investigate the necessity of installing a
"Stop and Go" light at the intersection of Rt. 10 and Rt. l&&.

Travel-Trailer Ordinance be referred to the Planning Commission for recommendation,
