Dr. Roy Alcorn,Superintendent of Schools of Chesterfield County invites the Board
of Supervisors to visit the City of Chesapeake with the School Board on November 19,
1965.
' On motion of Mr. Apperson, seconded by Mr.Braning, it is resolved that the minutez
.1 of October 28, 1965, be and they hereby are approved.
The Rev . Calhoun of the Harrowgate Baptist Church comes before the Board seeking
some consideration in the problem of serving water to this Church. After much
consideration of this matter, itis resolved on motion of Mr. Goyne, seconded by
Mr. Britton, that the Harrowgate Baptist Church be requested to contribute the sum
of $1OO0.00, which would pay for one meter to the Church and Parsonage, plus the
Church's share in a 6-inch water line on North Street from the HarrowgateRoad.
On motion of Mr. Apperson, seconded by Mr. Britton, it is resolved that the Standard
Water Contract A-5~9-D for the installation of water in Beechwood, Section "D",
in the amount of $6171.25 be and it hereby is approved.
On motion of Mr. Apperson, seconded by Nir. Britton, it is resolved that the Treasurer
of the County be and he hereby is requested to transfer the sumof $10,O00.OO from
the SewerService Installation Fund to the Sewer Improvement, Replacement and
Ext en si on Fund.
There was read a letter from Mr.Roy Ash, City Manager, of the City of Petersburg,
citing the fact that the water contract with the City would terminate this month
and that since the use of the water from the Appomattox Water Authomity was imminent,
a suggestion was made that the provision of the present contract be extended until
such time as the Appomattox Water Authority could furnish the County an adequate
supply of water. . Upon consideration whereof, and on motion of Mr. Browning,
seconded by ~.Aoperson, it is resolved that this Board azrees with the proposal
of the City of Petersburg with the understanding that the County reserves the
Eight to negotiate with the City of P~tersburg at some future time if the continue~
use of the Petersburg water would benefit the County.
On motion of Mr.Britton, seconded by Mr. Goyne, it is resolved that the recommendation
of the County Engineer for the construction of two one-million gallon overhead
tanks, one at Chester and one at Robious along with the extension of short sections
of line to tie said two tanks into the County water system adequately and to improve
the distribution facilities in Chester and on Rt. lb4, be and it hereby is approve~.
On motion of Mr. Britton, seconded by Mr.Browning, it is resolved that the County.
Engineer be authorized to construct a building at the sewerage treatment plant at
a cost of aoproximately $4000.00, which building would cover the sludge distributiSn
center.
There was cited the fect that the SwiftCreek impoundment was progressing, that a
meeting had been held with the property owners in the area and that some concern
had been expressed as to the height of the culvert underneath Woolridge Road.
Upon consideration whereof, and on motion of Mr. Martin, seconded by Mr. Britton,
it is resolved that the County Engineer be requested to investigate the cost of
raising one of these culverts so that the passage of boats may be facilitied.
There was cited the feat that Treely Road had been accepted by the Highway Depart-
ment into the State Secondary System of roads.
This day the County Road Engineer in accordance with directions from this Board
made report in writing upon his examination of FlorenceAv~nue, Sir Fey.ton~ Drive,
Austin Road and Cornwall Lane, in Prestwould Farmp, Section "A", Bermuda District,
which shows that in the opinion of the County Road Engineer it is ~xpedient that
said roads be established as public roads.
Upon consideration whereof, and on motion of Mr. Goyne, it is resolved that
Florence Avenue, Sir Peyton Drive, Austin Road and Cornwall Lane in Prestwould
Farms, Section "A", Bermuda District, be, and they h'ereby are established as public
roads.
And be it further resolved, that the Virginia Department of ~ighways be, and
it hereby is requested to take into the Secondary R~oad System, Florence Avenue,
beginning at the intersection of Routes 72~ and 240? and extending southwestwardly
.1~ miles to Cornwall Lane; Sir Peyton Drive, beginning at a point on Route 691,
0.05 miles northeast of Route 867 and extending southeastwardly .12 miles to
Florence Avemue; Austin Road, beginz~.ing at a point on Sir Peyton Drive .08 miles
southeastwardly~of Rt.691 and extending southwestwardly ~07 miles to Cornwall
~ane; Cornwall ~ane, beginning at a point on Austin Road,.O? miles southwest of
Sir Peyton Drive and extemding southeastwardly .16 miles to Florence Avenue.
These roads serve o houses.
And be it further resolved, that the Board of Supervisors guarantees to the Virginia
Department of Highway 50-ft. rights of way for these roads. Plat recorded in
Plat Book 14, pages 66 and 67, ~iay 14, 1965.
This day the County Road Engineer in accordance with directions from this Board
made report in writing upon his examination of Clovis Street in the subdivision~
of Crescent Park, in Bermuda District, which shows that in the opinion of the
County Road Engineer it is expedient that said road be established as a public roe d.
Upon consideration whereof, and on motion of )~r. Goyne, it is resolved that Clovis~'
Street (formerly LaSalle Street), in the subdivision of Crescent Park, in Bermuda
District, be and the same is hereby established as a public road.
And be it further resolved, that the Virginia Department of Highways be and it
hereby im requested to take into the Secondary Road System, Clovis Street(formerly
LaSalle Street), beginning at a point on Rt. 1621, .06 miles east of Rte. 115 and
extending southwardly .10 mi~es to Severn Avenue. This road serves 4 houses.
And be it further resolved, that the Board of Supervisors of Chesterfield County
guarantees to the Virginia Departmeni of Highways, rights of way of not less than
50 feet for this road. Subdivision recorded in Plat Book 4, pages 110 and ill,
on ~ay 25, 1928.
There was read a report from Sgt. J.A.Simmons concerning the recommendation on
the parking problems on Rts. 10 and Iii, which report was ordered received and
fil ed.
There were read ~etters from the Highway Department concerning the planning of the
circumferential roadway in the County. Upon consideration whereof, and on motion
of Mr. Apperson, seconded by Mr. Browning, it is resolved that this Board requests
the County's representatives to the State General Assembly to help in every way
possible the construction of the circumferential roadway, which begins at the
intersection of Rt. 295 and Rt. #1 and continues westwardly and northwardly to
the James River, just east of Powhatan County Line.
Mfs.Albert E.R~cEants, representing the Junior ~oman's Club of Chester comes
before the Board to disc'uss the need for sidewalks on Osborne Road and presents
Mrs. Charlene Bicking, who points out various statistics on the need for sidewalks
in the area. There was presented a petition signed by a number of citizens
in the area requesting sidewalks.
~r.R.V.Lancaster, Resident Engineer, states that an estimate on installing
sidewalks, including acme grading would be $4.00 per foot for a four foot wide
si d ewalk.
Mr. Apperson suggested that the Police Dep~tment, Highway Department and County
representatives study the situation in all parts of the County, whereupon,
Mr. Goyne moves, that up to $15,000.00 be appropriated for sidewalks .and the
Highway Department be requested to match said amount. ~'~r. Apperson seconds the
motion with the provision that each Supervisor suggest to the Highway Department
the sidewalks in his district so that they will be included in next year~s
budget.
Mr. Goyne accepts the amendment to his m~tion, whereupon a vote was taken and all
vote Aye.
On motion of Mr. Aoperson, seconded by I~'[r. Goyne, it is resolved that this Board
ask the Highway Department to restudy the s:oee~ limit on Osborne Road, between
Rts~. l0 and 1, to reduce the speed limit to~ 30-mph.
There was read a letter from the ]~orthington Farms area requesting something
further be done to the drainage ditch in this area. VJhereupon, Mr. Lancaster
stated that he would continue the study and will correct any problem that may
ari se.
Mt. Browning questions Mr. Lancaster concerning the plans on Halloway ,Avenue.
Whereupon ~ir. Lancaster states that work cannot start until the snring of 1966.
On motion of ~r. Browning, seconded by Mr. Apperson, it is resolved that the School
Board be requested to make a study of Hickory Road in front of the Matra High
School to ascertain the n~.ed for flashing signals.
On motion of Mr.Browning, seconded by Mr. Britton, it is resolved that the following
Ordinance be adopted:
AN ORDINANCE to provide for the payment of real estate tax levied
on property ~n ~hesterfield County, Virginia, in installments on
June 5 and December 5 of each tax year beginning with the year 1966
and to prescribe penalties for non-payment thereof.
BE IT ORDAINED BY THE BOARD OF SUPERVISORS OF GHESTERFIELD COUNTY,
V. IRGINIA:
That for the calendar year 1966 and each calendar year thereafter, the tax
levied on real estate situated in the County of Chesterfield shall be due and
payable in equal installments, the first installment being due and payable on
June 5 of each calendar year and the second installment being due and payable on
DeCember 5 of eaCh calendar year. Any person failing 6o pay any such installment
of taxes on or before the due date shall incur a penalty thereof of five percentum{5%),
which shall be added to the amount of taxes or levies Rue from such taxpayer on
such installment, which, when collected by the Treasurer, shall be accounted for
in. his settlements.
The Treasurer shall give notice a reasonable time prior to June 5 of each calendar
year by publication in a newspaper of general circulation in the CountM of Chester-,,
field that he is prepa~red to receive at his office fifty percentum (50~) of the
real estate taxes from any taxpayer charged therewith prior to the sixt~ day'.of
June of such year, without penalty.
The Treasurer shall give notice a reasonable time prior to December 5 of each
calendar year by publication in a newspaper of general circulation in the County
of Chesterfield that he is prepared to receive at his office the remaining fifty
percentum {50%) of the real estate taxes from any taxpayer charged therewith prior to
the sixth day of December of such year, without penalty.
NothinK in the foregoing provisions of this ordinance shall be construed to prohibilt
the payment of the ~hole of the taxes levied on real estate by any taKpayer in one
sum at any time; provided that any penalty and interest that may have accrued on
the whole or any part thereof at the time of payment as provided herein be paid
therewith.
Any such taxes that remain unpaid on December 6 of the current year shall be
delinquent and shall be s~bject to interest and be collected as prescribed by the
staSutes of the State of Virginia.
This ordinance shall be in full force and effect from and after its passage as
provided by law.
Whereupon Mr. Richard Gayle raises certain questions as to the neces~ity of
accelerating tax payments and a~ain if any General ~und money of the County will
go into the development of the' water reservoir at S~ift Creek.
A vote being taken on thematter, all voteAye except Mr. Goyne who votes No.
WHEREAS, it appears that counties do not have the right to impose certain taxes
which cites in the State of Virginia may impose, and
WHEREAS, the General Assembly may impose certain new taxes in the forthcoming
session,
NOW, THEREFORE, BE IT RESOLV ED, on motion of Mr.Apperson, seconded, by Mr. Goyne,
that this Board of Supervisors requests the Chesterfield County representatives
to the General Assembly to actively support lesislation to give the counties in
the State of Virginia the same taxin~ rights as the cities enjoy.
On motion of ~r. Britton, seconded by Mr. Apperson, it is resolved that the followiRg
appropriations be and the same are hereby made for the month of December, 1965,
from the f~nds and for the functions or purposes indicated in the amount of

There was presented a jail report which report is ordered received and filed.
The Executive Secretary explained certain actions concerning the proposed airport
in the County of'Chesterfield and cited the fact that Fort Lee officials had
requested a 90-day period in which to study the possibility of some combined
action~
On motion of ~r. Britton~ seconded by N~r.Apperson, it is resolved that the Federal
Aviation Agency be requested to extend the deadline from March 15, 1966 Co
approximately June 15, 1966.
On motion of Mr.Apperson, seconded by Mr. Browning, it is resolved that the bill
of Dulaney & Robinson for the County audit in the amount of $11,120.00 for the
General County Fund and $1865.00 for the Utility Department be and they hereby
are approved for payment.
There was read a letter from the Meadowbrook School thanking the Chief of Police
for his many fine services in connection with the Youth of theSounty.
On motion of Mr. Apperson, seconded by Mr. Goyne, it is resolved that this Board
recess for lunch.
Reconvening:
Mr.proffitt, representing Mr. Lewis Martin, who is representing the opposition
to the Zoning case 65-73 wishes a 3-day delay. Whereupon, Mr.W.S.Finchbeck
stated that a delay would seriously handicap his operation and it was generally
agreed that the case be heard.
65-66., M~.David M~y, Jr. requests the rezoning from Agricultural to General
Business (C-2) in Manchester Magisterial District, of a parcel of land of irregular
shape, fronting 150 feet on Route 360 and extending southeastwardly 328 fee~, heine
approx~imately 400 feet southwest of the intersection of Route 360 and Walmsley
Boul'~vard.~ There appearing no one in support of this proposal, it is on motion
of ~,~.Apperson, seconded by Mt. Browning, resolved that the above request be and it
hereby is denied.
65-73. Rlr,~g.S. Pinchebeck, comes before the Board, representing the Broad Rock
Land Corporation, requesting t~e rezoning from Local Business (C-i) to General
Business (C-2) and also a Use Permit to operate an automatic laundry and a dry
cleaning plant on a rectangular shaped parcel of land fronting 80 feet on Broad
Rock Road (Route 10) and extending westwar~ly 200 feet, being approximately 1OO fe~t
northeast of Kinsley Avenue in Manchester Magisterial District.
M~. Pinchbeck states that it is hoped that the proposed laundry and dry cleaning
plant can be in operation in thirty days. ~:
Mr. Proffitt states again he is not prepared to present the opposition because Mr.
Lewis Martin has been taken to the hospital.
Whereupon, Mr. Martin, Mr.Goyne and Mr.Apperson state they wish to postpone the
hearing of this request, it is on motion of Mt. Martin, seconded by Mr. Goyns ,resolved
that this matter be postponed to November 23, 1965.
65-74. Mr.W.S.Pinchebeck, representing the Broad Rock Land Corporation, requests,
the rezbning from Residential-2 to General Business (C-2) of a parcel of land of
rectangular shape, fronting 55 feet on Hull Street and extending southeastwardly
152 feet, being 130 feet southwest of Spaine Street in Manchester Magisterial
District.
There appearing no opposition to this request, it is on motion of Mr.Britton,~
seconded by ~r. Ma~tin, resolved that the aforedescribed parcel of land be and it
hereby~is rezoned to General Business.
65-75. Mr.C.W.Schremp, representing the Woodstock Home ~nd Land Company, Inc.,
comes before the Board requesting the rezoning from Residential-2 to General
Business (C-2) of a p2rcel of land of irregular shape, fronting 70 feet on Hull
Street Road (Rte. 360) and extending southeastwardly 125 feet, being approximaDely
200 feet north of Decatur Street, and located on the eastern line or McGuire
Circle.. There appearing no one in opposition to this request, and the Planning
Commission having recommended approval, it is on motion of Mr.Britton, seconded by
Mr. Browning, resolved that the aforedescribed parcel of' land be and it hereby is
rezoned to General Business.
65-76. Mt. Graham Jennings, representing Mrs. Gertrude Levey, comes before the
Board, requesting the rezoning from Residential-2 to General Business'(C-2) of a
rectangular shaped parcel of land fronting 260 feet on Hull Street Road and
extending southeastwardly 155 feet, being 185 feet southwest of Spaine Street.
There appearing no one in opposition to this reouest and the Planning Commission
havinE recommended approva] . it is on motion of Mr.Britton, seconded by Mr. Goyne,
resolved that the afcredescribed parcel of land beand it hereby is rezoned to
General Business.
65-77. M~.Douglas W oolfoik, representing the Shenandoah Corporation, comes
before the Board requestf~ng the re~oning from Agricultural to General Business
on a 1.15 acre parcel of land of irregular shape fronting 25g feet on the Midlothiam
Turnpike (Route 60) and extending 25~ feet southwestwardly, and also fronting 183 feet
on the western line of North Arch Road IRte.6?2t being west of the intersection of
Routes 60 and 672, in Midlothiam Magisterial District.
Mr. Harold Cole discusses the need for the possible widening of North Arch Road.
M~. Mayo cites the fact that the County School Board may acquire property on this
road or in this vicinity for a school site.
On motion of Mr.Bro~ning, seconded By Mr. Martin, it is resolved that n. his matter

65-80~ Mr. Graham Jennings, representing Mr. James C. Lunsford, comes before the
Board requesting the rezoning from Agricultural to General Bu.~iness (U-2) of an
irregularly shaped parcel of land consisting of 1.7 acres and having a frontage
Of 572 feet along the northern line of Route 360 and having an average depth, of
1~3 feet, being approximately 900 feet east of Genito Road {Route 60~) in Midlothian
Magisterial District.
?~hereas, ~. Speeks does not oppose the requested rezoning but does speak against
the size of the property. It was poinoed out that the Planning Commission
recommended approval of this rezoning, with a limited use tooffice buildings,

the County Planner. Upon consideration whereof, and on motion of Mr. Martin,
seconded by Mr. Goyne,it is resolved that the aforede~cribed parcel of land be

65-22U. )'~r.R.P.Sowers, Attorney, representing M~r. George W. Gray,comes before the
Board requesting a Use Permit to operate a cleaning establishment on a parcel
of land fronting 190 feet on Huguenot Road (Route 1~7) and extending northwestwardly
220 feet~ being 137 feet northeast of Bon (leks Lane, in M~idlothian Magisterial District.
Whereupon, Mr.Martin states there has been some opposition to this request in the
area and requested some extension of time for further consideration of this request.
On motion of Mr. Martin, seconded by Mr. Goyne, it is resolved that the Use Permit
for the operation of a cleaning establishment on the aforedescribed parcel of land
be and it hereby is granted, subject to the approval of Mr.~":artin by November 12,
1965.
On motion the following named men are appointed as Chesterfield's representatives
to the Board of the Appomattox Basin Industrial Commission:
Mr. H.O.Browning and Mr. M. W. Burnett on the Executive Board.
Mr. Raymond Britton, Mr.Ed Fraker, Mr. John Daffron, Jr.and
Mr. D.C.Phillips on the Board.
On motion of Mr.Apperson, seconded by Mr. Browning, it is resolved that the reques~
of the Chesterfield County Museum Committee for the use of the large room on the
first floor of the old jail building as a County Museum be and it hereby is
approved.
~nd be it further resolved, that the County render such help as is possible in
transporting an Indian canoe from Ivlatoaca to Chesterfield Courthouse.
On motion of Mr. Apperson, seconded b,¢ Mr. Britton~ it is resolved that a Variance
be granted to ~.O.H, Vaughan at 5911 Ironbridge Road to allow the construction
of a dwelling facing ~t. 10 and in front of his existing dwelling, with the
provision that Mr. Vaughan does not sell the one building et a time.
The ~hairman appoints Mr.I~']artin, Mr. Browning ~nd '~he Executive Secretary as a
Committee to meet with ~he Chesterfield-Colonial Heights Bar Association to
discuss the possible need for additional court quarters.
On motion of Mr. Apperson, seconded by Mt. Browning, it is resolv~ that the
following Ordinance be tntroduced and advertised for consideration on December 8,
1965:
aN ORDINANCE to repeal Sec. 12-4 of the Code of the County of
Chesterfield, Virginia, to eliminate the fee charged for
the issuance of trailer licenses, and to amend Section 12-5
to provide for a penalty of five percent (5%) to be added to the
tax if not paid when due and providing for interest on any
unpaid tax and penalty at six percent (6~) per annum beginning~
one month from the time the tax is due.
Mr. P~inter, County Engineer, described to the Board some of the salary problems
existing in the classification of Draftsmen and Assistant Engineers. Upon
consideration whereof, and on motion of Mr.Goyne, seconded by Mr.Britton, it is
resolved that Mr. Painter be authorized to seek the employment of two draftsmen
under the ~alary schedule outlined to the Board and recorded with the Board's
pa pers.
On motion of Rir. Goyne, seconded by ~]r.Martin, it is resolved that the salary of
M~r. Calvin Viar be raised to $524~.00 per year and the salary of ~essrs. Hundley
and Richardson be raised to ~3720.00 per year as of January 1, 1966.
This day the County Road Engineer in accordance with directions from this Board
made report in writing upon his examination of Florence .~venue, Sir Peyton Drive,
Austin Road and Cornwall Lane, in Prestwould Farms, Section "A", Bermuda District,
which shows that in the opinion of the C.~unty Road Engineer it is expedient !~2~at s~id
road be established as a public road.
Upon consideration whereof, and on motion of Mr. Goyne, it is resolved that Florencs
Avenue,Sir Peyton Drive, Austin Road ~nd Cornwall Lane in Prestwould Farms,
Section~A", .BermUda District, be and the same are hereby established as public roads.
And be it further resolved, that %he Virginia Department of Hishways be and it
hereby is requested to take into the Secondary RoadSystem, Florence avenue, beginning
at the intersection o~' 1'~ utes 726 .~nd 2407 and extending so~at, hwe~twardly .t& miles!
to Cornwall Lane; SirPeyton Drive, beginning at a point on Route 691, .05 miles
northeast of Route 867 and extending southeastwardly .12 miles to Florsnce Avenue;
Austin Road, beginning at a point on Sir Peyton Drive .08 miles southeastwardly
.of Rt.691 and extending soutbwestwardly .07 miles to Cornwall Lane; Cornwall Lane,
beginning at a point on Austin Road .07 miles southwest of Sir Peyton Erive and
extending southeastwardly .16 miles to Florence Avenue. These roads serve 6 houses.
And be it further resolved that the Board of Supervisors guarantees to the Virginia
Department of Highways 50-ft. rights of.way for these roads. Plat recorded in
Plat Book 14, pages 66 ~nd 67, i~'lay 1 4, 1965.
