Pursuant to the election heretofore held on the llth day of ~'lay, 1965 providing for the issuance of Ten Million Dollars (~10,000,000) of general obligation bonds of Chesterfield County for school purposes, and pursuant to the resolution of the County School Board of Chesterfield County heretofore adopted on the 15th day of December, 1965, ree, uesting the issuance of the Ten Million Dollars (t~10,000,000) bonds for said purposes, a certified copy of which resolution has been filed with the Clerk of the Board of Supervisors, there shall now be issued for sai~ purposes, a certified co~y of which resolution has been filed with the Clerk of the Board of Supervisors,there shall now be issued for said purposes Ten Million Dollars (10,000,000) School Bonds of Chesterfield County, Virginia~ to be dated February 1, 1966, all of ssid bonds to be of the denomination of Five Thousand Dollars each, numbered from one(l) upwards, and to mature serially in numerical order, without option of~ prior redemption by the County of Chesterfield, Five Hundred Thousand Dollars (~500,000) bonds on February 1 in each of the years 1967 to 1986, inclusive. Said bonds shall bear interest payable semi-annually February 1 and August 1 at such rate or rates, not exceedin~ six per centum (6[~) per annum as may be fixed at the sale of said bonds. Both principal and intezest of said bonds shall be payable at the Central National Bank of Richmond, Yirginia, or at The Chase Manhattan Bank, N.A., New York, N.Y. at the option of the holder thereof. 2. Dance come before the Board presenting further petitions for improving Rt. 653, between Rt. 360 and 60, especially in the general vicinity of their home where nmmerous accidents have occurred. Upon considera- tion whereof, and on motion of Mr. Goyne, seconded by ~lr. Martin, it is resolved that this petition be received and the Board oublicly thanks Mr. and Mrs. Dance for presenting the petitions this date [nd previous dates with a total number of signers on said petitions exceeding 600. Upon further consideration and on motion of [qr. I'~iartin, seconded by [~ir. Goyne, it is resolved that a delegation of this Board consult with l~ir. Blundon of the Highway Department concerning the possibility of scheduling at an early date, improvements on Rt. 653 or any other road in similar condition. On motion of Mr. Goyne, seconded by Mr. Britton, it is resolved that this Board accepts the low bid of ~3600.00 from the Central National Bank to be ~'~ 000,000 Bond sale. Tucker Carlton, Architect, for the awarding of the remodeling of the Old Finance Building for use by the Welfare Department, to Frank B. McAllister, Inc. who submitted the lowest of 9 bids received, which : bid being in the amount of ~36,790.00, be and it hereby is approved. On motion of i',lr. Goyne, seconded by ['."ir. There was presented a letter from the ReSident Engineer, [,.ir. R. V. Lancaster, III, citing the status of construction plans on the southern endl of Hailoway Avenue. On motion of }'ir. Goyne, seconded by }dr. Britton, it is resolved that the letter be received and a copy sent to ~'ir. Browning, Supervisor of the area. ~[rite resolutions on roads in Worthington Farms and Coxendale Subdivision reauest- ing treat same be taken into the State Secondary System: This day the County Road Engineer in accordance with directions from this Board made report in writing upon his examination of i~icDowell Road, Erhart Road~ Montague Road, Pierpont Road and Clisby Road in the Subdivision of ~fforthington Farms, Section "F", }lanchester Magisterial District, which shows that in the opinion of the County Road Engineer it is expedient that said roads be established as public roads. Upon consideration whereof, and. on motion of }ir. Britton it is resolved that ?,~cDowell Road, Erhart Road, ~ontague Road, Pierpont ~oad, and Olisby Road in the subdivision of Worthington Farms, Section "F", ~danchester District, be and they kere0y are established as public roads. And be it further resolved, that the Virginia Department of Highways be and it hereby is reauested to take into the Secondary Road System, ~cDowell Road, beginning at the intersection of Routes 2330 and 2390 and extending south- wardly .07 miles to Clisby Road; Erhart Road, beginning at the intersection of Rts. 2330 and 2390 and extending eastwardly .13 miles to Pierpont Road; Nlontag~ Road, beginning at the end of Rte. 226~ and extending soutnwardly .0~ miles to Erhart Road; Pierpont Road, beginning at the end of Rte. 2289 and extending southwardly .10 miles to Clisby Road; Clisby Road, beginning at the end of Route 2331 (Schloss Road) and extending eastwardly .29 miles to Piermont Road. These roads serve 15 homes. And be it further resolved that the Board of Supervisors guarantees to the Virginia Department of Highways 50-ft. rights of way for these roads. Plat recorded in Plat Book 11, page 60, on September 1~, 1959. There was read a letter from l~'ir. R.V. Lancaster, III, l:fesident Engineer, citing the fact that a study of the accident data analysis and directional traffic count analysis does not warrant a ~'Stop and Go" traffic signal at the inter- section of Rt. 10 and 1~%. Upon consideration of Mr. Lancaster's letter and with full knowledge of the existing hazards as evidenced by numierous near accidents in recent weeks, of the complaints of the general travelling public in the area, and with due regard to the mushrooming growth in this immediate vicinity, the Highway Department is hereby requested to install a '~Stop and Go~ light at the inter- section of Rts. 10 and lg6. ~lhereas, the citizens in the C~ester area have presented numerous complaints concerning the lack of parking facilities at 'the Federal ]i~uilding in Chester, and ~ Whereas, no planswere presented to County officials for approval, which resulted in an obvious violation of the Zoning Ordinance with respect to the amount of parking space provided, Now, Therefore, Be It Resolved on motion of [','ir. Goyne, seconded by ~.ir. Browning, that this Board reouests the General Services Administration to provide more parking spaces for the citizens visiting'the Federal Building in Chester. On motion of Mr'. Britton, seconded by kr. Browning, it is resolved that the reouest of the Bermuda Optimist Club be z'eferred to the Supervisor of the area. On motion of [',~[r. Britton, seconded by ~r. Govne, it is resolved that contract AR-396 for the installation of water in the ~?estover South for a total amount of ~10,080.50, be and it hereby is approved. On motion of Mr. Goyne, seconded by kr. Britton, it is resolved that the County .accepts a water system installed in the Lunswood Subdivision, on the reco~en- dation of the County Engineer. On motion of Mr. Britton, seconded by ~ir. Browning, it is resolved that the following Sewer contracts be and they hereby are approved: s-65-19D s-65-27~ - Westover South - Warwick Apartments, Sec. 1 On motion of Mr. Britton, seconded by L~r. Goyne it is resolved that this Board aDproves the Agreement, dated October 6, 1965, between the Virginia Housing Corporation and the Connty for constructing sewer Service 'to the l~roperty along Forest Hill Avenue, east of Thompson School. On motion of ~ir. Britton, seconded by ~r. Browning, it is resolved ohat the contract 6102-6 for the installation of sewer lines in the Chesterwood-Alice Heights area be and it !)erebf is.awarded to the Van Doren Construction Company in the 'tot~i~l amount of ~77,97~.20. On motion of Mr. Britton, seconded by N~r. Goyne, it is resolved that the Treasurer of the County be and ~e hereby is re~'uested to transfer fror~ the Sewer kevenue Fund to the Sewer Sebt £und the sum of %$5,!03.~0. And be it further resolved, 'that in the future as of the first day of each month, beginning January 1, 1966, transfers from the Sewer l~evenue Fund to the Sewer Debt Fund be made as necessary monies are required. There was presented a letter from'the Buildinss and Grounds Co~ittee of the Technical College, accepting the offer of the County to ins:tall sewers to the new Technical College site, provided the College pays a connection fee of ~68,887.50 for the ~ame, being the usual charge of ~1250.O0 per acre. On motion of Mr. Goyne, seconded by Mr. Britton, it is resolved that this Board accepts the Agreement reached ~,~ith the Technical College and agreed to proceed with the construction of sewer facilities as fast as possible. On Motion of Mr. Martin, seconded by [~r. Britton, it is resolved that this Board amends the resolution of November 23, 1965, co~cerning the Zoning Case 65-22 which involves certain limitations on the properties owned by Mr. George Gray on Rt. 1%7 to the extent that there be added "or and comparable uses within the same building~'. On motion of l<r. Goyne, seconded by i<r. Britton, it is resolved that this Board accepts the low bid of '~i20,965.31 submitted by the ~,iationwide Insurance Company for the County-ovs~ed fleet insurance. On motion of h~r. Browning, secor~ded by Hr. ~lartin, it is resolved that the Contractor who performed the work on Main Street in Ettrick be recuested~ remove the materials from the property of ~<r. N.E. Pond. On motion of Nit. Browning, seconded by i~'~. }~artin, it is resolved that the County Engineer be reouested to study the feasibility of extending water lines on Piedmont Avenue. ~ Mr. Spencer of the Health Department presents a plan for the disposal of sludge from septic tanks. Upon consideration whereof, and on motion of i.:r. Goyne, seconded PM i~[r. Britton, it is resolved that since this proposal could become controversial in several ways, ~ir.
