Mr. Sarvay, speaking fdr a delegation of citizens from the Bon Air School area,
comes before the Board opposing the construction of Rattlesnake Road, between
Pulliam Street and Jimmy Winters Road, and presented two petitions in opposition
tothis project. Much discussion ensued concerning the merits of chaneling traffic
on Polk Street,, which purportedly would endanger the children to Bon Air School.
Upon consideration whereof, and on motion of ~[r.I"(artin, seconded by Mr. Goy~e, it
zs resolved that this Board requests the Highway Department to ~udy the roads in
the area with a view to posting the necessary speed limits and the flow of traffic
to insure the safety of the children and citizens of the area.
On motion cf Mr. Martin, seconaea by Mr.Browning, it is resolved that this Board
requests the Hibhway Department tkat when said Ra~,t=ssnake ROad is constructed
that, a sidewalk be constructed on one side for pedestrian traffic° ~.

about the proposed dwelling. '

Upon ~nsiaeration wher~f, and bn motion of ivlr. lKarti~ sec~.nd~a by Mt. Browning,
it is resolved that this ~ter be deferred until June 1966. ~
Mr. Crawley Joyner appeared before the Board to request a Variance .from the
Subdivision Ordinance to allow the, construction of a home on less than 150 feet
frontage on a State approved road.
Up,an consideration whereof, and on motion of ~L~. kartin, seconded by Mr.Oovne,
it is resolved that due to the location of the home on the western side of' the
lot facing on arsenal Drive, which ~ouse would eliminate any change in lot lines
to give additional frontage, that a Variance be granted to allow the construction
on the fifth lot from Cid Gun Road, lying on the south side of Arsenal I]rive and
having a frontage of 72.01' feet.
The matter of a Sales Tax comes before the Board and Mr. Goyne makes the following

shall ~e added to the rate of the State sales tax imposed, by Chapter
5S~ of th~{~Code of Virginia. It shall be subject %o all the provisions of
~,:aDter 8.~, Title 5a~ of the Code of Virginia~ all the snendments thereof, and
the rules and reEulations published with respect thereto.
Seation 2. Administration an¢ ~ollection. Pursuant to Title 58,Chapter ..
8.1, Section 58-~1.&9, of the Code o~ ~irginia, the local general retail~ sales
tax levied by this ordinance shall be administered and collected by the orate Tax
Commiss[oner of the Commonwealth of VirEinia in the same manner and sub.iect to the
same penalties as provided for the State sales tax, with the adjustments required
by Sections 58-&~1.~0 and 58-~1.51.
Section 3. Effective date of this ordinance. The ,~f,~c ~ tiw~, date Of
this ordinance shall be the first day of September, 1966. The ~lerk of the Board
f S.upervisor~ of Chesterfield Count,¥ shall forthwith forward to the State Tax
~omm~ssioner of the Commonwealth of Virginia, a certified copy of this ordinance,
so that it ~ili be received within five (5) days after its adoption. :'
And be it further resolved, that it is the intent of this Board to reduce the
real estate tax rate not less than 20¢, personal property and business licenase
taxes re considered for reduction with a combined total tax reduction of approxim~te!y
$700,000 and it is the further intention of this Board that the tax rate on
livestock and farm machinery be substantially reduced.

AC-~O8 for the installation of water lines on Robious Road, from Greenfield to

On motion of Mr.Britton, seconded by Mr. Apperson, it is resolved that Sewer
Contract ~6~-32D for the installation of sewers in Vau:han HeighM, Section

On motion of Mr. Apnerson, seconded by Mr.Browning, it is resolved that Sewer
Contract S-66-33-'$ for the installation of sewers on a portion of Hopkins Road,
in the amount of ~10,732.70 be awarded to Lyttle and Barnes Sanitation Company.

seconded by Mr.App~rson, it is resolved that this Board
accepts the payment of ~235.58 as damages to a fire hydrant subject to the approval
of the legality by the Commonwealth's Attorney.~
On motion of Mr~ Britton, seconded by Mr.ADperson, it is resolved that this Board
grants a request of the Tote Lumber Company to allow the connection of said
Company to the City's water system for the required volume and preasure to open the
sprinkler orates.
On motion of Mr. Apperson, seconded by Mr. Britton, it is resolved that the Treasurer
of the Count'y be and he hereby is requested to transfer the sum of ~604~500.00
from the Sewer Service Installation Fund (19d) to the Sewer Bond Construction Fund
(19h) and s~id funds be and they hereby are appropriated for expenditure.
On motion of mr. Britton, seconded by_ mr.k~ner~nn~.~ ..... , it is resolved that the Treasurer
of the County be requested to transfer ~?0,~O0.00 from the Sewer Operating Fund
to the Sewer Debt Fund and said funds be and they hereby are appropriated for

rescind its resolution datedApril 28, 1966 requesting the Treasurer to transfer
$350,000 from the Meter Ins~,allation Fund to the Improvement, Replacement and
EXtension Fund of the Water Department.
On motion of R~r.Britton, seconded by Mt. Browning, it is resolved that the Treasurer
of the County be and he hereby is requested to transfer the sum of~SCO,OO0.O0
from the GeneralFund of the County to the Improvement, Replacement and Exte~ion
Fund of the ~faterDepartment with the clear understanding that snch a transfer is
on a temporary basis and that interest will be paid to the General ~ ~
ruled for use
of said money by the Water Department.
On motion'of Mr. Britton, s~econded by Mr.Goyne, it is resolved that this Bc~rd
accepts an easement from the Richmond-Petersburg Turnpike Authority for the
installation of awater line across said Toll Road on the Coxendale Road.
On motion of Mt. Browning, secmnded by l~ir.Martin, it is resolved that this Board
requests the Engineering Department to consider the location of the proposed
sewage lagoon in the vicinity of Shadowbrook Heights rather than Hickory Road.
On motion of Mr. Goyne, seconded by Hr.Britton, it is resolved that this Board
requests the County Engineer to improve the volume and w~ter supply on Larch
Street in Chester.
On motion of Er.Browning, seconded by Y~r.Ooyne, it is resolved that Mr.P. obert L.
Eanes, Jr. be, and he hereby is appointed Fire Marshal for the County of Chesterf-
field beginning July 1, 1966 at a salary of ~6500.00.
The Board expresses its thanks to t~e many applicants seeking this position.
After a discussion on a Regional Park Authority proposed by the County of He,rico

On motion of Mr. Martin, seconded by Hr .Britto n, it is resolved that the'Executive
Secretary be and he hereby is requested to obtain estimates on the cost of
construction of public tennis courts to be located at the most advantageous points
in the County.

and Clerk of this Board be and they hereby are authorized to sign a supplemental
agreement i~hetween Harold T.Goyne, Sr. and the County of Chesterfield, which aKreement
extends the time for the start of construction of the community college to
September 1, 1966.
On motion of Mr. Apperson, second ed by ~Lr.Browning, it is resolved that the request
of the SchoolBoard for $1,200,000 for the construction of Vocationa! Education
High ~chool facilities be receivee for further study.
On motion of Mr. Apperson, seconded by ]~lr. Goyne, it is resolved that this Board

On motion of Mr. Goyne, seconded by ~r.Apperson, it is resolved that this Board

On motion of Mr..~pperson, seconded by Mr. Goyne, it is resolved that the minutes
of May ll, 1966 be and they hereby are approved as corrected.
On motion of Mr. Goyne, seconded by Mr.A~person, it is resolved that the County
place five (5) street lights in Quail Oaks Subdivision at the extra cost of
~57oOO, if said lights cannot be combined with other lights in the area.
On motion of Mr. Goyne, seconded by Mr. Apperson, it is resolved that the request
of Mrs. Ogden Parades for a street light at the intersection of Petersburg Street
and Snead Street be and it hereby is aoproved.
On motion of Mr. Apperson, seconded by Mr.Goyne, it is resolved that the request of
Mr. Browning for a street light at the intersection of River Road and the Appomattox
Dam Road be referred to the Light Committee.
Mr. Browning and Mr. Martin vote Nay.
On motion of R~r. Goyne, seconded by Mr.Britton, it is resolved that this Board
requests the Highway Department to clean the ditch in Bellwood Manor, between
Russell Road and Burge Avenue and to clean the ditch behind the lots on the
south side of Limestone Avenue to Orcutt Lane.
On motion of Mr.A~person, seconded by ~r.Martin, it is resolved that the request
of the Midloth~an Fire Department for radio service on the County fi~.e frequency
be and it hereby is referred to the Fire Committee.
~On motion of Mr. Britton, seconded by ~r. Apperson, it is resolved that the
Purchasing Agent be and he hereby is authorized to seek bids on a new trash truck
and a new dump truck to aid in the operation of the landfills. '
t It was generally agreed that the Court Order specifying the favorable vote on the
?~ater and Sewer Bond Issues be filed with the Board's papers. ~
On motion of Mt. Browning, seconded by Mr. Goyne, it is resolved that the County
Engineer be and he hereby is requested to study the extension of the water line on
River Road to Rt.?21 with appropriate cost figures for the guarantee of adeqtiate
pressure.

granted to Mt.Miller to allow the construction of a dwelling in Midlothian District
