06-13-1966VIRGINIA: At an adiourned meeting of the Board of Supervisors of Chesterfield County held at the Courthouse on June 13, 1966, at~. 7:30 p.m. Present: Mr. Irvin G. Homer, Chairman Mr. H. T. Longmire,Assistant There was received a letter from Mr. Kenneth Barton requesting that the County share in paying for a fence, lying between his property and the Bon Air water tank. Mr. Barton agrees to pay one-half of the cost. Upon consideration whereof and on motion of Mt. There was received a letter from }4r.J.K.Timmons concerning the work done at the Swift Creek impoundment by Mr.E,G.Bowles, which letter recommended that the County hold approximately ~3500.00 to insure a good stand of grass and to waive the liquidated damages with the exception of approRimately ~200.OO increased inspection~charges. Upon consideration whereof, and on motion of Mr. Britton~ seconded by Mr. ADperson, it is resolved that no liquidated damages, be assessed against Mr. Bowles, except the ~200.OO inspection fees. On motion of Mr. Britton, seconded by Mr. ADperson, it is resolved that the following special water contracts be and they hereby are approved: A-344C - Shenandoah, Section "C" $12,619.50 A-266D - Huguenot Farms, Section "G" 2,890.75 A-3.&2B - Greenfield, Section "C" 10~490.O0 A-203A - Twin V~lley F~rms, Sect."B" 6~142'OO R-262~ - Nottingham, Sect."B" 1,350.OO On motion of Mr.Britton, seconded by Mr. ADperson, it is resolved that Sewer Contract S-66-18CD, Boroughbridge Road to serve the Forest View 5escue Squad, be, and it hereby is approved. On motion of Mr. Britton, seconded by Mr. Apperson, it is resolved that Sewer Contract 6102-31, Westlake Hills Subdivision be awarded to the English Constructi~on Company in. the amount of ~300,750.00. On motion of R'ir. Apperson, seconded by Rir.Britton, it is resolved that Plr. Irvin ~. Homer, Chairman, of the Board of Supervisors of Chesterfield County, be and he hereby is authorized to accept the offer of Federal Funds for the County of Chesterfield, Virginia, as channelled through the Stat~ W~er Control Board. On motion of I~4r. Browning, seconded by Mr. Britton, it is resolved that this Boar~ requests the Judge of the Circuit Court, the Honorable William Old, to appoint ~lrs. Csrl ~imino as School Guard and Special Police Officer for the County of Chesterfield, and he is further requested to appoint Mt. Gilbert L.Bartle, III, as a Police Officer for the County of Chesterfield. And be it further resolved, that Col. E.P.Gill be authorized to employ Mr. James L. Dobbins, Jr. as a Dispatcher for the Chesterfield Police Department. On motiOn of Mt.Browning, seconded by Mr.Britton, it is resolved that the Purchasing Agent of the County be and he hereby is authorized to purchase from the Strosnider Chevrolet Company of Hopewell, Virginia, who submitted the low bi~s: 1 - Pickup Truck for the Ettrick Sanitary District 2 - Pickup Trucks for the Sewer Depa~rtment 2 - Ranch Wagons for the Dog Wardens On motionof Mr. Goyne, seconded by Mt. Browning, it is resolved that this Board receive and filed ~n audit of the Clerk, of Circuit Court, Mt.William R. Shelto~, for theperiod of January 1, 1966 through March 3, 1966, at which time Mr. Sheltom became County Judge. The Executive Secretary presented an estin~te for the installation of two tennis courts in various locations of the County, which estimate was approximately $38o0.oo. It was generally agreed that further study be given this program and recommendations for the location of the various tennis courts be submitted. Upon further consideration and on motion of Mr.Browning, seconded by Mr. i~artin~, it is resolved that the Matoaea High School be included in the study-for tennis court s · It was generally agreed that the letter received from the Federal Aviation Agency inviting further applications from the County of Chesterfield for Federal Aid in support of an airport program be filed with theBoard~s papers. On motion of Nit. Browning, seconded by Mr Goyne, it is resolved that this Board receive the letter from Col. Horace I~'lann concerning the naming of a State Park in Chesterfield on the ~ppomattox River and to hold said letter for further study and consideration. It was agreed that the letter from Mr. Douglas D.Fugate, concerning the proposed name of "D. Lane Elder "Bridge be filed with the pa~ers of this Board. There was read a letter from the Highway Commissioner cnncerning the County's request for improvement to the Primary Road System in the County which Letter is received and filed with the papers of this Board. On motion of Mr. Martin, seconded by Mr. ADperson, it is resolved that the Virginia Department of Highways be and it hereby is requested to take into the Secondary System of roads, the following roads and streets: Oxford Subdivision - E.Weyburn Drive Meadowbrook Subd. - Southmoor and Falstone Quail Oaks Subd. - Kenova Drive, Ashwood Road, Rushton ~oad, Gaffney Road, P~rlock Road, Woodworth Road and Dawnshire. Kendall Acres - Jaymont Drive, Alfaree, Vestry Road Beechwood, Section "C"- Lingle Lane, Lingle Court and Deertrail Drive· Edenshire Subd.- - Edenshire Road, Revington Drive (See HIGHWAY REQUEST in June 23, 1966 minu%es - Page 371 & Page 372 On motion of Mr. Horner, seconded by l~r. Browning, it is resolved that this Board grant a Variance to Mr. James T~ Rudd for the construction of a dwelling on a one acre tract of land with a 50-ft. easement of ingress and egress, lying west of State Route 783 as shown on a plat filed with the Board's papers, subject to the understanding that the County of Chesterfield will in no event maintain this right of way. On motion of Mr. Browning, seconded by Mr. Apperson, it is resolved that Mr. John Longmire be and he hereby is authorized to sign the County's checks in the absence of the Execrative Secretary. On motion of Mr. Apperson, seconded by Mr. GoYne, it is resolved 'that this Board adjourn at 8:50 p.m. to June 23, 1966 at 2:00 p.m.
