The EMC has been located on the property since 2008 with no known adverse impacts on the
surrounding area. The applicant is seeking an amendment to current zoning conditions to
eliminate the restriction on copy colors and operational hours. Specifically, the following is

CONDITION
Note:
The following condition was recommended by both staff and the Planning Commission
With the approval of this request, Proffered Condition 2.c. and 2.f. of Case07SN0362 shall be
amended as outlined below. All other conditions of Case 07SN0362 shall remain in force and
effect.
Electronic Sign. In addition to Ordinance requirements, any computer-controlled,
variable message, electronic sign shall conform to the following standards:
a. Copy shall be limited to a maximum of four (4) lines and shall not move but may
fade;
b.The message or display shall be programmed to change no more than once every
ten (10) seconds.
c.The copy display color shall either be white or yellow; Deleted.
d. Flashing and traveling messages shall be prohibited;
e. Bijou lighting and animation effects shall be prohibited;
f.Brightness shall be limited so as not to exceed 0.3 foot candles above ambient
light as measured using a foot candle meter at a distance of 81feet. The
computer-controlled, variable message, electronic sign shall have a photocell
that automatically adjusts the brightness according to ambient light conditions.
