Summary of Information: Due to the September 18, 2003 Hurricane Isabel the Chesterfield Board of Supervisors is requesting the President of the United States to declare Chesterfield County a disaster area. Elswick Attachments: Title: Fire Chief DECLARING CHESTERFIELD COUNTY A DISASTER AREA WHEREAS, on September 18, 2003, Hurricane Isabel made landfall, traveled across Chesterfield County and significantly affected every citizen of the county; and WHEREAS, the hurricane caused major infrastructure disruptions, severe structural damage to property, water shortages and damage to the water distribution system, electrical outages, sheltering of citizens; and WHEREAS~ many resource shortages are occurring for water, ice, batteries, generators, and other emergency resources; and WHEREAS, damage to the county will likely exceed $5 million and debris removal will likely exceed $5 million; and WHEREAS, the safety and protection of the citizens and property and the recovery of the county and its citizens are the foremost concern to the Board of Supervisors of Chesterfield County. NOW, THEREFORE, BE IT RESOLVED, this 21st day of September 2003f that the Board of Supervisors of the County of Chesterfield hereby requests the President of the United States to declare Chesterfield County a disaster area. Subject: Adoption on an Emergency Basis the Approval of a Neighborhood Debris Pick-up Program Using a Private Contractor, Appropriation and Transfer of Funds and Set Date for Public Hearing County Administrator's Comments: County Administrator: Board Action Requested: Staff requests that the Board of Supervisors adopt on an emergency basis the the approval of a neighborhood debris pick-up program using a private contractor; appropriation of $3,000,000 in reimbursement from FEMA (75% of cost); appropriation of $500,000 from the Risk Management Fund; and transfer of $1,000,000 from reserve for capital improvements (current balance $3,444,212); and set public hearing date for re-adoption for October 22, 2003. Summary of Information: A request is being made in response to the recent September 18, 2003 Hurricane Isabel.
