Ranrsey Summary of Actions Taken by the Board on September 17, 2003 3:30 P.M. SESSION COUNTY ADMINISTRATOR'S COMMENTS Ms. Lynda Price, Emergency Management Coordinator, provided an update on the status of Hurricane Isabel and preparations being made by the county for the potential disaster. Confirmed Local state of emergency declared by the County Administrator. Mr. Glenn Larson, Assistant Director of Planning, presented an overview of the growth phasing analysis. Mr. Christopher Lindbloom, Chairman of the Drug and Alcohol Abuse Task Force, presented an overview of recommendations from the task force. RESOLUTIONS AND SPECIAL RECOGNITIONS Adopted Resolution designating the fourth Monday in September as "Family Day" in Chesterfield County. Adopted Resolution designating November 4, 2003, as "Take Your Kids to Vote Day" in Chesterfield County. DEFERRED ITEM Deferred until October 22, 2003 Ordinance to establish the "Englewood Sewer Assessment District" for 24-Lots in the Englewood Subdivision. NEW BUSINESS Adopted on emergency basis Ordinance amendment to allow the county to collect a fee as court costs in Juvenile and Domestic Relations District Court and Circuit Court to defray the cost of operating the county's Police and Sheriff' s Training Academies. STREETLIGHT INSTALLATIONS Approved Streetlight installations for the Quail Oaks community. Adopted Streetlight installation in the vicinity of 7710 Old Beach Road. APPOINTMENTS Approved Reappointment of Mr. Gary Thomson, Mr. Jim Daniels and Mr. J. L. McHale, III to serve on Virginia's Gateway Region Board. CONSENT ITEMS Adopted Resolution recognizing Mr. Clarence E. Bond, Parks and Recreation Department, upon his retirement. Approved Authorization for County Administrator to execute amended moral obligation agreement between Chesterfield, Henrico, Richmond and the RMA in conjunction with financing of renovation project for The Diamond. Adopted Resolution recognizing Mr. Jerry L. Fields, Sheriff' s Office, upon his retirement. Adopted Resolution recognizing the Ettrick Fire Station for 75 years of service to the county. Approved Acceptance and appropriation of FY2004 Drug Court Grant funds from the Virginia Department of Criminal Justice Services. Approved Acceptance and appropriation of FY2004 Local Law Enforcement Block Grant funds from the U.S. Department of Justice, Bureau of Justice Assistance. Approved Public hearing date of October 8, 2003 to consider an ordinance amendment relating to property used for aquaculture in the Special Land Use Taxation Program. 2 Approved Public hearing date of October 8, 2003 to consider an ordinance amending Chapter 10 Fire Protection of the County Code. Approved Creation of two new drainage/construction inspectors in the Environmental Engineering Department. 4 REPORTS Accepted Report on Developer Water and Sewer Contracts; and a Status Report on the General Fund Balance, Reserve for Future Capital Projects, District Improvement Funds, and Lease Purchases. HEARINGS OF CITIZENS ON UNSCHEDULED MATTERS OR CLAIMS Ms. Rebecca King, chairperson of the "Homeowners for Quality Schools Committee," addressed the Board regarding the impact of population growth on public school capacity in the county. 7:00 P.M. SESSION Reverend David Bonney, Pastor of New Life United Church, gave the invocation. Eagle Scout Adam Warf led the pledge of allegiance. RESOLUTIONS AND SPECIAL RECOGNITIONS Adopted Resolution recognizing October 5-11, 2003, as "Legal Assistants' Week" in Chesterfield County. Adopted Resolutions recognizing Christopher Chase Dingle, Timothy Matthew Hichak, Andrew Elliott Turner and Adam Patrick Warf upon attaining the rank of Eagle Scout. Adopted Resolution recognizing the Central Chesterfield Little League Senior All-Star Team for its outstanding accomplishments during the 2003 season and its excellent representation of Chesterfield County.
