A stable and a fenced pasture area are maintained on the 6.1 acre property for the keeping of three (3) horses. According to the property owner, horses have resided on the property since 1965. The Zoning Ordinance includes the keeping of horses under the definition of a farm. A farm that includes a minimum of three (3) acres in an Agricultural (A) District permits the keeping of horses. A farm use in a Residential District, regardless of the property’s size, is limited to the keeping of chickens, and requires a conditional use for other types of farm animals to include horses. The following table provides an overview of conditions recommended by staff to minimize the potential impacts of the use on adjacent property owners. The request property is not required to connect to public water and sewer. The proposed request will not impact the public water and wastewater systems.
