PROPOSAL
The applicants currently reside within a dwelling located above a garage on the request property.
A second dwelling unit is currently under construction on the request property. Upon completion,
the applicants will reside in the new dwelling. The applicants have indicated that the original
dwelling over the garage would serve as a dwelling unit separate from the principal dwelling to be
occupied by family members.

The need for schools, parks, libraries, fire stations and transportation facilities in this area is
identified in the County’s adopted Public Facilities Plan, Thoroughfare Plan and Adopted Capital
Improvement Program and further detailed by specific departments in the applicable sections
of this request analysis.
The property owner has requested a conditional use to permit a second dwelling on the subject
property. Staff is recommending conditions that would limit the occupants of the second
dwelling to the occupants of the principal dwelling units, individuals related to them by blood,
marriage, adoption, guardianship, foster children, guests and any domestic servants. The
property is currently zoned for agricultural (A) uses. The circumstances relevant to this case, as
presented by the applicant/owner, have been reviewed, and it has been determined that the
proposed zoning will result in minimal impact on capital facilities.

The Comprehensive Plan, which includes the Thoroughfare Plan, identifies county-wide
transportation needs that are expected to mitigate traffic impacts of future growth. The
anticipated traffic impact of the proposal has been evaluated and it is anticipated to be
minimal.
The Thoroughfare Planidentifies a proposed east/west major arterial and a proposed east/west
limited access freeway extending through part of the property.
