A second dwelling unit is currently under construction on the request property. Upon completion, the applicants will reside in the new dwelling. The applicants have indicated that the original dwelling over the garage would serve as a dwelling unit separate from the principal dwelling to be occupied by family members. The property owner has requested a conditional use to permit a second dwelling on the subject property. Staff is recommending conditions that would limit the occupants of the second dwelling to the occupants of the principal dwelling units, individuals related to them by blood, marriage, adoption, guardianship, foster children, guests and any domestic servants. The property is currently zoned for agricultural (A) uses. The circumstances relevant to this case, as presented by the applicant/owner, have been reviewed, and it has been determined that the proposed zoning will result in minimal impact on capital facilities. The anticipated traffic impact of the proposal has been evaluated and it is anticipated to be minimal. The Thoroughfare Planidentifies a proposed east/west major arterial and a proposed east/west limited access freeway extending through part of the property.
