ii On motion of Mr. Apperson, seconded by Mr. Goyne, it is resolved that the minutes
!i of December 14 and'~9th, 1966 be, and they hereby are approved.
ii This day was set for the hearing on the proposed changes in the License tax
ii ordinanace and the Executive Secretary explained briefly the changes orooosed by
the Board in its motion of October 27, 19~6. -
ii Mr. Jerry Harwell states that he objects to collecting a Sales Tax for the County
with no reimbursement.
Mr, H. T. Goyne, Jr. atates that he objects to paying a license tax on such a high
i gross sales and objects to collecting a Sales Tax with no compensation.
.Ii Mr. Henry Williams states that the tax would be more equitable if it were to be
II based on profits instead of gross sales.
ii Mr. J. D. WiIliams, License Inspector, explains certain questions regarding the
il procedures and administration of the ordinance. Whereupon, Mr. Goyne makes the
i' following motion: .
I Be it Resolved, that the Merchants and Professional License Tax enacted on
November 29, 1962 be totally eliminated.
~i A vote being taken - Mr. G0yne votes Aye.
Mr. Apperson, Mr. Browning, Mr. Martin, Mr. Britton and Mr. Horner vote Nay; and
the motion fails.
Upon further consideration, Mr. Britton makes the following motion, which was
seconded by Mr. Martin: Be it Resolved, that each ordinance be approved separately'
Whereupon, Mr. Apoerson makes a privileged motion, which was seconded by ~r. Goyne::
Be it Resolved, t~at the proposed ordinance changes be tabled.
A vote being taken on the privilege motion, Mr. Aoperson and Nr. Goyne vote Aye.
Mr. Martin, Mr. Britton, Mr. Browning and Mr. Hornet vote ~ay.
Whereupon, Mr. Apperson recites the fact that the County now has a surplus, that
the general tax trend indicates that the County may need additional revenue within
one or two years and states that he ooooses the oresent partial reduction for a
few and that we should wait and see Wh~t our new' budget needs are.
Mr. Martin states that he recognizes the business license tax as being a
discriminatory tax and that we now have a chance to alleviate part of this
discrimination.
A vote being taken on the original motion, Mr. Apperson votes Nay.
Mr. Homer, Mr. Britton, Mr. Browning, Mr. Goyne and Mr. Martin vote Aye.
Each ordinance as listed in the October 27, 1966, minutes will be copied into the
permanent minutes as a separate motion. {See Pages 4~3 through
Mr. D. W. Murphey, representing Mr. Fred Addington comes before the Board
requesting the vacation of an easement in Garland Heights.
Upon consideration whereof and on motion of Mr. Apoerson seconded by Mr. Goyne,
the following resolution is adopted. - '
WHEREAS, Fred R. Addington and Marian D. Addington are the owners of Lots
19 and 20, Block A, Section D, as shown on a plat of Garland He~ ,

WHEREAS, the said F. red R. Addington and Marian D. Addington have petitioned:
this Board to relocate a 16-foot drainage and utility easement to the West of its
present location as shown on a plat attached to said petition; and
WHEREAS, the proposed vacation and relocation will not interfere with any
rights of any party other than the petitioners;
NOW, THEREFORE: The Board of Supervisors of Chesterfield County, Virginia,
doth hereby approve the vacation of the 16-foot drainage and utility easement on
Lots 10 and 20, Block A, Section D, as shown on a plat of Garland Heights, Section
D, made by Phillip H. Brooks, C.L.S. dated February 18, 1963, recorded in the
Clerk's Office of the Circuit Court of Chesterfield County, Virginia, in Plat Book
13, oages 25 and 26, which said vacation shall be effective only by a declaration
of vacation executed by the owners of said lots and recorded in the Clerk's Office
of the Circuit Court of Chesterfield County, and a deed of dedication is executed
by the owners in such form as aoproved by the Commonwealth,s Attorney of this
County. "
BE IT FURTHER RESOLVED, that the Clerk of the Circuit Court of Chesterfield
County is requested to indicate the vacation of such easement on the margin of the
recorded plat of Garland Heights, Section D, recorded in Plat Book 13, oages 25
and 26 in said Clerk's Office and to enter the same on the Grantor side"of the
General Index of Deeds in the names of the parties hereto.
On motion of Mr. Goyne, seconded by Mr. Apperson, it is resolved that the Common-
wealth's Attorney be requested to proceed with the forcing of the demol~ion or the
repairing of the Eyler building at the corner of Hundred Road and Worth Street
inChester.
Mr. Robert G. Stuart comes before the Board requesting a portion of Belleau Drive
to be vacated and states that he has no objections whatsoever in allowing the Count~
to install utilities or use it ~or road purposes in the future and an ordinance
vacating said 'road ~having been duly advertised is presented. Upon consideration
whereof and on motion of Mr. Martin, seconded by Mr. Britton, it is resolved that
the following ordinance be and it hereby is adooted, subject to the appropriate
instrument safe-guarding the County's future ne~ds be drawn by the Commonwealth's
Attorney:

WHEREAS, Robert G. Stuart and Betty D. Stuart have petitioned
the Board of Supervisors of Chesterfield County to vacate a portion
of Belleau Drive as shown on plat made by LaPrade Bros., Civil
Engineers, Richmond, Virginia, dated April 14, 1966, said portion
to be vacated containing O.25~ acres, and notice of the adoption
~of.~'Such Ordinance has been given in accordance with Section 15.1-431,

On motion of Mr. Britton, seconded by Mr. Martin, it is resolved that the Highway
Department be requested to accept the following roads into the State Secondary
System:
Daniel Street and Percival Street, Gayle Rd. in Chester
Roads in Brookbury Subdivision
There were presented several complaints regarding the snow removal by the Highway
Department and upon consideration of said complaints and on motion of Mr. Britton,
seconded by ~ir. Aoperson, it is resolved that the Executive Secretary be requested
to write a letter to Mr. R. V. Lancaster, III,Resident Engineer, Virginia
Department of Highways, outlining some of the complaints and asking for a report
at the meeting of the Board on January ll, 1966.
on motion of Mr. Apperson,seconded by Mr. Browning, it is resolved that the sum of
$10,000.O04b~ aopropriated from the u_uaporopriated surplus in the Planned Budget
of the Fire Dep~rtment to Item 7-PreventYon of Fires.
was presented a letter from Mr. T. T. Brady, District ~4anager, of the Virginia
Electric & Power Company,requesting some improvement to approximately 215 feet of ~

Bloomfield Road, in consideration of the granting of a 60-ft. easement through the
Virginia Electric & Power Company's property to the Southern RR.
Upon consideration whereof and on motion of Mr Martin, seconded by Mr. Goyne, it
ms resolved that the County express its willingness to build said road, provided
the 60' right of way be deeded to the County.
It is here noted that Fir. Browning does not vote stating that he does not under-
stand why the County has to build a road for the Virginia Electric & Power Comoany
There was received a letter from Mr. H. E. Jenkins, President of the Dale Ruritan
Club, requesting some help in draining the prooerty dedicated by Mr. J. Garland
Hening for the construction of a Ruritan ClubhOuse at the intersection of Rts.
l0 and 892.
It was generally agreed that this matter be investigated further.
There was received a request from the Appomattox Basin Industrial Development
Corporation requesting the County to increase its appropriation to further the
cause of promoting industry in the area.
On motion of Mr. Aoperson, seconded by Mr. Martin, it is resolved that the current
aporopriation of $2500.00 be increased to $3500.00 ~
There were presented five {5) bids for insurance covering the County's fleet of
motor vehicles. Uoon consideration whereof and on motion of Mir. Browning, second-
ed by Mr. Apperson~ it is resolved that the award be given jointly to th~ Bulifant
Centers, Inc. of Colonial Heights and the Mutual Insurers, Inc. of Richmond.
Virginia, both of said companies presented the apparent low bid of $24,350.69, wit~
the understanding that each would share equally in this insurance.
On motion of Mr. Martin, seconded by Mr. Aooerson, it is resolved that the
Executive Secretary present a study of the~ossibility and feasibility of the
County becoming self-insurers by July l, 1967.
On motion of Mr. Aooerson, seconded by Mr. Browning, it is resolved that since
there has. been some criticism of the County's request for a Use Permit to install
a trailer adjacent to the Treasurer's Office, that a 30-day deferment be requested
from the Board of Zoning Appeals in order that further negotiations may be held
to effect a better solution to the space needs.
The County Planner presented to the Board certain plans for construction of a
furniture.store on Rt. 360. On motion of Mr. Britton, seconded by Mr. Martin, it
is resolved that since the plans are apparently what were indicated at the Zoning
request and that said plans be denied at this time.
On motion of Mr. Goyne, seconded by Mr. Browning, the following resolution is
adooted:
Be it resolved by the Board of Supervisors of the County of Chesterfield,
Virginia, in regular meeting assembled that the Chairman of said Board be and he
hereby is authorized to enter into an agreement with the Atlantic Coast Line
Railroad Company and to sign same on behalf of said County, whereby said Railroad
Company grants unto said County the right or license to install and maintain, for
the purpose of a water main, a line of 12-inch asbestos cement pipe across the
right of way and underneath tracks of said Railroad Company at Dodomeade Street,
Chester, Virginia, at a point 392 feet northwardly measured along the center line
of said Railroad Company's east track from Mile Post 13; as more particularly
described in said agreement, which agreement is dated November lQ, 1966, a copy of~
which agreement is filed with the Board of Supervisors.
On motion of Mr. Martin, seconded by Mr. Browning, it is resolved that Sewer
contract S-66.19D for the installation of sewers in the Pocono Subdivision be and
it hereby is approved.
On motion of Mr. Goyne, seconded by Mr. Martin, it is resolved that the salaries
of 35 people be increased as of January l, 1967 due to the plan in the present
budget and to meet competition in the general area.
On motion of Mr. Apperson, seconded by Mr. Browning, it is resolved that Mr. Howard
Mayo, County Planner and Mr. W. W. Gordon of the School Administration be appointed
to serve on the Recreation Task Force of the Richmond Area Community Council to
study recreational needs in the area.
This day the County Road Engineer in accordance with directions from this
Board made report in writing upon his examination of Bathurst Road, Barth Road,
Bemiss Road, Bemiss Court, Bonnington Road, Burgain Road, and Burgain Court in the
Brookbury Subdivision, Section 2, Manchester Magisterial District, which shows
that in the opinion of the County Road Engineer it is expedient that said road be
established as a public road.
Upon consideration whereof, and on motion of Mr. Britton it is resolved that
Bathurst Road, Barth Road, Bemiss Road, Bemiss Court, Bonnington Road, B~rgain
Road,and Bumgain Court in the Brookbury Subdivision, Manchester District, be and
hereby are established as public roads~
And be it further resolved, that the Virginia Department of Highways be and
it hereby is requested to take into the Secondary Road System, Bathurst Road from
a point on Bathgate Road .04 mi. south of its intersection with Beddington Road,
eastwardly .10 mi. to its intersection with Barth Road; Barth Road, from a point on
Bathurst Road, .10 mi. east of its intersection with Bathgate Road~ southwardly
· O4 mi. to a dead end; Bemiss Road from west end of maintenance on Bemiss Road,
westwardly and southwardly .27 mi. to Bemiss Court; Bemiss Court from a point on
Bemiss Road, .31 mi'. west and south of its intersection with Bathgate Road,
eastwardly .05 mi. to a cul-de-sac, and from same point on Bemiss Road, westwardly
.05 mi. to a cul-de-sac; Bonnington Road, from west end of maintenance on Bonning-
ton Road, westwardly .02 mi. to its intersection with Burgain Road, thence
westwardly .06 mi. to a cul-de-sac; Burgain Road from a point on Bonnington Road
· 05 mi. west of its intersection with Bathgate Road, northwardly and westwardly ~
.12 mi, to Burgain Court; Burgain Court, from a point on Burgain Road .12 mi.
northwest of its intersection with Bonnington Road, southwardly .02 mi. to a
cul-de-sac. These roads serve 2 houses.
And be it further resolved, that the Board of Supervisors guarantees to the
Virginia Department of Highways, 50~ft. rights of ways for these roads. Plat
recorded in Plat Book 15, Page gl, 42 and 43 on July 1, 1966.
This day the County Road Engineer in accordance with directions from this
Board made report in writing upon his examination of Daniel Street, Gayte Road,
and Percival Street in the Chester Subdivision Section "N", Bermuda Magisterial
District, which shows that in the opinion of the County Road Engineer it is
expedient that said roads be established as public roa~s.
Upon consideration whereof, and on motion of Mr. Britton it is resolved
that Daniel Street, Gayle Road, and Percival Street in the Chester Subdivision,
Bermuda District, be and are hereby established as public roads.
And be it further resolved that the Virginia Department of Highways be and
it hereby is requested to take into the Secondary Road System, Daniel Street, from
its intersection of Rt. t546 and Rt. 1547, southwardly and westwardly .19 mi. to
Gavle Road; Gayle Road, from a point on Rt. 1547, .16 mi. west of its intersection
with Rt. I546, southwardly and westwardly .15 mi. to its intersection with Daniel
Street, thence southwardly .01 mi. to a dead end; Percival Street,fr~m intersection
of Rt. 1546 and Rt. 1547, eastwardly .05 mi. to a cul-de-sac. Also, from inter-
section of Rt. 1529 and Rt. 1547 northwestwardly .30 mi. to Rt. 616 (Curtis Street}~.
These roads serve 3 houses.
And be it further resolved, that the Board of Supervisors guarantees to the
Virginia Department of Highways, 5C-ft. rights of ways for these roads. Plat
recorded in Plat Book 15, Page 22 on March 15, 1966.
