On motion of Mr. Apperson, seconded by Mr. Purdy, it is resolved that the minutes

The request of Mrs. Mabel R. Price comes before the Board requesting a Use Permit
,~ to operate a Day Nursery on a parcel of land of irregular shape fronting 194 feet
!on Terminal Avenue, extending northwardly along Rolando Road to a depth of 250 feet,
more or less, and being located north of the intersection of Terminal Avenue and
Pompey Spring Road in Manchester Magisterial District Refer to Sec 30-12 (1)

Mr. Graham Jennings, representing the applicant, again comes before the Board and
.~cites the fact that this use is under close supervision, that there is a great need
for this service, that the applicant is well-trained and presents additional letters
and Petitions in favor of the request.
iiMr. Atlas Vaughan, Mrs. Evelyn Bates, Mr. Watts Austin, Rev. Roy Clark, and Mr. ~Cal-
!{vin Winfree all speak in opposition to the request, citing many reasons for thei~
il opposition.

ilUpon consideration whereof, and on motion of Mr. Dietsch, seconded by Mr. Purdy, it
is resolved that the request of Mrs. Price be denied.
On motion of Mr. Martin, seconded by Mr. Dietsch, it is resolved that the following
Ordinance be and it hereby is adopted:
AN ORDINANCE to vacate a parcel of land in the Oxford Addition Subdivision,
plat of which made by J. Temple Waddill, is recorded in the Clerk's Office of the
Circuit Court of Chesterfield County, Virginia, in Plat Book 8, page 283, said par-
cel being located at the northeast corner of the intersec~on of Route 147 and Hales-
worth Road.
WHEREAS, Robert V. Fielding and Pauline P. Fielding, his wife, have petition-
ed the Board of Supervisors of Chesterfield County, Virginia, to vacate a certain
parcel of land as described below and as shown on the subdivision plat of Oxford
Addition, located at the northeast corner of the intersection of Route 147 and Hales-
worth Road, plat of which by J. Temple Waddill, is recorded in Plat Book 8, page 283
in the Clerk's Office of Chesterfield County, Virginia, which portion of !and to be
vacated is more fully described as follows and as shown in red on the attached sketch:
From a point on the northwest corner of the property of Robert
V. and Pauline P. Fielding on Cherokee Road, west approximately 55 feet along Chero-
kee Road to its intersection with Huguenot Road, thence south along Huguenot Road
approximately 142 feet to its intersection with Halesworth Road, thence east along
Halesworth Road approximately 260 feet to the intersection with the property of
Robert V. and Pauline P. Fielding, thence north in a curve along the west boundary
of the property of Robert V. and Pauline P. Fielding to the beginning point. This
area being approximately 0.5 of an acre.
WHEREAS, notice of the adoption of such ordinance has been given in accord-
ance with Sect. 15.1-431, Code of Virginia (1950), as amended.
NOW, THEREFORE, BE IT ORDAINED BY the Board of Supervisors of the County of
~iChesterfield, Virginia, that pursuant to Section 15.1-482, Code of Virginia (1950)
as amended, that the parcel of land described above as shown on the aforesaid plat
~and sketch is hereby vacated.
This ordinance shall be in full force and effect in accordance with Section
15.1-482, Code of Virginia (1950) as amended, and a certified copy thereof shall be
recorded in the Clerk's Office of the Circuit Court of Chesterfield County, Virginia.
On motion of Mr. Apperson, seconded byMr. Purdy, it is resolved that the following
ordinance be and it hereby is adopted:
AN ORDINANCE TO AMEND and reordain Chapter 6, Article 10, Section 6-213, to
provide for the levy and assessment of a license tax on motor vehicle registered in
the county.
BE IT ORDAINED BY THE BOARD OF SUPERVISORS OF THE COUNTY OF CHESTERFIELD

That Chapter 6, Article 10, Section 6-213 of the Code of the County of Ches-
:i~terfield be and it is hereby~ amended and reordained to read as follows: SECTION 6-213 LICENSES REQUIRED: EXCEPTIONS
There is hereby imposed by the Board of Supervisors a license tax upon every
iiperson, firm or corporation owning a motor vehicle, trailer or semi-trailer, regis-
tered in the County or regularly housed or stored in the County, and used or
tlintended to be regularly operated upon the streets, highways or roads in the state,
!~except as otherwise specifically provided in this ordinance.
The provisions of this ordinance shall not apply to any vehicle exempted by
'!the provisions of Sections 46.1-45 through 46.1-48 or section 46.1-66 of the Code of
~Virginia, nor shall the provisions of this ordinance apply to any vehicle licensed
ipursuant ~o sections 46.1-49 or 46.1-50 of the Code of Virginia.
This ordinance shall be in full force and effect from and after the date of
~passage.
iOn motion of Mr. Apperson, seconded by Mr. 'Dietsch, it is resolved that the resigna-
tion of D. J. Otto from the Board of Directors of the John Tyler Community College
~[be and it hereby is accepted with regret.

iWHEREAS, the County has received numerous complaints about the blocking of Jahnke
!~Road by the trains of the SCL RR. during peak traffic periods in excess of the limits
ilprescribed by law[ and

ilexcess complaints have been received as to the blockage of Rt. 36 in Ettrick in
~ of the limits prescribed by law~ and
~WHEREAS, it would seem that in both of these cases reasonable precautions could have
iibeen taken to shorten the length of blockage
~INOW, THEREFORE BE IT RESOLVED, on motion of Mr. Dietsch, seconded by Mr. Purdy, that
!this Board of Supervisors requests its Executive Secretary to inform the President
!!of the SCL RR. of the existing conditions and request some action to alleviate these-

Mr. Fred Jurgens and Mr. Curtis Duke come before the Board in behalf of setting a
date corresponding with the date in Henrico County for a Referendum on the financing
of the County,s part of the Capital Region Park Authority, some $750,000.
Upon consideration whereof, and on motion of Mr. Dietsch, seconded by Mr. Purdy, it
~is resolved that this Board approves the request of the Park Authority and designates
February 10, 1970 as the date for a Referendum on Chesterfield,s financing of its
'.share of this expense.
!iOn motion of Mr. Apperson, seconded by Mr. Martin, it is resolved that it is the re-
iiquest of all officials concerned that bid for purchasing furniture for the Nursing
!iHome is hereby awarded to Powers and Anderson, Inc. at a purchase price of $53,240.65

On motion of Mr. Browning, seconded by Mr. Dietsch, it is resolved that the bid for
furnishing 82,500 decals for County license plates be awarded to the Rennie s Adver-
!Itising Ideas, who submitted the low bid of $1798.50.
On motian of Mr. Browning, seconded by Mr. Purdy, it is resolved that an Allis-Chal-
ilmers, Model 12G, heavy duty, front end loader be purchased for the sum of
ii $41, 99.05.
WHEREAS, it appears that the County of Chesterfield must make extensive Jm-
ilprovements to its landfills Involving the purchase of additional equipment it is

~tDecember 1, 1969 a charge of 25c per cubzc yard be placed on all trucks except pick-
iup trucks of 3/4 T. capacity or less, without sides and car trailers· both with
County licenses, entering the Chesterfield landfills and discharging solid waste.
And the Treasurer and Purchasing Agent are requested to work out collections details

~On motion of Mr. Dietsch seconded by Mr. Apperson the following resolution is
iladopted: ,
WHEREAS, the Richmond Metropolitan Authority (The Authority), a political
itsubdivision and public body corporate and politic of the Commonwealth of Virginia
iicreated pursuant to the provisions of Chapter 178 of the Acts of the Assembly, 1966
i!(being an amendment to Chapter 3 of Title 33 of the Code of Virginia, 1950 adding a
new Article 11.2, hereinafter referred to as the Act), is authorized by the provi-
sions of Section 33-255.44:13 of the Act among other things to "construct acquire,
operate and maintain any other properties and facilities for the relief of traffic
congestion or ~o promote the flow of commerce, that the Council of the City of Rich-
mond and the Boards of Supervisors of the Counties of Chesterfield and Henrzco may
request the AuthorIty to provide"[ and
WHEREAS, it is the desire of the Board of Supervzsors of the County of Ches-
terfield that the Authority undertake ail such actmon as may be necessary or desir-
able in its discretion to construct, operate and maintazn a toll bridge structure
across the James River below the City of Richmond and approaches thereto which will
connect Laburnum Avenue in the County of Henrico with Chippenham Parkway in the
County of Chesterfield at its intersection with Interstate Route 95, and also a toll
bridge structure across the James River below the City of Richmond and approaches
thereto between Commerce Road in the City of Richmond and New Market Road in the
County of Henrico, shown as the Southern Bettway River Crossing in the 1980 Richmond
Regional Area Transportation Study by Wilbur Smith and Associates[ and
WHEREAS, the Authority had indicated, that upon funds being made available
for the necessary studies and upon being requested to do so by the Council of the
City of Richmond and the Boards of Supervisors of the Counties of Henrico and Ches-
terfield, it is willinq to forthwith commence such feasibility and other studies as
may be necessary and t~ereafter in accordance with the Act to undertake the construc-
tion of each of such bridges with the proceeds of revenue bonds when the same may
be financially feasible as revenue bond projects and upon the completion thereof to
operate and maintain the same~
NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of the County
of Chesterf.ield hereby requests the Authority to forthwith undertake such studies
as may be necessary and thereafter, to the extent and at such time as the same may
be financially feasible as revenue bond projects to construct, operate and maintain
toll bridge across the James R~ver below the City of Richmond and approaches
to, which will connect Laburnum Avenue in the County of Henrico and ChiDDenham there-
way at its intersection with Interstate Route 95 in the County of Chest Park-
~fielda , and
toll bridge across the James River and approaches between Commerce Road in the
City of Richmond and New Market Road in the County of Henrico shown as the Southern
Beltway River Crossing in the 1980 Richmond Regional Area Transportation Study'by
Wilbur Smith and Associates.
On motion of Mr. Apperson, seconded by Mr. Browning, it is resolved that this Board
employ Mrs. Albert Weaver to re-write the history booklet of the County at a price
not to exceed $775.00.
On motion of Mr. Dietsch, seconded by Mr. Martin, it is resolved that street lights
be authorized for the following three locations:
1. Springton Road and Lost Lane
2. Kendall Road and Clearfield Street
3. Banton Street and Dupont Avenue
On motion of Mr. Apperson, seconded by Mr. Purdy, it is resolved that the salaries
of the Judges of the County Court be increased as of December 1 1969, on an annual
basis of $3000.00 each.
On motion of Mr. Dietsch, seconded by Mr. Purdy, it is resolved that Mr. Stan Bald-
!erson be promoted from Research Technician,to Senior Planner in the Planning Depart-
ment.
On motion of Mr. Dietsch, seconded by Mr. Apperson, it is resolved that the Chairman,
the Executive Secretary and a legal representative meet with a Committee of the Res-
cue Squads in an attempt to set up certain policies and guide lines concerning the
.,operation in the County.
!iOn motion of Mr. Purdy, seconded by Mr. Dietsch, it is resolved that the following
,two water contracts be and they hereby are approved:

On motion of Mr. Dietsch, seconded by Mr. Browning, it is resolved that the follow-

resolution be adopted:
WHEREAS, the Virginia District ~oung Men's Christian Association is beginning
a period of commemoration and tribute to the volunteer lay leadership, past and pres~
i[ent, in the service of Y.M.C.A. here and throughout North America[ and
WHEREAS, the Y.M.C.A. here and everywhere is symbolized with selfless organ-
ilized spiritual, physical and social welfare of youth~ and
~ WHEREAS, since its establishment the Virginia District Y.M.C.A. and its
!Auxiliary Clubs, Hi-Y and Tri-Hi-Y, has worked unceasingly to guide the young toward
.ibalanced maturity and conscious citizenship- and
WHEREAS, this County and its people enjoy the work of the Virginia District
~IY.M.C.A. through the Hi-Y and Tri-Hi-Y clubs of its schools and the Chi Rho Communi-
lity Club.
