Murphey comes before the Board requesting consideration be given to the~ ~iimmediate construction of a Juvenile Detention Home in the County since it is appa- ~irent that additional grants from the Federal Government could be received to aid in :ithe financing of such a facility. GIN IA: , " That Chapter 6, Article 10, Section 6-213 of the code of the County of Chester- ifield be and it is hereby amended and reordained to read as 'follows: SECTION 6-213 LICENSES REQUIRED: EXCEPTIONS ~ There is hereby imposed by the Board of Supervisors a l~cense tax upon every ~tperson, firm or corporation owning a motor vehicle trailer or semi-trailer, regis- tltered in the CountY orregularly housed or stored in the County, and used or intended ~ito be regularly operated upon the streets, highways or roads in the State, except as iiotherwise specifically provided in this ordinance. The provisions of this ordinance shall not apply to any vehicle exempted by the !!provisions of Sections 46.1-45 through 46.1-48 or Section 46.1-66 of the Code of ilVirginia, nor shall the provisions of this ordinance apply to any vehicle licensed iipurs~ant to sections 46.1-49 or 46.1-50 of the Code of Virg.inia. This ordinance shall be in full force and effect from and after the date of passage. iOn motion of Mr. Browning, seconded by Mr. Dietsch, it is resolved that the water icontract A-5391 for the installation of water in Brighton-Green Subdivision in the iamount of $17,054.25 be and it hereby is approved. On motion of Mr. Browning, seconded by Mr. Apperson, it is resolved that Project 6819- for the construction of the Matoaca Water Pumping Station be awarded to the firm of Brock and Davis in the amount of $19,183.19. On motion of Mr. Dietsch, seconded by Mr. Apperson, it is resolved that Contract ,S-69-41D for the installation of sewer service to Viladora,s Dog & Cat Shoppe be iand it hereby is approved. 'iOn motion of Mr. Apperson, seconded by Mr. Browning, it is resolved that Sewer con- iltract between the County of Chesterfield and the City of Colonial Heights b e and it ihereby is approved and the Chairman and Clerk of this Board are authorized to sign said contract. On motion of Mr. Dietsch, seconded by Mr. Martin, it is resolved that a bid on con- tract S-69-8CD and S-69-10CS for the installation of sewers on Elkhardt Road and Rt. 360, be and they hereby are rejected and the County Engineer be requested to con- tinue to seek better engineering methods or a better way to make sewers available to ~this small area. ~Mr. Tom Daniel made a report concerning the survey on Galena Avenue, in Quail Oaks !ifor the possible installation of water service to this one street, and Since it appears that there would not be sufficient customers to warrant this expense, it was agreed that the project be dropped at this time. On motion of Mr. P~urdy, seconded by Mr. Martin, it is resolved that the contract S-69-25D for the installation of sewers at Route 1 and S~ift Creek be revised as to the number of connections awarded to the citizens of the area. On motion of Mr. Dietsch, seconded by Mr. Browning, it is resolved that the sum of $50.00 be offered to Mrs. Carrie B. Johnson for an easement on Project 6511-24/4 and should a satisfactory arrangement not be reached that condemnation proceedings be authorized to obtain this easement due to the emergency of this situation. i There was a general discussion concerning the time contracts with individual citi- zens of the County in light of the proposed annexation. On motion of Mr. Browning, seconded by Mr. Purdy, it is resolved that the Common- wealth's Attorney be requested to give in writing the County's. authority on the water and sewer time contracts should annexation take place. It was generally agreed that the matter of drainage for Westover Village Apartments be investigated to a greater degree. The letter from 'the Highway Department rejecting the County's request to take into~ the Secondary System Woolridge Road, across Swift Creek Lake was discussed before the Board and it was generally agreed that this matter be held for further conside- ration. The Board has been notified that the following roads have been accepted into the State Secondary System of roads: Holiday Hills Subdivision Whitehorse Road - from Route 701, 0.10 mile east of Route 2039, northwestwardly 0.07 mile to a cul-de-sac ~ 0.07 Mi. Hill Top Subdivision Debora Drive , from Route 1934 to 0.06 mile northeast 0.06" Morrisdale Subdivision: Cameron Avenue - from Route 698 to 0.03 mile southwest of Route 823 0.15" This day the County Road Engineer in accordance with directions from this Board made report in writing upon his examination of Winding Way, Bargrove Road and Bayham Drive in Bon Air Terrace Addition Subdivision, Section "C", in Midlothian Magisterial District, which shows that in the opinion of the County Road Engineer it is expedi- ent that said roads be established as public roads. Upon consideration whereof, and on motion of Mr. Martin, it is resolved that Winding Way, Bargrove Road and Bayham Drive in Bon Air Terrace Addition Subdivision, Section "C", Midlothian District, be, and they hereby are established as public roads. And be it further resolved, that the Virginia Department of Highways be and it here- by is requested to take into the Secondary Road System, Winding Way, from the south- eastern end of maintenance on Winding Way, southeastwardly .02 mi. to Bargrove Road., thence northeastwardly .10 mi. to Bayham Drive, thence northeastwardly .16 mi. to a cul-de-sac; Bargrove Road, from its intersection with Winding Way, southwestwardly i .08 mi. to a cul-de-sac; Bayham Drive, from its intersection with Winding Way, south- eastwardly .03 mi. Mr. Purdy questions Mr. Davidson on problems on Brandywine, Lafon, Winfree St and i!Womack ~oad. . Whereas, the State Highway Department has conducted area transportation studies in several of the areas close to Petersburg, and Whereas, it would seem in the best interest of all concerned that these area stu- dies be combined into one planning effort and that this be placed on a continuing basis by agreement of all localities, NOw, Therefore, Be it Resolved, on motion of Mr. Browning, seconded by Mr. Dietsch, that this Board request the Highway Department to make a regional transportation study of the Petersburg area and environs including Chesterfield to the extent that a comprehensive transportation plan will be evolved and that this study be continued and changed as the transportation needs of the area dictate. On motion of Mr. Martin, seconded by Mr. Dietsch, it is resolved that this Board requeSts the Highway Department to abandon Section I-(.15 of a mile) and add to the Secondary Road System, Section II-(.12 of a mile) at the intersection of Rt. 652 and Rt. 60 as shown on the map of Project 0060-020-010 -C-501, as prepared by the i Virginia Department of Highways. On motion of Mr. Dietsch, seconded by Mr. Browning, it is resolved that this Board grants to the Realty International, Inc. its approval of plans to cross Transport Street in the Campfield Industrial Subdivision with a spur line from the SCL RR.to serve the warehouse to be constructed between Transport Street and Bells Road adjac cent to and west of said Kailroad. On motion of Mr. Browning, secOnded by Mr. Purdy, it is resolved that the following game claims be and the same are hereby approved for payment: R. Bo Denney 5 laying hens $7.50 B. O. Baker 5 show pheasants, 1 chicken and 1 rabbit 66.00 It is here noted that Mr. Dietsch votes Nay. On motion of Mr. Purdy, seconded by Mr. Martin, it is resolved that a Variance be granted to Mr. Harold B. Fulcher for the construction of a dwelling in Bermuda Dis- trict on Inge Road Extended, as shown on a plat filed with the Board's papers prov- ing a 40-ft. roadway is dedicated to the County. On motion of Mr. Apperson, seconded by Mr. Dietsch, it is resolved that Dr. Martin, Dr. Wagner, Dr. Santiago Nunez, Mrs. David W. Hartz, Rev. Jack Rivers and Mr. John iiLongmire be appointed to a Committee to study the Mental Health Program in the ~.County and how to best meet the needs of the County. ~WHEREAS, the imposition by the City of Richmond of an employment tax of $12.00 per i~year on all persons working within the. Richmond City limits affects many people in 'the County of Chesterfield, and '!WHEREAS, this imposition of said employment tax would mean taxation without re- ,presentation, and i WHEREAS, County citizens who live in the County and work in the City aid the City !by generating a variety of taxes for the City which more than compensate the City .in the expense of maintaining trafficways, NOW, THEREFORE, BE IT RESOLVED, on motion of. Mr. Purdy, seconded by Mr. Browning, that this Board of Supervisors requests the Council of the City of Richmond to rescind its employment tax on people working within the City limits. ~It is here noted that the County received a check for $4,963.61 as the County's share of funds collected in the Home Health Service Program during the fiscal year ~i1968-'69. ' On motion of Mr. Browning, seconded by Mr. Purdy, it is resolved that the Executive Secretary be requested to investigate the outside lighting on the Courthouse complex. ~i69-74CS ~Mr. Graham Jennings, representing Mr. and Mrs. Lowell A. Hope, comes before the Board requesting the rezoning from Residential-2 to General Business (C-2) of a par- cel of land of irregular shape fronting 137 feet, more or less, on Rte. 360 and ex- tending southeastwardly to a depth of 137 feet, more or less, along Orcutt Lane and being located on the southeast corner of the intersection of Rte. 360 and Orcutt Lane, in Manchester Magisterial District. Refer to Sec. 30-9 (1) parcel 13. It was cited that this case had previously been deferred. The Executive Secretary read four letters in favor of the zoning request. Mr. Dietsch states that he would like to see the property zoned for C-2 business but does not want another service station at this location. On motion of Mr. Dietsch, !seconded by Mr. Martin, it is resolved that this Board grant a Use Permit for the .construction and operation of a professional building and at such time as the new zoning map is made to note this property for General Business. 69-83CS Mr. Alvin J. Bowman comes before the Board requesting the rezoning from Agricultural to Residential-(R-2) of a parcel of land of irregular shape fronting 177 feet, more or less, on Dorset Road extending eastwardly 200 feet, more or less, to a creek and being located 1200 feet, more or less, southeast of the intersection of Dorset Drive ~land Dorset Road in Manchester Magisterial District. !Refer to Sec.41-11 & 12 part of par.23. iThere appearing no one in opposition to this request and the Planning Commission having recommended approval, it is on motion of Mr. Dietsch, seconded by Mr. Brown- :~ing, resolved that the aforedescribed parcel of land be and it hereby is rezoned for Residential-2 purposes. 69-85CS The request of Mr. Fred A. Muse was withdrawn by letter signed by his counsel. 69-86CS Mr. P. L. Travis, representing Mr. Thomas L. Daniel and Mr. Robert C. Rollston, comes .before the Board requesting the rezoning from Agricultural to General Busines~s (C-2) of a parcel of land of rectangular shape fronting 128 feet on Turner Road ex- tending westwardly to. a depth of 420 feet, more or less, and being located 120 feet, more or less, south of the intersection of Turner Road and Rte.360 in Manches.- ter Magisterial District. Refer to Sec. 40-2 (1) parcel 5 and part of 6. There appearing no one in opposition to this request and the Planning Commission !I having recommended its approval, it is on motion of Mr. Dietsch, seconded by Mr. Martin, it is resolved that the aforedescribed parcel of land be and it hereby is I rezoned for C-2 General Business, with the stipulation that site layout, landscap- ing and plans be approved by the Planning Director. Mr. John Daffron comes before the Board, representing the M. G. Investments, Inc. and UMPS, a limited partnership, requesting the rezoning from Agricultural to Resi- dential (R-2) of a parcel of land of irregular shape containing 57.5 acres, more or less, fronting 2250 feet, more or less, and 500 feet, more or less, on Providence Road and South Courthouse Road, respectively, having a north-south depth of 1200 feet, more or less, and being located on the southeast corner of said intersection in Manchester Magisterial District. Refer to Sec. 38-11, 12 and 15 (1) parcel 12.
