●When funding ratio reaches 80%, we can significantly reduce ongoing
contributions from General Fund

Leveraging SRP Savings into
to Capital Acceleration
•County contribution to school SRP fund made
possible by (projected) larger than normal year-end
surplus, resulting from one-time COVID effects
•SRP investment opens $11-12M of ongoing school
budget capacity
•Today’s session focuses on using approximately $7M
of that (annually) to support $130M in school
capital needs
•Multiple sources already identified if gap funding is
needed
•Original referendum timeline was delayed because
of pandemic
•This proposal focuses on the acceleration of two
middle school facilities more or less filling that ‘gap
year’

Process to a Financing
1)Schools has (non-referendum) access to capital through
the Virginia Public School Authority (VPSA)
2)Allows the county to borrow at its favorable AAA rates
3)Chesterfield has filed an initial application; but process
ultimately requires a School Board resolution of support,
a public hearing and Board of Supervisors’ approval
4)All of those actions scheduled for September
5)Resulting sale could occur before March 2022
6)The Board of Supervisors will initiate a rezoning to Upper
Magnolia Green on September 22, 2021

Planning
1)Current plan is to offer a combined capital
referendum in November of 2022
2)The funding discussed here ($130M) is ADDITIVE to
the totals previously discussed
3)Still planning on approximately $450M package
($300M schools, $150M county)
4)Numbers and projects to be finalized in this CIP
cycle

Identifying the Projects
•The VPSA financing would support the rebuild of
Falling Creek MS and the construction of a new
western 360 MS
•Both projects are among the referendum priorities
previously identified by the School Board and
discussed with the Board of Supervisors
•Middle school focus follows the elementary
emphasis from the 2013 referendum
•StratIS data reinforces the selection of these two
projects

1)The county has purchased the Spring Rock Green center on
eastern Midlothian Turnpike to help facilitate further
redevelopment of the corridor
2)Part of the project includes construction and (leasing) of new
office space that would allow for the consolidation of school
admin functions
3)The existing admin headquarters would be repurposed into a
consolidated registrar space; also a new eastern Midlothian
precinct would be located on site
4)Moreover, CTC Hull could maximized for educational uses
