VIRGINIA: At a special meeting of the
Board of Supervisors of Chesterfield
County, held at the Courthouse on
January 5, 1970, at 4:00 P.M.
Also Present:

Mr. Howard A. Mayo, Jr., Co. Planner
Mr. Joel T. Burleigh comes before the Board citing that the County has not settled
with him as to the purchase of land for the airport and he has lost considerably in
not being able to accept payments within the two-year period. The Board explained
that the Judge of the Circuit Court would not approve payment for this land until
after the airport zoning case is cleared.
It was generally agreed that this matter be held in abeyance until January 17 1970
when said case is heard in the Circuit Court. ' '
On motion of Mr. Apperson, seconded by Mr. Martin, it is resolved that the Chairman
and Clerk of this Board be and they hereby are authorized to sign an agreement be-
tween the Architectural firm of Hinnant, Addison and Hinnant and the County of Ches-
terfield for the drawing of plans for the jail addition.
iOn motion of Mr. Browning, seconded by Mr. Purdy, it is resolved that membership be
i Paid to the Virginia Association of Counties on the population figure of 75,000 and
that said amount of $1500.00 be paid. ..~
There was read a resOlution from the Bensley Parent Teachers Association objecting
to the closing of public schools as a solution to social problems which resolution
is filed with the Board's papers. '
On motion of Mr. Dietsch, seconded by Mr. Apperson, it is resolved that a check f6r
$500.00 from the Branch's Baptist Church, be and it hereby is received and the
Executive Secretary is requested to state in writing the Board's thanks for this
payment.
There was read a letter from Richard L. Jones citing the fact that there is a strip
of land now in the County adjacent to the City of Petersburq and that he is request~
lng the introduction of a Bill in the General Assembly to ciarify the boundaries of
the City of Petersburg and to include this strip of land in the land belonging to
the City of Petersburg.
It was generally agreed that this matter be studied further.
On motion of Mr. Dietsch, seconded by Mr. Apperson, it is resolved that the follow-
ing resolution is adopted:
WHEREAS, the Capital Region Park Authority has adopted a $17,000,000 five year
program for the acquisition of land for outdoor recreation and conservation of
natural resources; and
WHEREAS, $5,000,000 of such amount is to be provided by Chesterfield and Henrico
Counties and the City of Richmond as the members of the Authority and Chesterfield
County's share of such amount is $750,000[ and
WHEREAS, such program has heretofore been approved by the Board of Supervisors
of Chesterfield County[ and
BE IT RESOLVED BY THE BOARD. OF SUPERVISORS OF CHESTERFIELD COUNTY, VIRGINIA:
1. It is hereby determined that it is advisable for Chesterfield County
to contract a debt and issue its general obligation bonds in the amount of $750,000
pursuant to the Public Finance Act of 1958, as amended, to finance the COunty,s
share of the Capital Region Park Authority,s program to acquire land for outdoor
recreation and conservation of natural resources.
2. The rate of interest which the bonds are to bear shall not be limited
to the maximum rate of 6% now permitted by the Public Finance Act of 1958, as amend-
ed, but may bear interest at such higher rate or rates as may be permitted by law
at the time the bonds are sold, but in no event in excess of 7%.
3. The Circuit Court of Chesterfield County is hereby requested to order
an election to be held on February 10, 1970, when a similar election will be held
in Henrico County, upon the question of contracting such debt and the issuance of
such bonds.
4. The Clerk of this Board is hereby authorized and directed to cause a
certified copy of this resolution to be presented forthwith to the Circuit Court of
Chesterfield County.
5. This resolution shall take effect immediately.
On motinn of Mr. Dietsch, seconded by Mr. Apperson, it is resolved that this Board
adjourns until 4:00 P.M. on Thursday, January 8, 1970.
