On motion of Mr. Purdy, seconded by Mr. Dietsch, it is resolved that Mr. W. Henry Copley be offered the sum of $10.00 for an easement 35-feet in length and if this offer is not accepted due to the emergency of the situation~ that the Right of Way Department be authorized to condemn this property for this easement. On motion of Mr. Purdy, seconded by Mr. Apperson, it is resolved that the following street names be and they hereby are changed: Weaver Road to Rhodes Lane Littlefield Road to Lewitt Road Oakland Read to Cedar Creek Road Whitehorse Road to Glass Road On motion of Mr. Martin, seconded by Mr. Apperson~ it is resolved that the Engineering Department be authorized to buy 2500 maps from the Metro-Guide Company, Inc., and to study the possibility of purchasing books with the mapping information at a later date. I! On motion of Mr. Purdy, seconded by Mr. Martin, it is resolved that this Board grant a Variance from the Subdivision Ordinance to Mr. Wade L. Cliborne to allow the construction of a house on Baldwin Road on a lot which has less than adequate frontage. On motion of Mr. Purdy, seconded by Mr. Browning, it is resolved that a Variance be granted to Mr. Claude H.Carey, Sr. to build a dwelling on Lots 1, 2, 3, & 4, Block 10 in the Belmeade Subdivision, which lots do not front on a State approved road. On motion of Mrj Apperson, seconded by Mr.Purdy~ it is resolved that the game claim of Mrs. Mary Smith in the amount of $25.50 be and it hereby is approved for payment. On motion of Mr. Apperson, seconded by Mr. Dietsch, it is resolved that the following transfers in the County budget be made: From 11-500-699 - Storm Drainage To 11-101-234 - Drainage Construction From 11-189-224- Rights of Way To 11-101-234 - Drainage Construction From 11-189,199 - Special Projects To 11-101-234 - Drainage Construction $20,000 25,000 20,000 in order that drainage charges can be charged to the correct account. On motion of Mr. Apperson, seconded by Mr. Purdy, it is resolved that the sum of $10s000 be transferred from ll-189-199-Special Projects to ll-103-149-Care of Landfills. On motion of Mr.Purdy, seconded by hr.Browning, it is resolved that the sum of $292,889.36 be transferred from the School Operating Fund to the General Fund since this is the amount of Federal funds received in July, ~gust and September of 1969 for reimbursement of expenses of the School System prior to June 30,1969 which expenses were paid by the General Fund of the County. On motion of Mr. Purdy, seconded by Mr. Apperson, it is resolved that a street light be placed at the intersection of Forest Glenn Drive and Walnut Drive. On motion of Mr. Apperson, seconded by Mr. Dietsch, it is resolved that the extension of Rt.743, commonly called the Burnette Road~ be surveyed and the Commonwe~lth,s Attorney be requested to draw an omnibus deed granting 25 feet on each side from the center line. And be it further resolved that the Highway Department be requested to take into the State Secondary System of r~ds, this extension of Rt.743. The Chairman welcomes the 7th Grade Class from the Chester Intermediate School which class is visiting the Board of Supervisors at this time. On motion of Mr. Apperson, seconded by Mr. Purdy~ it is resolved that a new tank be installed on Unit 106 in the Wegstaff Volunteer Fire Department at a cost not to exceed $2575.00 by the Oren Company. On motion of Mr. Purdy, seconded by Mr. Apperson~ it is resolved that the erroneous tax claim of Mr. Milton Sanders in the amount of $14.96 be and it hereby is approved for payment. It was generally agreed that Mr. Percy Harris be requested to apply formally for an extension of his Use Permit on Daniel Street in Chester, Virginia. On motion of Mr. Apperson~ seconded by Mt.Browning, it is resolved that the following resolution be and it hereby is adopted: WHEREAS, Chapter 2 of Title 1 of the Code of Virginia of 1950, as amended, states the policy of the Commonwealth of Virginia for the determination of the population of the several counties~ cities~ towns and other political subdivisions of the State of Virginia~ and WHEREAS, the General Assembly of Virginia has enacted statutes applicable to the distribution of any state funds~grants-in-aid, or other allocation from the State,State Treasury, and to any county~ city~ town or other political subdivision of the WHEREAS~ some of said State funds, grants-in-aid, and other allocations from the State Treasury are distributed on the basis of the United States census latest preceding the time at which any provision dependent upon population is being applted~ and WHEREAS~ pending the census of the population of the United States ~o be made in 1970, it is desirable to fix the number of citizens in Chesterfield County as of January 1, 1970, based upon the 1960 population of the County of. Chesterfield and the City of Richmond and taking into consideration the number of citizens residing in the area nnexed, to the City of Richmond as of midnight December 31, 1969, and to certify such figure to the Comptroller of Virginia for his use in issuing warrants to the County of Chesterfield and to the City ~f Richmond $ and WHEREAS, the 1960 United States census established the population of the County of Chesterfield as 71,197 and the population of the City of ~chmond as 219t958~ and WHEREAS, from an analysis of the records of the testimony and exhibits filed in the Circuit Court of Chesterfield County in the annexation proceedings of the City of Richmond V.County of Chesterfield, the population of Chesterfield County as of January 1, 1970, taking into consideration the number of residents in that area annexed to the City of Richmond, would be 43,855, it being determined that of the 71,197 residents of Chesterfield County as of the effective date of the 1960 census, 27t342 resided in the area which has now been annexed to the City of Richmond~ NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF CI-~STERFIELD COUNTY: That the population of the County of Chesterfield, determined by reference to the 1960 United States census which enumerated the population of Chesterfield County as 71,197, was as of January 1, 1970, 43,855 (71,197 less 27,342 equals 43,855). There arose a discussion on the necessity of installing a water line on Conifer ROad. It was pointed out that the Subdivider had agreed to install a water line to this property by recording the plat with a notation that County water would serve the area. On motion of Mr. Apperson, seconded by Mr.Browning, it is resolved that the Engineering Department be authorized to install a wa~r line on Conifer Road, provided the money is advanced for an 8" line in the amount of approximately $1500.00. 70-1 Mr. Robert S. Bruce comes before the Board requesting the rezoning from Residential-1 to General Business (C-2) of a parcel of l~nd of rectangular shape fronting 150 feet and 125 feet on Hopkins Road and HollywoodDrive respectively, and being located on the southwest corner of said intersection in Dale Magisterial District. Refer to Sec. 52-12 (2) lot 16. Mr. Bruce cites the fact that a service station is the highest and best use for this location, that 800 or 900 cars pass this corner and that the adjoining land is zoned for business~ Mr. Mayo, County Planner, cites the fact that the Planning Commission recommended denial of this rezoning request. Mr. Robert Tyser, Mr. Leslie Goode, Mrs. Joseph Forrest, Mrs. Winn Barker~ all speak in opposition to this zoning request. Mrs. Helen Payne, who lives in the back of subject lot states that she would still tike to have C-2 zoning on her lot and that the area has far too much traffic for residential use. Mr. Apperson states that the Highway will not give the schedule for constructing an overpass on Hopkins Road, that this community opposed the zoning of the land across Hopkins Road, that Mrs. Payne's zoning was opposed and that a service station will affect the adjoining properties, and moves that the request for rezoning be denied, which motion was seconded by Mr. Dietsch. A vote be~ng taken - all vote Aye. 69-60UP On motion of Mr. Martin, seconded by Mr. Apperson, it is resolved that the request of Mr. Carl M. Henshaw to withdraw his application for a Use Permit styled 69-65 be, and it hereby is approved, 7D-1UP Mr. John Thomas comes before the Board representing Schneider's Disposal Service, Inc., requewting a Use Permit for the operation of a sanitary landfill on a 30_acre parcel of land of irregular shape having an east-westwardly width of 700 feet, more or less~ and a north-southwardly depth of 1800 feet, more or less, and being situated 2400 feet more or less east of the intersection of the Richmond- Petersburg Turnpike (1-95) and Osborne Road (Rte. 616). Refer to Sec. 98-12 & Sec. 99 paccel 5. Mr. Thomas states further that we must have landfills, that this land is an excellent site by geography and topography and that the citizens of the area will be benefitted by a better road and if necessary an 8-ft. high solid board fence. Mr. Schneider states that he cann ~ use the County's dump in some cases because of security reasons but as long as the County provides a landfill he will use it when possible. Mr. John Dodson, representing Mrs. Sara Sinclair, speaks in opposition to this request, stating that the land is now ready for industry, that the ravine is subject to flooding and that there are three streams flowing into the ravine which would cause some problem if filled, that there is not an adequate procedure policy to see that the wishes of the Board and the County Ordinance are followed. Mr.' Thomas states that the ravine is quite a distance from the river, that the County should police this landfill as it does the two of its own~ that his client will put in a pipe to take care of the drainage if necessary. Mr. Mack Spencer states that the Health Department would like to have a plan whereby the area will be filled. Mr. Purdy states that due to the lack of a policy procedure and the general damage to the area, makes the following motion: Be it Resolved,that the zoning request be denied. Whereupon Mr. Martin seconds3 said mOtion. Mr. Apperson stat~s he is not sure that this property should be zoned for indmstry because of its very nice view of the river, that waste disposal deserves more consideration, that this would aid in developing the area around this site industrially and there are some companies that need security in the disposal of solid waste and states he would like to see this matter delayed. Mr. Dietsch states that he has faith in the Schneider Company and that something should be worked out to benefit all parties. Upon further consideration, Mr. Dietsch makes a substitute motion which was seconded by Mr. Apperson: Be it Resolved, that this zoning request be delayed until March 11, 1970 by which time Mr. John Thomas, Mr. John Dodson and the Commonwealth,s Attorney will have prepared an ordinance to cover the policies of operation, policing, etc. and the zoning should be considered at that time. A vote being taken on the substitute motion: Ayes -Mr. Browning, Mr. Apperson and Mr. Dietsch. ~ays Mr. Martin a-nd Mr. Purdy~ and the substitute motion is carried. Chief Robert Eanes presented the new Fire Training Officer, Mr. Wesley Dolezal, along with a delegation from the proposed new Manchester Fire Department. Upon consideration whereof, of the many benefits to the County promoted by the old Manchester Fire Department, and on motion of Mr. Dietsch, seconded by Apperson, it is resolved that the Executive Secretary be requested to write a letter of thanks to Chief Jorda~u and the Manchester Fire Department for the long years of service given to that area of Chesterfield County. Mr. Mike Lohr comes before the Board requewting the County to purchase a tract of land and to build a fire house in the general vicinity of the intersection of Walmsley Boulevard and Turner Road which fire house would be manned by volunteers from this area. He cites the fact that the present Manchester Fire Department will cease to be in existence as of April 30, 1970. Upon consideration whereof, and on motion of Mr. Apperson, seconded by Mr. Dietsch, it is resolved that this Board cooperate with Mr. Lohr and that the Executive Secretary present a plan of action at the next meeting. On motion of Mr. Dietsch, seconded by Mr. Purdy, it is resolved that companies furnishing stock steel buildings be investigated as to the possibility of erectin~ a steel building to suit 'tSe needs of this Fire Department. On motion of Mr. Apperson~ seconded by Mr. Browning, it is resolved that application be made to the Federal Government for Federal Aid in the installation of sewerage facilities for Pocoshock, Centralia, Ashton Creek, Falling Creek (Pocoshock Creek to Belmont Road) and Powhite Creek (Hospital extension) trunk sewers and Centa~li~ and Matoaca Lagoons, under Project . The Chairman of this Board is authorized t~ sign said application, to accept the offer for FederAl Funds and t~! sign all other documents necessary in connection with this project.
